Daniels Executive Secretary Administrator 1. Call Meeting to Order The Administrator called the meeting to order at 10:00 a.m. Excused from Meeting Moved by Councillor Barg that we excuse Councillor Fabian from this meeting. Carried. „-. 2. Nomination & Election of Reeve The Administrator opened the meeting for the nomination and election of Reeve for the County of Newell. Councillor Loewen nominated Councillor Rommens. Councillor Baxter nominated Councillor Douglass. Moved by Councillor Berg that nominations cease. Carried. Result of vote -Councillor Rommens was elected as Reeve. Bowen ,~ 3. Nomination & Election of Deputy Reeve ~, Nominations were opened for Deputy Reeve. Councillor Berg nominated Councillor Barg. \ Councillor Stobbs nominated Councillor Douglass. Moved by Councillor Loewen that nominations cease. Carried. Result of vote • Councillor Barg was elected as Deputy Reeve. 4. Oath of Office -Reeve & Deputy Reeve The Reeve & Deputy Reeve were given the Oath of Office by the Administrator. 5. Procedures of Voting & Appointing Committees Council discussed the procedures of voting and appointing Committees and it was moved by Councillor Loewen that the same procedure be used as the previous year, being that Committees are to be appointed on a voluntary basis. Carried. Moved by Councillor Daniels that the appointment of the Agricultural Service Board be moved to Item #31 on the Agenda. Motion Lost. 6. Municipal Committee Moved by Councillor Scheuerman that the full Council sit on the Municipal Committee. Carried. 7. Municipal Committee Chairman Moved by Councillor Daniels that we appoint Councillor Scheuerman as Municipal Committee Chairman. Carried. 8. Agricultural Service Board Moved by Councillor Baxter that the full Council sit on the Agricultural Service Board. Carried. 9. Brooks Health Centre Ward 5 -Moved by Councillor Loewen that we reappoint Councillor Fabian to represent Ward 5 of the Brooks Health Centre. Carried. Ward 6 -Moved by Councillor Loewen that we reappoint Councillor Rommens to represent Ward 6 of the Brooks Health Centre. Carried. Ward 7 -Moved by Councillor Loewen that we reappoint Councillor Scheuerman to represent Ward 7 of the Brooks Health Centre. Carried. ~--, 10. Bassano Hospital Moved by Councillor Douglass that we reappoint Mr. Floyd George and Mr. Bob Baxter to the Bassano Hospital Board. Carried. 11. Southeastern Alberta Health Unit Moved by Councillor Barg that we reappoint Councillor Daniels as our representative to the Southeastern Alberta Health Unit. Carried. 12. Senior Citizens' Home Moved by Councillor Douglass that we reappoint Councillor Baxter and Mr. Wally Wells as our representatives to the Senior Citizens' Hame Board. Carried. 13. Salary Neaotiating_Committee Moved by Councillor Loewen that we appoint Councillors Douglass, Scheuerman and Rommens to the Salary Negotiating Committee. Carried. 14. South East Alberta Regional Planning Commission Moved by Councillor Scheuerman that we appoint Councillor Barg as our representative to the South East Alberta Regional Planning Commission, with Councillor Loewen as alternate. Brooks Airport Commission Moved by Councillor Berg that we appoint Councillor Barg as our representative to the Brooks Airport Commission, with Don Maclntyre as. our member-at-large. Carried. 17. Disaster Services Director Moved by Councillor Berg that we appoint Councillor Scheuerman as our Disaster Services Director. Carried. 18. Disaster Services Committee Moved by Councillor Barg that we appoint Councillors Fabian and Daniels to the Disaster Services Committee. Carried. 19. Municipal Library Board Moved by Councillor Loewen that we appoint Councillor Douglass as our representative to the Municipal Library Board, with Councillor Berg as alternate. Carried. 20. Foothills Little Bow Association Director Moved by Councillor Berg that we appoint Councillor Daniels as our Director to the Foothills Little Bow Association, with Councillor Stobbs as alternate. Carried. 21. Municipal Budget Committee Moved by Councillor Daniels that the Reeve and Municipal Chairman serve on the Municipal Budget Committee. Carried. Moved by Councillor Daniels that we appoint Councillors Rommens, Scheuerman and Stobbs to the Municipal Budget Committee. Carried. ,,~..., 22. Municipal Planning Commission Moved by Councillor Douglass that we appoint Councillors Barg, Loewen and Scheuerman to the Municipal Planning Commission. Carried. Municipal Planning Commission -Representative-at-large Moved by Councillor Loewen that we appoint Liz Suday and Bob Bergen as representatives-at- large to the Municipal Planning Commission. Carried. Municipal Planning Commission •Secretarv Moved by Councillor Scheuerman that we appoint M. Bowen as Secretary to the Municipal Planning Commission. Carried. 23. Development Appeal Board Moved by Councillor Loewen that we appoint Councillors Douglass, Daniels and Berg to the Development Appeal Board. Carried. Development Appeal Board -Representative-at-large) Moved by Councillor Douglass that we appoint Ford Workes and Jake Doerksen as representatives-at-large to the Development Appeal Board. Carried. Development Appeal Board -Secretarv Moved by Councillor Douglass that we appoint M. Bowen as Secretary to the Development Appeal Board. Carried. 24. Ambulance Advisory Committee - Moved by Councillor Barg that we appoint Councillors Loewen and Berg to the Ambulance Advisory Committee. Carried. ~~2. `\ 25. Municipal Policy Handbook Committee Moved by Councillor Loewen that we disband the Municipal Policy Handbook Committee and have a Municipal Policy Review on the Agenda of the first Council Meeting each month. Carried. 26. County Tourism Committee Moved by Councillor Loewen that we appoint Councillor Berg to the County Tourism Committee. Carried. 27. Newell Regional Solid Waste Management Authority Moved 6y Councillor Douglass that we appoint Councillor Daniels to the Newell Regional Solid Waste Management Authority, with Councillor Fabian as the alternate. Carried. 28. Urban Fringe Committee Moved by Councillor Loewen that we appoint Councillors Rommens, Barg and Douglass to the Urban Fringe Committee. Carried. 29. Newell Mini-bus Committee Moved by Councillor Barg that we appoint Councillors Loewen, Stobbs and Berg to the Newell Mini-bus Committee. Carried. 30. Town of Brooks Environmental Advisory Committee Moved by Councillor Berg that we appoint Councillor Daniels as our representative to the Town of Brooks Environmental Advisory Committee. Carried. 31. Divisions 5 & 10 Recreation Committee Moved by Councillor Loewen that we appoint Councillor Rommens as our representative to the Divisions 5 & 10 Recreation Committee, with Reid Johnson as our representative-at•large. Banking Resolution Moved by Councillor Baxter that we approve the Banking Resolution whereas the Reeve, Deputy Reeve, Administrator and Assistant Administrator be given authority for the necessary signing of cheques for the various County bank accounts, and that the Administrator or Assistant Administrator have signing authority for the Payroll and Tax Reduction Accounts. Carried. 33. Bond The County Bond was presented to Council #or review. Moved by Councillor Douglass that we accept this Bond as presented. Carried. 34. Meeting Dates -Municipal & Council Moved by Councillor Loewen that the regular Council Meetings be held on Thursday of the first full week of each month and the second Thursday after that, with these meetings to begin at 10:00 a.m. Carried. Moved by Councillor Baxter that the regular Municipal Committee Meetings be held on Monday of the first full week of each month commencing at 10:00 a.m. Carried. 35. Per Diem Moved by Councillor Scheuerman that the per diem remain at $100.00 per day. Carried. "~ 36. Travel Rates Moved by Councillor Loewen that the travel rates remain at 27C per km., but that these be reviewed. Carried. 37. Subsistence Allowance Rates Moved by Councillor Douglass that the subsistence allowance rate remain at $30.00 per day. Carried. ~~~ ~~. 38.
