H, Gabert, to build a $14,000.00 teacherage, and that Mr. Gabert be required to make a down payment of $2000.00 and he pay the balance by monthly installments of $125.00 per month, with interest to be charged at 5~ per annum calculated every 6 months, The payment of the Taxes to be the responsibility of Mr. Gabert• Carried, Agricultural Service Board Moved by Councillor Mandeville, that the report of the Agricultural Service Board be a ccepted. A• Shuttleworth as Councillor for Division 1, and Reeve of the County be accepted with regret, and a hearty vote of thanks be accorded him for his long and excellent service to the County for the past 17 years• Carried. The Estimates of Revenue and Expenditure for the County for the year 1964 were presented and discussed in detail. Moved by Councillor Armstrong, that Bylaw No. 261 to set the various mill rates for taxation purposes in the County for the year 1964 receive 1st, 2nd, and 3rd readings and finally passed. Unanimpusly Carried. Moved by Councillor Hajash, that Bylaw No• 262 to provide payment of $200;00 to the Brooks Rural Fire Protection Association ire given 1st,1.nd, and 3rd readings and finally passed. ALBERTA EDMONTON, ALBERTA April 17, 19b4. ~~~ /oy~, Dear Sir: In reply to your .letter of April 15th, 19b4 to which was attached two copies of your budget for the year 19b4, we wish to make the following comments: ~s ~a"fs The levy of eighteen mills against the assess- .z~o. .S ~_~. merit of $8,440,495.00 to provide the Supplementary Requisition from the County of Newell would not appear to provide revenue: of $15b,985.00. It would only provide $151,929.00. If this change was made on the back page, the total levy would amount to $722,200.00 instead of $727,25b.00. This $722,200.00 should'.th~n be inserted in the revenue statement in place of $732,b21.00 which would reduce the total revenue ~ $10,421.00. If the expenditure account is not reduced by t h~a a m oa:n t,. the budget really indicates a deficit of $10,11.21.00. As the net cash assets of the County, as at Decem- ber 31st, 19b3,amounted to $180,900.00, we cannot agree that the net cash surplus should be further depleted by a deficit of $I0,421.O0. It is also noted that the levy of one mill for the Health Unit produces $10,5b0.00. The requisition is $8,500.00 and the County is permitted to levy taxes to produce this amount plus ten per cent or a total of $9,350.00• This being the case, it would appear that you have over levied $1,210.00 in respect of the Health Unit in contravention of section 331(b}(b) of The Munici- pal District Act. Contrarq to popular opinion, we do not have the authority nor has any legislation been enacted which gives this Department the authority to approve budgets. We do, however, reserve the. right to make comments regarding budgets, Other than the above we have no comments to make regarding the budget, the original of which is being returned here- with. Approved by the Department of Municipal Affairs-1p82 Al1JN[CIPAL SUPPI.IHS LTD: HDMONTON AND CALGARY Estimates Form County (or) ' of NE'WE'LL No. 4 Year 1964 Estimates as required by Section 331 of The Municipal District Act, R.S.A., 1955 (Revised February, 1962) INSTRUCTIONS The Estimates herein are to be based on the principle- that Estimated Expenditures for the Current Year be met from Estimated Revenues of the Current Year only. This Estimate form is entirely for the purpose of establishing the various Mill Rates required for taxation to meet the current year's requirements. Please note that the terms Revenue and Expenditure are not synonymous with the terms Receipts and Payments. Unpaid Accounts from previous years are to be liquidated from collection of arrears of taxes and revenues other than for the current year. That is to say: liabilities already having been provided for in previous years budgets, should only be paid from previous years revenues. For example: bank loans outstanding should be met from revenues of previous years. Principal payments on loans should not be budgeted tor. It is assumed that the County or Municipal District will desire to establish a Reserve Fund; conse- quently, only that part of the SURPLUS Cash Funds should be included in the Revenue Estimates, which the Council feel should be used to reduce the tax levy after due consideration is given to the question as to whether or not the Surplus Cash Fund should be reduced. A resolution of the Gounty of Newell No. 4 to provide for the nomination and election of a Gouncillor for Division 1 of the Gounty to fill the vacancy caused by the resignation of Councillor Shuttleworth, Whereas, Councillor Shuttleworth tendered his resig.. nation as Councillor for Division 1 of the County, and as Reeve of the County, by letter presented to the County Council ~Ct its regular meeting of April 10th, 1964,. znd whereas under the provisions of the Municipal District Act, Chapter 21$ of the Revised Statutes of Alberta Sec. 100 (1) a Special nomination meeting is required to be held, a Returning Officer appointed and such other duties performed as laid down in the statute. Therefore, be it resolved, that Desmond N. James be appointed. as Returning Officer for the County, and that he conduct a nomination meeting to be held at Rolling Hills, Alberta between the hours of 2 and 4:00 p.m. on Saturday, May 2nd, 1964 for the purpose of r~c+esir~i~.~; nominations for Councillor to serve the unexpired term of Councillor Shuttleworth (resigned).
