HomeMy WebLinkAbout2024-09-05 Municipal Planning Commission (Regular) MinutesCOUNTY OF NEWELL MUNICIPAL PLANNING COMMISSION September 5, 2024 The regular Municipal Planning Commission (MPC) Meeting of the County of Newell was held in the County Office at Brooks, AB and livestreamed to the public on Thursday, September 5, 2024 commencing at 9:59 a.m. A notice was posted at the front entrance advising the public of the meeting. P-34/24 CALL TO ORDER The Chair called the meeting to order at 9:59 a.m. EXCUSED FROM MEETING MOVED BY COUNCILLOR AMANDA PHILPOTT that Councillor Dan Short be excused from the meeting. MINUTES 3.1 Minutes - Municipal Planning Commission (July 25, 2024) P-35/24 MOVED BY COUNCILLOR HOLLY JOHNSON that the minutes of the July 25, 2024 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chair called for post agenda items. There were no post agenda items. 5. ADOPTION OF AGENDA P-36/24 MOVED BY COUNCILLOR NEIL JOHNSON that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT REPORT The Development Officer presented the Development Report and responded to questions from Council. This item was accepted as information. There is no limit on the amount of shipping containers that can be placed on land, however there is site coverage that cannot be exceeded. 7. SUBDIVISIONS 7.1 2024-0-001 - To subdivide one lot, 10.757 ha (26.58 acres) in size to allow for storm water management and pathway development into Lake Newell Resort. The Supervisor of Planning and Development provided background information on this item. MPC was given the opportunity to ask questions. The Supervisor of Planning and Development indicated that an update to Municipal Reserve policy, MPC should request money in place of land. If there is future development as land value increases there is a potential benefit to the county to deferring Municipal Reserve. Municipal Planning Commission September 5, 2024 P-37/24 MOVED BY COUNCILLOR GREG SKRIVER that the MPC approve, with conditions the subdivision of a 10.757 ha (26.58 acres) parcel from the NE 1- 18-15W4M (CoT 941 147 218 +12) for the purpose of stormwater management and the Lake Newell Resort Community Pathway development, for the following reasons: The proposed subdivision is consistent with the South Saskatchewan Regional Plan and complies with the County of Newell Municipal Development Plan, and the Land Use Bylaw. 2. The Subdivision Authority is satisfied that the proposed subdivision is suitable for the purpose for which the subdivision is intended pursuant to Section 7 of the Subdivision and Development Regulations. MOTION CARRIED Conditions of approval: That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding property taxes shall be paid to the County of Newell. 2. That the applicant supplies copies of any utility right of way plans, easements, and/or agreements which are to be registered as a requirement for any affected utilities to the County prior to the subdivision's registration with Alberta Land Titles. Reserve: The 10% Municipal Reserve requirement, pursuant to Section 666 and 669 of the Municipal Government Act, be deferred by caveat on the newly created parcel with the actual acreage to be determined at the time of finalization. 8. OTHER BUSINESS There were no other business items to discuss at this meeting. 9. POST AGENDA ITEMS There were no post agenda items to discuss at this meeting. 10.
