HomeMy WebLinkAbout2109-26 Schedule of FeesCOUNTY OF NEWELL IN THE PROVINCE OF ALBERTA BYLAW 2109-26 BYLAW 2109-26 OF THE COUNTY OF NEWELL BEING A BYLAW INTRODUCED FOR THE PURPOSE OF ESTABLISHING A SCHEDULE OF FEES. WHEREAS the County of Newell deems it expedient to set and review, as necessary, from time to time various fees of the County, and WHEREAS in accordance with the Municipal Government Act, Chapter M-26 RSA 2000 and amendments thereto, the County may set fees for goods and services provided; NOW THEREFORE the Council of the County of Newell, in the Province of Alberta, duly assembled enacts and adopts the Schedule of Fees, attached to and forming Schedule "A" of this Bylaw and; THAT BYLAW 2095-25 is hereby rescinded and; Notwithstanding THAT this Bylaw shall come into force and effect upon third and final reading hereof, the effective date for utility rate changes and CDC South Lease rates will be January 1, 2026. Fees for renewal periods will be invoiced on a lump sum basis at the beginning of the applicable term. Bylaw 2109-26 Page 7 Lease fees charged for renewal periods that remain unpaid 90 days after issuance of the invoice will be transferred to the property tax account for the benefitting property and recovered in the same manner. If the County issues notice to cancel the lease during a given term, a pro -rated refund of the applicant's prepaid lease fee will be issued. Note: To ensure that the existence of these temporary and cancellable lease agreements are known by subsequent purchasers of the adjacent lands, the County will register the lease agreements against the title of the land in question. 14) Sale of Road Allowance (Price to be determined at time of request based on recommendation received from the County Assessor.) 15) Lease of County Owned Land (excluding road allowances or registered road plans). Accounts outstanding for more than 120 days may be sent to a collection agency. Search Request and Other Services Not Otherwise Covered 7. All requests for information other than as specified above shall be accompanied by a completed search request form as well as a non- refundable search processing fee of $50.00 per hour. b. In the event the information requested requires an archival search, there will be an additional non-refundable processing fee of $25.00. C. EMERGENCY SERVICES Fees for an Emergency Service Department(s) Responding to a Non -Permitted Intentional Burn. (Fees will be invoiced to the registered property owner). - $100.00 for the 1 st occurrence - $500.00 for the 2nd occurrence - $1,000.00 for the 3rd occurrence If a fire ban is in effect, the invoiced amount noted above is doubled. Emergency response services provided when attending the scene of motor vehicle collisions or vehicle and equipment fires occurring on provincial highways and local roads. Notwithstanding the specified amounts below, the rate charged by the County will fluctuate with changes in the official Alberta Transportation Rate (TABLE 1: "Rates of Reimbursement for Fire Department units Responding within a highway right of way). Incidents occurring on Provincial Highways will be invoiced to Alberta Transportation. Incidents on local roads will be invoiced to the owner of the unit(s) involved. Engines/Pumpers (Fire Apparatus with a permanently mounted fire pump of at least 3,000L/min capacity) and / or rapid response units equipped with a supply of water and a portable pump, $740.00 /Unit/Hour (Includes equipment costs, labour and materials) Rescue Units (Equipped with hand and basic extrication equipment) $740.00 /Unit/Hour (Includes equipment, labor and materials) Command Units $215.00 /Unit/Hour Fees charged to property owners (to be collected through their insurance company up to the maximum coverage available) for fire suppression services required to extinguish fires that occur within any property. UTILITIES The charges below apply to water and wastewater systems and cover costs associated with the provision of the service and basic maintenance and repairs of the communal infrastructure. Upgrades or replacement of the system or substantial portions thereof will be funded collectively by the system users through a local improvement levy. Repairs required on that portion of service lines located between serviced structures and the curb stop or lot line are the responsibility of the property owner. 1) Billing Process All utility bills will be sent to registered property owners. 2) Connection / Installation Charges Hamlet water and sewer systems — Registered property owners will be permitted to connect to the system, where capacity exists as determined by the County. The County will prepare a quote for the connection, and the property owner will be required to pay full costs prior to the service being installed. Rural water distribution system — Registered property owners will be permitted to connect to the system, where capacity exists as determined by the County. The County will prepare a quote for the connection, and the property owner will be required to pay full costs prior to the service being installed. Properties which are currently serviced by the system may purchase an additional water unit (300 gpd), where capacity exists, for $10,000. 3) Utility System Accounts Adjustments to utility accounts for errors in invoices will be applied retroactively for a maximum one (1) year period which precedes the date when the error was brought to the attention of County Administration. Overdue accounts are subject to a penalty of 1.5% per month on outstanding amounts. Accounts which are greater than 60 days overdue may have services disconnected. Accounts which are greater than 90 days overdue will have outstanding balances transferred to the tax roll. 4) Shut Off / Reconnection Fees a. Shut off for non-payment of account - $100.00 b. Temporary disconnect requested by property owner or agent - $100.00 C. Disconnecting water service for abandonment - $100.00 plus labor and materials at cost. d. Reconnection - $100.00 (If service was shut off due to an overdue account, the reconnection fee and outstanding balances must be paid before service is restored. Re- connection will be completed during regular working hours. Bylaw 2109-26 Page 11 5) Manual Meter Readings (if required to close account or verify consumption outside of standard meter reading schedule). $100.00 6) Meter Testing Charge $250.00 If meter is confirmed faulty, the fee will be refunded. 7) Water Rates (monthly equivalent — actual billing cycle may vary) Rural water billing cycle is the equivalent of 12 monthly levies for the calendar year which are applied to active accounts in October. Rural Water Distribution System (charges per water unit): - Base charge $31.08 Base Charge is an administrative fee intended to help fund maintenance and upkeep of the infrastructure and is applied to all locations with an access point (curb stop has been installed). - Consumption fee $37.62 Consumption fee is applied to active services that are drawing water and is in addition to the base charge Hamlet water systems: - Base charge, (Residential and Non -Residential) $41.50 - Consumption charge $2.73/cubic meter - Unmetered non-residential service consumption charge — double the unmetered residential rate. 8) Sanitary Sewer Charge (monthly equivalent) — charged individually for each active hamlet utility account. The fee is charged to recover costs incurred for treating the sanitary wastewater generated by each property serviced by a hamlet potable water system. - Residential and Non -Residential rates $32.80 9) Water Sales Stations a. MUNICIPAL SERVICES 1) Signs - Other signs approved for installation upon request — actual materials cost plus installation expense. 2) Approaches - New approach approvals $300.00 - Existing Approach Approvals $ 50.00 - If during the pre -inspection of the existing approach, upgrades are deemed necessary, then an additional fee of Two Hundred and Fifty dollars ($250.00) shall be applied. 3) Facility Crossings or installations within road allowances — includes private irrigation and or buried electrical or other utility lines. - Permitting and inspections $300.00 4) Seismic Operations Permit - Permitting and inspections $300.00 5) Right of Access/Waiver Requests - Proximity Requests $50.00 6) Equipment Rentals / Provision of Contracted Services - Includes services provided for inter -municipal government organizations, — charges based on the current rate schedule for the Alberta Roadbuilders & Heavy Construction Association. 7) Dust Abatement Applications Residential Application Rates: - $3.29 per linear meter for up to 300 meters (65% of the full cost per meter) up to the application deadline. Applications in excess of 300 meters, as well as applications received after the application deadline, will be charged the full cost per meter rate. Non -Residential Application Rates: - $5.06 per linear meter Bylaw 2109-26 Page 13 8) The County participates in the Province of Alberta Transportation Routing & Vehicle Information System Multi Jurisdiction (TRAVIS MJ) program. This automated permitting system allows Industry to apply for a single permit application to move through multiple jurisdictions. TRAVIS MJ will collect a simplified permit fee for Provincial and Municipal Permits and grant permission for the movement of oversize loads. Permit fees are set by Alberta Transportation and are collected through the TRAVIS MJ permit processing system.
