HomeMy WebLinkAbout2021-11-18 Municipal Planning Commission (Regular) MinutesCounty of Newell Meeting Minutes Municipal Planning Commission November 18, 2021 -10:00 AM The regular Municipal Planning Commission Meeting of the County of Newell was held in the County Office at Brooks, AB and livestreamed to the public via Lifesize on Thursday, November 18, 2021 commencing at 10:00 a.m. A notice was posted at the front entrance advising the public of the meeting. There were no members of the public physically in attendance. MEMBERS PRESENT: A. Doerksen, Reeve K. Christman, Councillor, M.P.C. Chair H. Johnson, Councillor, M.P.C. Vice Chair D. Elliott, Administrative Assistant - Planning S. Yokoyama, Moderator OTHERS IN S. Stanway, Brooks Bulletin ATTENDANCE: 1. CALL TO ORDER The Chairman called the meeting to order at 10:00 a.m. 2. EXCUSED FROM MEETING All members were present. 3. MINUTES 3.1 Minutes - Municipal Planning Commission (November 4, 2021) P-100121 MOVED BY COUNCILLOR ELLEN UNRUH that the minutes of the November 4, 2021 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED Municipal Planning Commission November 18, 2021 4. CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. 5. ADOPTION OF AGENDA P-101121 MOVED BY COUNCILLOR GREG SKRIVER that the agenda be adopted as presented. MOTION CARRIED 6. SUBDIVISIONS 6.1 2021-0-013 - Lot A, Block 1, Plan 2123 FB, Hamlet of Rolling Hills, To subdivide a 0.261 ha (0.64 ac) parcel from the Lot A, Block 1, Plan 2123 FB to create on new parcel for the Public Service use. The Supervisor of Planning & Development provided background information on the proposed subdivision application. MPC asked if both the Eastern irrigation District (EID) and the County of Newell (County) owned the parcel. The Supervisor indicated that the EID owns the property, and the County is the subdivision applicant. MPC mentioned that the proposed boundary appears to run through the shed. The Supervisor of Planning & Development clarified that the shed will be removed. MPC inquired on the history of the property and if the EID had originally built the shop as a fire hall. The Director of Corporate Services explained that the EID had the building as a shop then leased the shop to the County for use as a fire hall. The Director of Corporate Services indicated that the EID is selling the shop to the County. P-102121 MOVED BY COUNCILLOR NEIL JOHNSON THAT the subdivision to create one new parcel being 0.261 ha. (0.64 acre) in size from the Lot A, Block 1, Plan 2123 FB for public service use BE APPROVED subject to the following: RESERVE: The proposed subdivision complies with Section 663(c) of the Municipal Government Act, therefore Municipal Reserve is not required. CONDITIONS: 1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding property taxes shall be paid to the County of Newell. 2. That, pursuant to Section 655(1)b of the Municipal Government Act, the applicant or owner or both enter into a Development Agreement with the County of Newell which shall be registered concurrently with the final plan against the title(s) being created. That an access easement for legal access through the proposed subdivided parcel shall be provided for Lot A, Block 1, Plan 2123 FB before final approval of the subdivision. A copy of the signed easement is required by the Subdivision Authority. MOTION CARRIED 7. POST AGENDA ITEMS There were no post agenda items. 8. IN CAMERA There were no in camera items. 9.
