Home My WebLink About1965-01-04 Council (Organizational) Minutes~: ~~~ ~`! ~~ County of Newell No. 4 "Statutory Meeting January 4th, 1965 The Statutory Meeting of the County of Newell No. 4 was held in the County Office in Brooks, Alberta at 10:00 a.m. on Monday January 4th 1965 in accordance with the requirements of the Municipal District Act. Members present, Councillors Geo. Larsen A. Chrumka A. Eccles F. Mandeville Jas. Hajash R. Armstrong R. Eastman D. Grosfield G. Douglass Secretary- '.treasurer H. Scammell All Councillors were sworn, and signed the Oath of Uffice. Nominations For Reeve Hajash by Grosfield Eastman by Armstrong Cease by Grosfield Carried As a result of a ballot, Councillor Hajash was appointed as Reeve of the County for 1965. Nominations For Deputy Reeve Chrumka by Grosfield ~.. Cease by Armstrong. - Carried Councillor Chrumka appointed by acclamation Municipal Committee Moved by Councillor Mandeville, that the Municipal Committee consist of all members of the whole council. Carried Moved by Councillor Chrumka, that R. Armstrong be appointed as Chairman, of the Municipal Committeel. Carried. School Committee Moved by Councillor Mandeville, that the School Committee consist of all members of the whole Council. Carried. Moved by Councillor Mandeville, that R. Eastman be appointed Chair- man of the School Committee. Carried. Hospital Committee Brooks, Mandeville by Chrumka Eccles by Eastman. Cease by Grosfield Carried. Mandeville be appointed Chair- man of the Agricultural Service Board. Medicine Hat Health Unit Moved by Councillor Eccles, that A. Chrumka he appointed to the Medicine Hat Health Unit. Carried. Civil Defence (E.M,O.) Moved by Councillor Eastman, that D. Grosfield be appointed Civil Defence director for the County. 'Carried. Town & Village Members to School Committee Moved by Councillor Larsen, that the following representatives from Towns and Villages be appointed to the School Committee C.L. Norton, Rosemary O.H. Lake Duchess E.E. Tatem Tilley. Carried. Farm Members to Agricultural Service Board. "~ Moved by Councillor Mandeville, that the follo~ring be appointed as Farm Members on the Agricultural Service Board. Milt Ryan Gem Art Arrison Bassano. Carried. Moved by Councillor Eastman, that the meeting days for the County Council, and the various committees remain the same as in 1964, namely in the first full week of each month, School Committee Monday ) of the First Full Week of Municipal Committee Tuesday) County Council Friday ) each month. Carried. Farm Purchase committee. Moved by 'Councillor Eastman, that G. Larsen be appointed to the Farm Purchase Committee. :Carried. Moved by Councillor Armstrong, that the signing authorities for the County remain the same as in 1964, namely, the Reeve or Deputy Reeve, together with either the Secretary-Treasurer or the Assist- ant Secretary-Treasurer. Carried. WILL30N STA710NErT/ FORM 119-P Moved by Councillor Douglass, that the resolution to approve the renumeration for Reeve and Councillors and members of the School Committee and the members of the Court of Revision, for the year 1965, copy of which is attached to and forms part of the minutes of this meeting be passed. ~" "~1 -3- Moved by Councillor Eastman, that the Firmnof Bevan and Hutch, Brooks, be appointed as Auditors for the County for the year 1965. Carried. The Bonds of the Secretary-Treasurer, Assistant Secretary-Treasurer, and Accountant were presented and approved by all of the members of the Council. Moved by ~7ouncillor Hajash, that the Bonds of the Secretary- Treasurer, Assistant Secretary-Treasurer and the Accountant be accepted. Carried Nominations for Court of Revision The following were nominated to comprise the Court of Revision. Larsen by Eccles, Armstrong by Mandeville Mandeville by Douglass Chrumka by Hajash Douglas"s by Eastman. Cease by Eastman. There being only the required number nominated all were unanimously appointed to the Court of Revision. Moved by Councillor Eastman, that Bylaw #267 to authorize the ~, borrowing of $300,000.00 be given 1st, 2nd, and 3rd readings and finally passed. Unaimirriously Carried Moved by Councillor Mandeville, that H. Scammell be appointed as Public Welfare Officer for the County. Carried Newell Foundation (Senior Citizens) The following were nominated for the Newell Foundation: Grosfield by Hajash Eccles by Douglass Cease by Chrumka Carried It was unanimously agreed that both be appointed to the Newell Foundation with Councillor Grosfield as Official Member, and Council- lor Eccles as alternate. Nursing Home Committee The following were nominated as a Nursing Homes Committee. Eastman by Douglass Chrumka by Eccles Lassen by Armstrong. Cease by Grosfield. Carried Moved by Councillor Larsen, that R. Eastman be appointed as Chair- man of the Nursing Home Committee. Moved by Councillor Mandeville, that the Council resume its meeting for regular business at 1:00 p.m. Carried. • L[aa Moved by Councillor Mandeville, that Bylaw to provide for the purchase of a Snow Plow and Wing from Ferguson Supply for the sum of approximately X3500.00 be given 1st, 2nd, and 3rd readings and finally passed.
