Attention: Tenants of North Headgates Property in SW Quarter of Section 5, Twp 18, Rge. 14, W4M
RE: Proposed Plan to Proceed With Upgrade of the North Headgates Property
The intent of this letter is to update Tenants within the North Headgates property regarding developments
that have occurred with recent efforts to bring the Development into compliance with the County’s land
use planning and approval process.
The County and the owners of the North Headgates property (Redelback family), have reached agreement
on a number of matters that include the following. The County will take the lead role in the completion of
an Area Redevelopment Plan (ARP) for the site and then proceed with the design and construction of
upgraded utility services and an internal road system that meets emergency service access standards. A
formal plan of subdivision will also be registered. Costs that the County will incur for this project will be
recovered through a local improvement tax applied to the benefiting properties on an annual basis over a
25 year period.
A number of desirable outcomes will be achieved. They include: individual fee simple titles for each lot,
the installation of municipal water and sanitary sewer services that each residence will be connected to, an
internal road maintained year round by the County that is constructed within a municipally owned road
right of way, and last of all, most if not all development within the North Headgates site will be brought
into compliance with the County’s Land Use Bylaw, thus avoiding the need to enforce Stop Work Orders
that would have required the removal of unapproved development that has occurred on the site.
During the coming weeks, the County will be working closely with the landowners and informing Tenants
as steps are taken to proceed with the preliminary work involved. The County is committed to providing
periodic updates on progress made and when necessary, also meeting with the landowners and Tenants for
the purpose of reviewing and discussing details regarding proposed plans and the potential impact this
project may have on individual leased areas within the development.
As this project proceeds, significant disruptions will occur. Depending on the final layout of the
subdivision plan and placement of the internal road network, some of the currentTenant leased sites may
be impacted more than others. Efforts will be made to minimize the impact and work closely with those
affected during the planning and construction phases which will stretch out over a period of several
months. At this time, we are in the very early stages and specific details have yet to be finalized.

where additional information will be posted as it becomes available. We will also distribute the same
through social media platforms including Facebook and Twitter.
Tenant questions pertaining to this project should be directed to Ron Redelback as the Landowner
representative. Realizing that limited information is available at this early stage, Tenants are encouraged
to watch for future notices that will contain more details regarding this project.
A final point that should be clearly understood is that no development or improvements that requires
municipal approval in the form of a Development Permit, or a Building / Electrical / Plumbing / Gas or
Private Sewage Disposal System Permit, may be undertaken during this transition period. If unauthorized
work is brought to the County’s attention, action will be taken to halt the work and revert the site to its
previous state.
