IN THE PROVINCE OF ALBERTA
BYLAW NO. 2010-21
A By-law of the County of Newell, in the Province of Alberta, for the establishment of Recreation
Areas.
Under authority of the Municipal Government Act, this Bylaw authorizes the Council of the County
of Newell to:
1. Establish Recreation Areas as outlined within the attached "Schedule A", throughout the
County of Newell, which said areas center around County communities.
2. To determine the amounts and the manner in which funds for recreation purposes that
may be distributed to these Recreation Areas, will be generated from County controlled
sources.
3. Retain responsibility for establishing requirements that may pertain to administrative,
governance, or accountability measures and processes that relate to these Recreation
Areas.
4. Delegate responsibility for the oversight of matters pertaining to specific Recreation Areas
surrounding an urban municipality, to a joint committee where such a committee has been
established through a joint recreation service agreement with a partnering urban
municipality.
5. For Recreation Areas that are exclusively under the County's jurisdiction, Council hereby
retains the authority to establish Recreation Boards through the Council resolution
process. Once established, Recreation Boards may be delegated responsibility for the
distribution of recreation funding allocated annually for individual recreation areas, and
any other recreation matter that Council chooses to delegate to a given Board.
The following Bylaws are hereby rescinded. Bylaw 940-87, Bylaw 941-87, Bylaw 942-87, Bylaw
943-87, Bylaw 946-87, Bylaw 947-87, Bylaw 1239-98, Bylaw 1394-02, Bylaw 1691-10.
This Bylaw shall come into force upon the date of passing of third and final reading thereof.
