POLICY PURPOSE
This policy ensures there are clear parameters for providing formal recognition
of donations made to Newell Regional Emergency Services by external parties.
1.0 General Definitions
In this policy:
1.1 Donation means: amounts valued at $100 or more provided in the
form of conditional or unconditional cash or cash equivalent, services
that are required for or deemed to be of benefit in the provision of
Emergency Services, or required consumable products or equipment
for use by Emergency Service Providers within the Newell Region.
1.2 Donor means: an individual or group of individuals who have united
themselves together for a specific purpose, a charitable non-profit
organization, a community service club, or a public or private
corporation.
1.3 Recognition means varying forms of formal acknowledgement
provided in response to a donation from a donor, where standard
payment is not issued for the item(s) that Emergency Services may
receive.
2.0 Donation Increment Levels
2.1 For the purpose of determining the level of recognition granted in
response to donations made to the Newell Regional Emergency
Services function, the following levels are established for
donations to the Newell Regional Emergency Services function.
Community Supporter – Donations valued between $100 to $999
Bronze Level – Donations valued between $1000 to $2499
Silver Level – Donations valued between $2500 - $4999
Gold Level – Donations valued between $5000 - $9999
Platinum Level Donations valued at or above $10,000

2.2 Donations may be in the form of cash or acceptable “in kind”
contributions for goods, services provided, or equipment.
2.3 Before recognition will be provided for non-cash donations,
Emergency Services staff at either the Local Fire Chief level or at
the Region level must verify that the non-cash donation is a
contribution that will be of benefit and use by Emergency Service
providers in the Region, and further that the item(s) in question
meets an acceptable quality standard.
2.4 All donors will be issued a tax-deductible donation receipt for the
agreed value of the donation by the County of Newell or by the
urban municipal partner which the donation may have been issued
directly to.
2.5 In addition to a formal tax-deductible receipt, donors of varying
amounts referenced in above will also be recognized as follows.
Bronze Level Donors will be recognized through a thank you notice
posted in a newspaper that is distributed throughout the County.
Silver Level Donors will be invited to participate in a cheque
presentation photo opportunity that will be published in the local
media.
Gold Level Donors – in addition to a cheque presentation photo
opportunity, a formal plaque recognizing the donation will also be
issued which can be publicly displayed by the donor at their
operating base.
Platinum Level Donors – In addition to the incremental recognition
provided at each level above, an invitation will also be extended
for the Donor to attend a Council Meeting where they would be
formally recognized and awarded an appropriate Newell
Merchandise gift.
