Cali Meeting to Order ~~ °~~~~~~~ ~ ~~ ~ The Administrator called the meeting to order at 10:00 a.m. r .... 2. Nomination & Election of Reeve The Administrator opened the meeting for the nomination and election of Reeve for the County of Newell. Councillor Stobbs nominated Councillor Douglass. Councillor Scheuerman nominated Councillor Daniels. Moved by Councillor Fabian that nominations cease. Carried. Result of vote • Councillor Douglass was elected as Reeve. Reeve Douglass took the chair. 3. Nomination & Election of Deputy Reeve Nominations were opened for Deputy Reeve. Councillor Berg nominated Councillor loewen. Councillor Stobbs nominated Councillor Fabian. Councillor Baksa nominated Councillor Harbinson. Moved by Councillor Daniels that nominations cease. Carried. Result of vote -Councillor Harbinson was elected as Deputy Reeve. 4. Oath of Office -Reeve & Deputy Reeve The Reeve & Deputy Reeve were given the Oath of Office by the Administrator, 5. Excused from Meeting Ali members were in attendance at this meeting. r .... ~~ 6. Procedures of Voting & Appointing Committees Council discussed the procedures of voting and appointing Committees and it was moved by Councillor Stobbs that the same procedure be used as the previous year, being that Committees are to be appointed either on a voluntary basis or by nomination. If there are mare individuals than required, an election will be held. Carried. 7. Destroying Ballots Moved by Councillor loewen that all ballots be destroyed. Carried. 8. Municipal Committee Moved by Councillor Fabian that the full Council sit on the Municipal Committee. Carried. 9. Municipal Committee Chairman Moved by Councillor Berg that we appoint Councillor Daniels as Municipal Committee Chairman. Carried. 10. Agricultural Service Board Moved by Councillor Daniels that 5 members sit on the Agricultural Service Board. Moved by Councillor loewen that we amend this motion to read: "plus 2members-at-large". Vote on the amendment -lost. Vote on the original motion • lost. Moved by Councillor Fabian that the full Council sift on the Agricultural Service Board. Carried. 11. Senior Citizens' Home Moved by Councillor Berg that we appoint Councillors Steinbach and Baksa as our representatives to the Senior Citizens' Home Board. Carried. 12. Salary Ne~ otiating Committee Moved by Councillor Baksa that we appoint Councillors Harbinson, loewen and Daniels to the Salary Negotiating Committee. Carried. ~` ..,. :,~ 13. Assessment Review Board Moved by Councillor Harbinson that we appoint Councillors Daniels, Stobbs, Berg, Scheuerman and loewen to the Assessment Review Board. Carried. 14. Airport Commission Moved by Councillor Baksa that we appoint Councillor Harbinson as our representative to the Brooks Airport Commission, with Paul Barg as our member-at-large {for the third year of a three- year terml. Carried. 15. Disaster Services Director Moved by Councillor loewen that we appoint Councillor Scheuerman as our Disaster Services Director. Carried. 16. Disaster Services Committee Moved by Councillor Daniels that we appoint Councillors Loewen and Fabian to the Disaster Services Committee and that the Special Constable be a part of this Committee. Carried. 17. Municipal library Board Moved by Councillor Daniels that we appoint Councillor Douglass as our representative to the Municipal library Board, with Councillor Berg as alternate. Carried. Moved by Councillor Berg that we appoint the following as members to the Municipal library Board: Rolling Hills -Maureen Powell, Tilley • Jeanette Burton, Aicoma -Joyce Aasen, Brooks - Cheryl Pierson, Bassano -Judy Geist, Rosemary -Annette Berg, Duchess • Bev Bonney, & Gem - Charlene walde, and that the Secretary•Treasurer be Betty Neufeld. Carried. 18. Foothills little Bow Association Director Moved by Councillor Baksa that we appoint Councillor loewen as our Director to the Foothills little Bow Association, with Councillor Stobbs as alternate. Carried. 19. Municipal Budget Committee Moved by Councillor Berg that we appoint Councillors Daniels, Baksa and Douglass to the Municipal Budget Committee. Carried. 20. Municipal Planning Commission Moved by Councillor Stobbs that we appoint Councillors Fabian, Baksa and Scheuerman to the Municipal Planning Commission, and that AI Zagorsky and Jake Doerksen remain as representatives•at-large (for the third year of a three•year term. Carried. Municipal Planning Commission • Secretary Moved by Councillor Fabian that we appoint A. Martens as Secretary to the Municipal Planning Commission. Carried. 21. Intermunicipal Planning Commission Moved by Councillor Daniels that the Chairman of the Municipal Planning Commission be the representative to the Intermunicipal Planning Commission. Carried. 22. Subdivision & Development Appeal Board Moved by Councillor Stobbs that we appoint Councillors Daniels and Berg to the Subdivision & Development Appeal Board, and that Bob Bergen, Jeanne Hoad, Pete Wallace and liz Buday remain as representatives•at•large (for the third year of a three-year #erm). Carried. Subdivision & Development Appeal Board -Secretary Moved by Councillor Daniels that we appoint M. Bowen as Secretary to the Subdivision & Development Appeal Board. Carried. 23. Brooks & District Ambulance Association Moved by Councillor Loewen that we appoint Councillors Harbinson and Steinbach to the Brooks & District Ambulance Association. Carried. 24. Newell Regional Solid Waste Management Authority { ~P ~.. ~ I Moved by Councillor Harbinson that we appoint Councillor Daniels to the Newell Regional Solid ~ Waste Mana ement Authorit with ill r h r n g y, Counc o Sc eue ma as the alternate. Carried. 25. Urban Fringe Committee Moved by Councillor Stobbs that we appoint Councillors Baksa, Douglass and Harbinson to the Urban Fringe Committee, with Councillor Loewen as the alternate. Carried. 26. Community Impact Study Committee Moved by Councillor Daniels that we appoint Councillor Harbinson as our representative to the Community Impact Study Committee. Carried. .... 27. Divisions 5 & 10 Recreation Committee Moved by Councillor Daniels that we appoint Councillors Baksa and Harbinson as our representatives to the Divisions 5 & 10 Recreation Committee. Carried. 28. Road Ban Committee Our Bylaw states that the Reeve, Municipal Committee Chairman and P.W. Supervisor will sit an the Road Ban Committee. Moved by Councillor Scheuerman that this Committee remain as per the Bylaw. Carried. 29. Municipal Development Plan Committee Moved by Councillor Baksa that the full Council sit on the Municipal Development Plan Committee. Carried. 30. Grievance Committee Maned by Councillor Berg that the Grievance Committee remain the same as previously, being the ~' Reeve or Deputy Reeve, Municipal Committee Chairman or designated Councillor, and the Administrator or Assistant Administrator. Carried. ~~~ .... 31. 911 Committee Moved by Councillor Stobbs that we appoint Councillor Baksa as our representative to the 911 Committee. Carried. 32. Policy Committee Moved by Councillor loewen that the full Council sit on the Policy Committee. Carried. 33. Banking Resolution Moved by Councillor Fabian that we approve the Banking Resolution whereas the Reeve, Deputy Reeve, Administrator and Assistant Administrator be given authority for the necessary signing of cheques for the various County bank accounts, and that the Administrator or Assistant Administrator have signing authority for the Payroll Account. Carried. 34. Bond The County Bond was presented to Council for review. Moved by Councillor Steinbach that we accept this Bond as presented. Carried. 35. Meeting Dates -Municipal, Council & M.P.C. Moved by Councillor Baksa that the regular Municipal Committee Meetings be held on Monday of the first full week of each month commencing at 10:00 a.m., the regular Council Meetings be held on Thursday of the first full week of each month and the second Thursday after that commencing at 10:00 a.m., and that the regular M.P.C. meetings be held the last Tuesday of each month commencing at 10:00 a.m. Carried. 36. Per Diem Moued by Councillor loewen that the per diem be set at $125.00 per day and $65.00 fora haif- day, plus that the Reeve be paid one day per month Reeue's Fees. Carried. 37. Trauel Rates Moued by Councillor Scheuerman that the travel rates remain at 31 ~Ikm. Carried. Moued by Councillor Daniels that we do not charge travelling time. Motion lost. ... .. Subsistence Allowance Rates Moved by Councillor Stobbs that the subsistence allowance rates remain at X30.00 per day. Carried. 39.
