As outlined in Section 666 of the MGA, a subdivision authority may require the
owner of a parcel of land to provide municipal reserve at the time of subdivision.
This policy will outline the procedures for the establishment of a cash -in -lieu
payment for Municipal Reserve dedication at the time of subdivision application.
If the Subdivision Authority determines that Municipal Reserve is required as part of
the subdivision approval process, the base value used in the Municipal Reserve
calculation for the subject parcel will be established in accordance with the
following:
1) $10,000.00 per acre within the IMDP boundary of Brooks and the Hamlet of
Lake Newell Resort;
2) $5,000 per acre within the fringe boundary of all the urban municipalities and
other hamlets in the County. This includes the following settlements:
Bassano, Rosemary, Duchess, Tilley, Patricia, Gem, Bow City, Rainier,
Scandia and Rolling Hills;
3) $2,500 per acre for irrigated land;
4) $1,500 per acre for dryland or pasture land;
If the applicant disagrees with the above values as the basis for calculating the
reserve owing, they will be given the option to submit a market value assessment
by an independent appraisal firm, at their own expense. The appraisal must be
submitted at the time of application and the application will not be deemed
complete until the appraisal is received in writing. This market value amount to be
paid by the applicant will then be considered by the Subdivision Authority when the
application is presented to the Subdivision Authority for review.
