HomeMy WebLinkAbout2024-12-05 Municipal Planning Commission (Regular) MinutesCOUNTY OF NEWELL MUNICIPAL PLANNING COMMISSION December 5, 2024 The regular Municipal Planning Commission (MPC) Meeting of the County of Newell was held in the County Office at Brooks, AB and livestreamed to the public on Thursday, December 5, 2024 commencing at 10:00 a.m. A notice was posted at the front entrance advising the public of the meeting. Stanway, Brooks Bulletin 1. CALL TO ORDER The Chair called the meeting to order at 10:00 a. m. 2. MINUTES P-50/24 MOVED BY COUNCILLOR ADENA SKANDERUP that the minutes of the November 21, 2024 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chair called for post agenda items. There were no post agenda items to discuss. 5. ADOPTION OF AGENDA P-51/24 MOVED BY COUNCILLOR HOLLY JOHNSON that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT PERMITS 6.1 DP 2024027 - Intensification of the operation of a campground and accessory buildings. The Development Officer provided background on this development permit and MPC was given the opportunity to ask questions. The applicant was available to answer questions. MPC asked the applicant who takes on the responsibility of the campground since it is operated by a nonprofit. The applicant responded that the E/D takes responsibility. MPC inquired if the applicant was aware of any other campgrounds in the County that are non- compliant, the applicant responded that he was not aware of any. P-52/24 MOVED BY COUNCILLOR ELLEN UNRUH that the Municipal Planning Commission APPROVE Development Permit 2024027 for the approval of the intensification of the operation of a campground to include 162 campsites and the existing accessory buildings with a variance to the setback on lands legally described as NE 11-22-18-W4. The buildings including in this approval: - Two 38 m2 (413 ft2) Picnic shelters - 131 m2 (1406 ft2) Office Building � 2 Municipal Planning Commission December 5, 2024 - 117 m2 (1259 ft2) Shower House - 75 m2 (805 ft2) Storage Building with a variance to the setback - 109 m2 (1171 ft2) Maintenance Building with a variance to the setback - 91 m2 (974 ft2) Group Use Facility - 36 m2 (391 ft2) Picnic shelter - Eight portable washrooms and four outhouses This development approval is subject to the conditions outlined below. DP 2024027 is APPROVED for the following reasons: 1. The proposed development complies with the Municipal Development Plan. 2. The Development Authority is satisfied that the proposed development is suitable for the purpose for which it is intended under the Parks and Public Service District (Schedule 2) Section 3, General Regulations and Section 4, Specific Uses and Activities as specified in the County of Newell Land Use Bylaw 2016-21. 3. Adjacent landowners and referral agencies have been notified and have the opportunity to comment. Any comments or concerns should be received by the County administration by November 29, 2024. Conditions of approval: 1. This approval is effective as of December 27, 2024 (21-day appeal period) 2. The development must be located as shown on the site plan approved with the application and submitted March 20, 2024. It must be built according to the description provided with this approval. Any changes shall require the written approval of the Development Authority. 3. That the proposed development complies with all Federal, Provincial and Municipal statutes, regulations, codes and standards. 4. The applicant/owner must obtain all construction permits applicable to development and is responsible to ensure all permits are closed with work complying to the building code. 5. Any additional development or intensification shall require prior approval of a separate permit application. 6. That the following setbacks are maintained for this development: Front (south): 1.7m (5.6 ft) from 30 m(100 ft) MOTION CARRIED 7.
