From Tax Rate Bylaw to the Tax Notice, how does it happen?
On April 10, 2025 County Council approved the 2025 Final Budget which includes operating
expenditures of $36.9 million, capital expenditures of $30.6 million and debt repayments of $111
thousand. These funds called the municipal taxes and are listed first under “Tax Category” (middle of
the tax notice). The assessment x tax rate equals the amount of taxes for each line item. The full budget
document, which provides details of the services and programs provided by the County is available
online at www.countyofnewell.ab.ca.
A minimum tax levy of $30 per parcel will be applied in 2025. Municipal property taxes are rounded up
to $30 on those parcels where the tax levy would be less than $30 based on assessment and the
applicable mill rate for that parcel. This line also appears under the “Municipal” tax category on the tax
notice.
Changes to individual tax notices will be affected by changes in the tax rates, requisition
increases/decreases for school and/or Newell Foundation as well as market value adjustments and any
new construction.
The County receives three requisitions annually. A requisition is submitted to the County of Newell for
a dollar value determined by the requisitioning body. The requisition is then divided by the assessment
to determine the tax rate. The County collects these funds and they are forwarded to the parties.
Requisitions are listed under “Tax Category” on the tax notice, either under “School” or “Other”.
2025 requisitions include school taxes estimated in the amount of $13 million, Newell Foundation in the
amount of $946 thousand, and Designated Industrial Property Tax requisition of $216 thousand. The
Newell Foundation was able to take advantage of provincial grants during the years 2021, 2022 and
2023, but that funding is no longer available. The combination of the unavailability of provincial funding
and rising operating costs has resulted in an increase of 43%. The requisition for 2025 has returned to
pre-covid values ensuring service levels are maintained.
