Landowner Connection Plan
Once the County of Newell contractor has completed the installation and testing of the landowner’s water service,
the County will send the landowner a letter stating that they are eligible to start the connection process. Do not
proceed with any connection work until this letter has been received. Once the landowner has received this
letter, they are responsible for completing the following steps:
Step 1: Procurement of the Flow Emitter Assembly
Pick up your flow emitter assembly at the County of Newell office during regular business hours, Monday
to Friday, 8:00am to 4:30pm. If the individual picking up the assembly is not the registered landowner,
please contact the County of Newell office ahead of time at (403) 794-2311.
The cost of this flow emitter assembly has been included in your CNWP registration fee. All other costs
associated with the connection to the service line and installation of the assembly will be at the
landowner’s expense.
Step 2: Installation of the Water Service and Flow Emitter Assembly
The water service supplied to the landowner is a trickle type system providing 300 gallons per day.
Landowners receiving water will be required to have a cistern or other storage tank system for the water
to be delivered. From there they will be required to re-pressurize it for use in their homes.
No additional fittings will be allowed to be installed before the flow emitter assembly. The service line
must adapt to the compression fitting on the bottom of the flow emitter assembly.
The curb stop remains the property of the County is not to be exposed or modified by the landowner as
per the County bylaws.
Scenario 1: Outside Cistern Connection
(Figure 1 – Outside Cistern Connection for clarification)
1. Supply and install 19mm (3/4”) service line from the curb-stop ‘pig-tail’ to the cistern. Service line
should have a minimum of 2.1m of cover or adequate frost shielding to prevent freezing.
2. Core and install service line through the existing cistern. This connection must be watertight and
sufficiently secure the service line to prevent movement. Review connection methods with cistern
manufacturer and/or installation contractor.
3. Install the flow emitter assembly in a location that provides easy access for visual inspection and
operation by the Newell Regional Services Corporation and its representatives. All mounting bolts
and hardware must be easily accessible from the outside of the cistern without the need for
confined space entry.
4. Provide sufficient additional service line in the cistern so that the flow emitter assembly can be
unbolted and removed from the cistern for maintenance and initial flushing during the connection
process. It is recommended that minimum 2.4m (8ft) of service line be coiled in the cistern for this
purpose.

Scenario 2: In House Cistern Connection
(Refer to Figure 2 – In House Cistern Connection for clarification)
1. Supply and install 19mm (3/4”) service line from the curb-stop ‘pig-tail’ to the house. Service line
should have a minimum of 2.1m of cover or adequate frost shielding to prevent freezing. (Refer to
the Products and Best Practices sheet for additional service line information)
2. Core and install service line through dwelling foundation / basement. Review coring and installation
methods with installation contractor.
3. Install the flow emitter assembly in a location that provides easy access for visual inspection and
operation by the Newell Regional Services Corporation and its representatives. All mounting bolts
and hardware must be easily accessible.
4. Provide sufficient additional service line in the basement or utility room so that the flow emitter
assembly can be disconnected for maintenance and initial flushing during the connection process.
The additional length of service line should be sufficient to facilitate flushing outside.
Step 3: Final Flushing and Inspection by the NRSC
When you are ready to have your service turned on at the curb stop, contact the County office during
regular business hours, Monday to Friday, 8:00am to 4:30pm at 403-362-3266. NRSC will then attend to
location to inspect the flow emitter assembly installation and to be present during the flushing of the
service line.
To flush the landowner’s service line, the flow emitter assembly must be pulled out of the cistern (extra
coiled pipe in the cistern will make this possible). If, upon inspection, the flow emitter has not been
installed correctly, or leaks once the curb stop has been turned on, the landowner will be informed and
may be liable for additional charges to have another appointment booked for activation of their service.
Step 4: Regular Maintenance
Check your flow emitter at least once weekly. Your water level should never rise above the float
ball. If it does, the flow emitter assembly is equipped with a ball valve with a handle for
landowners to shut their water supply off if necessary.
Ensure the float ball is installed as close to parallel with the ground as possible. This will create
the greatest closing force on the valve. The landowner is free to look at other options for shutting
the water off when it is full (electric solenoid, plastic valve etc.)
Ensure the forming of ice does not occur within the cistern, basement or within the service line
itself due to lack of ground cover. Consider using a heat lamp or a floating water heater in your
cistern if it is susceptible to freezing conditions.
You have been provided with a rail system to mount in your cistern. Consider dropping your
levels to the amount of water you need. This will ensure your water is refreshed often and help
reduce freezing.

Product Specifications
The operating pressure of the County Rural Water System can be anywhere between 20psi and 120psi
(pounds per square inch). All water service lines and fittings are to be rated for minimum 200psi and
approved for potable water use.
Pipe
All water service lines to be minimum 19mm (3/4”) diameter.
1. Copper Tubing:
a. Copper tubing conforming to latest revision ASTM B88M, type K, annealed. (As described
in AWWA C-800 )
2. PEX Pipe – (cross linked polyethylene pipe):
a. Manufactured in accordance with CSA B137.5 and ASTM F876 and to comply with NSF 14
and 61 (PW).
b. Use stainless steel inserts when connecting Municipex or Blue 904 pipe to compression
fittings or isolation valves.
Recommended Products: Rehau – Municipex
IPEX – Blue 904
Wirsbo - Aquapex
Or approved equal
3. Q-line Water Service Tubing (aluminum tubing bonded in polyethylene layers):
a. Manufactured by IPEX to the latest revisions of AWWA C903, ASTM F 1282 and CSA
B137.9 and as approved by the National Plumbing Code of Canada.
Couplings
1. Water Service Tubing Couplings:
a. Compression type suitable for 1 MPa working pressure. Couplings to be supplied without
internal pipe stop.
