The regular monthly meeting of the Council of the County
of Newell No -4 was held in the County Office at Brooks,
Alberta at 2:00 p.m. on Thursday, March 11th, 195+..

The minutes of the Special ivieeting of February 20, 1954 �
were read and adopted.
Moved by Councillor Ockey that the Secretary's statement
of Revenue and Expenditures for the month of February be
accepted.
Carried.
Moved by Councillor Shuttleworth, that a donation of
4450.00 be made to the Salvation Army.
Carried.
The Farm Electric Services, One Tree and Gem Rural Electri-
fication maps were received. X
Notice was received from Messrs. Mahoney & Starritt of
the Cross -Appeal with regard to the Standard Gravel and
Equipment Co.
Messrs. iviahoney & Starritt advised of the dismissal of
our claim with regard to the Haberlach infant.
A letter and account with regard to the H. Wilson personal
property account was noted and recommended for payment. �
Advice was receive6 with regard to the old. Pat Adams �
personal property account.
The Secretary reported on his actions in the matter o
Public Liability Insurance.1
The quotation by the Business Planning Associ=:.tes to com-
plete oir 1954 General Assessment was refused. y

Advice was received of the annexation of certain areas of
the County to the Town of. Brooks, under Public Utilities
Order 15271.
The agreement with R. WEster as tc the gas supply to the
Renfrew School was approved for signature.
Moved by Councillor Plumer, that the resolution pertaining
ito the inclusion of Unorganized Lands into School Districts
,attached to and forming part of the minutes of this
,meeting be passed. '
Carried Unanimously.
Correspondence and Bulletins with regard to Civil Defence
were turned over to Councillor Waraka.
Councillor Plumer reported on the Salary "egotiations
proceedings, and the Council concurred in the ;:school Com-
mittees action in not accepting the award of the Board of x
Arbitration.

Correspondence etc. was received from the Co -Terminous
Boundary Commission, and ordered filed.

Moved by Councillor Arrison that the County endeavour to
obtain the services of a fully qualified engineer to take
charge of the Road Building and School Building programs k
and the general maintenance�of roads and schools in the
County.

authorized to arrange the accommo6ation in the School
Division Office for the Health Unit and Assessment Staff. x
Carried.
Moved by Councillor Plumer that Bylaw 1'�o. 97, being a
Bylaw to authorize the Dorrowing of $75,000.00 by debentures
for the purpose of erecting a new school at Duchess,
Alberta be given lst, 2nd and 3rd readings and finally x
passed.

X am enclosing herewith, a resolution
recently passed by the Council, having regard to our
Unorganized Lands.
Considerable time has been spent, and a
t .lot of thought given to the subject, in cooperation
with Xr. Larson. As a result,. the analosed resolution
to presented as the minimums requirements to correct a
condition which discriminates against the majority of
our ratepayers,
The Council is of the opinion that
inaemuoh as a total i.ntlusion of all Unorganized :ands
to not -possible at this time, those included in the
resolution should be changed at this time with consider-
ation being given to the other lands at some future date.
My Council wish me to point out to you,
the urgency of the matter at this time, and respectfully
request your valu d assistance in having this done, in
order that it will be effective this year, and consider-
ation can be given in the setting of mill rates.

RESOLUTION
MARCH 2nd, 1954
WHEREAS, careful study by a special committee of
the Council of the County of Newell has revealed that
numerous discriminatory conditions are evident through-
out the County, due to the location of existing school
boundaries,
AND WHEREAS, by an adjustment of the boundaries
the major portion of the inequalities can be corrected,
AND WHEREAS, the special committee have reduced to
a minimum the lands that in their opinion form an integral
part of the school administration of this County,
NOW THEREFORE be it resolved that the following lands,
ppresently classed as Unorganized Lands be added to exist-
ing school districts as listed below; effective January
