CALL TO ORDER The Chair called the meeting to order at 10:01 a.m. 2. EXCUSED FROM MEETING P-43/25 MOVED BY COUNCILLOR HOLLY JOHNSON that Reeve A. Doerksen, Councillor G. Skriver, and Councillor N. Johnson be excused from the meeting due to their attendance at the Inventures 2025 Conference on behalf of the County. MOTION CARRIED Municipal Planning Commission May 22, 2025 3. MINUTES 3.1 Minutes - Municipal Planning Commission (May 8, 2025) P-44/25 MOVED BY COUNCILLOR ELLEN UNRUH that the minutes of the May 8, 2025 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chair called for post agenda items. 5. ADOPTION OF AGENDA P-45/25 MOVED BY COUNCILLOR AMANDA PHILPOTT that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT PERMITS 6.1 DP 2026030 Installation of ground mount solar for individual residential use The Development Officer provided background information on this item. The Municipal Planning Commission was given the opportunity to ask questions. P-46/25 MOVED BY COUNCILLOR ADENA SKANDERUP that the Municipal Planning Commission APPROVE Development Permit 2025030 for the installation of a 65 m2 (703 ft2) ground mount solar for individual use on lands legally described as Lot 1, Block 1, Plan 0812439, NE 16-21-17-W4. This development approval is subject to the conditions outlined below. DP 2025030 is Approved for the following reasons: 1. The Development Authority is satisfied that the proposed development is suitable for the purpose for which it is intended under the Agriculture General District (Schedule 2) Section 3, General Regulations and Section 4, Specific Uses and Activities as specified in the County of Newell Land Use Bylaw 2016-21. 2. The proposed development complies with the Municipal Development Plan. 3. Adjacent landowners and referral agencies have been notified and had the opportunity to comment. Conditions of Approval: 1. This approval is effective as of June 11, 2025 (21-day appeal period). 2. The development complies with provisions pertaining to the Agriculture General District and all relevant schedules, as outlined in the County of Newell Land Use Bylaw #2016-21. Page 2 of 5 Municipal Planning Commission May 22, 2025 3. The development must be located as shown on the site plan approved with the application and submitted April 9, 2025. It must be built according to the description provided with this approval. Any changes shall require the written approval of the Development Authority. 4. That the proposed development complies with all Federal, Provincial and Municipal statutes, regulations, codes and standards. 5. That the following setbacks on all sides are maintained for this development: Front (east): 30 m (100 ft) Side (north & south): 6 m (20 ft) Rear (west): 6 m (20 ft) 6. That no structures be located on a right of way or easement on the parcel. 7. Any additional development or intensification shall require prior approval of a separate permit application. 8. That the developer must start construction before June 11, 2026. That the construction is completed by June 11, 2027. In the event that this date cannot be met, the developer must apply for an extension and may be required to apply for a new permit. MOTION CARRIED 6.2 DP 2026035 Home Based Business 2, specifically a small engine repair operation The Development Officer provided background information on this item. Applicant was present to respond to questions. The Municipal Planning Commission was given the opportunity to ask questions. P-47/25 MOVED BY COUNCILLOR DAN SHORT that the Municipal Planning Commission APPROVE Development Permit 2025035 for the operation of a Home -Based Business 2, specifically small engine repair on lands legally described as Lot 2, Block 2, Plan 7410502, SE 6-15-13 W4. This development approval is subject to the conditions outlined below. DP 2025035 is Approved for the following reasons: 1. The Development Authority is satisfied that the proposed development is suitable for the purpose for which it is intended under the Hamlet Residential District (Schedule 2) Section 3, General Regulations and Section 4, Specific Uses and Activities as specified in the County of Newell Land Use Bylaw 2016-21. 2. The proposed development complies with the Municipal Development Plan. 3. Adjacent landowners and referral agencies have been notified and had the opportunity to comment. Page 3 of 5 Municipal Planning Commission May 22, 2025 Conditions of Approval: 1. This approval is effective as of June 11, 2025 (21-day appeal period). 2. The development complies with provisions pertaining to the Hamlet Residential District and all relevant schedules, as outlined in the County of Newell Land Use Bylaw #2016-21. 3. The business must operate inside the garage; no outdoor storage is permitted. 4. That the business operates between 8 am and 4 pm, Monday to Friday. 5. That the proposed development complies with all Federal, Provincial and Municipal statutes, regulations, codes and standards. 6. Any additional development or intensification shall require prior approval of a separate permit application. MOTION CARRIED 7. OTHER BUSINESS There was no other business to discuss at this meeting. 8. POST AGENDA ITEMS There were no post agenda items to discuss at this meeting. 9.
