MUNICIPAL PLANNING COMMISSION MEETING
April 7, 2022
The regular Municipal Planning Commission Meeting of the County of Newell was held in the
County Office at Brooks, AB and livestreamed to the public via Lifesize on Thursday, April 7,
2022 commencing at 10:00 a.m.
A notice was posted at the front entrance advising the public of the meeting. There were no
members of the public physically in attendance.

3.1 Minutes - Municipal Planning Commission (March 24, 2022)

Municipal Planning Commission meeting be adopted as presented.

5. ADOPTION OF AGENDA
P-14122 MOVED BY COUNCILLOR GREG SKRIVER that the agenda be adopted as presented.

6. DEVELOPMENT REPORT
The Development Clerk was available to respond to questions.
MPC asked for clarification on the accessory building. The Development Clerk explained
that the accessory building is the old fire hall and is being kept for storage purposes.
This item was accepted as information.
7. SUBDIVISIONS
7.1 2022-0-001 - Block B, Plan 8451 GJ, NE 26-17-14-W4, To subdivide a 1.985
ha. (4.91 acre) parcel from Parcel B, Plan 8451 GJ (CoT 961 061 177 +1) to be
consolidated with the remainder of the NE 26-17-14-W4 (CoT 961 061 637 +2)
The Supervisor of Planning & Development provided background information on
the proposed subdivision application.
The Supervisor of Planning & Development indicated that the Intermunicipal
Development Plan (IDP) Town of Bassano did not apply to this subdivision and
would be removed.
P-15122 MOVED BY COUNCILLOR NEIL JOHNSON That the subdivision to consolidate a 1.985
ha. (4.91 acre) parcel from Parcel B, Plan 8451 GJ (CoT 961 061 177 +1) with the
remainder of the NE 26-17-14-W4 (CoT 961 061 637 +2) BE APPROVED subject to the
following:
Conditions:
1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding
property taxes shall be paid to the County of Newell.
2. That, pursuant to Section 655(1)b of the Municipal Government Act, the applicant or
owner or both enter into a Development Agreement with the County of Newell which
shall be registered concurrently with the final plan against the title(s) being created.
3. That the 1.985 ha. (4.91 acre) parcel from Parcel B, Plan 8451 GJ (CoT 961 061 177
+1) be consolidated with the NE 26-17-14-W4 (CoT 961 061 637 +2) in a manner
such that the resulting Certificate of Title could not be subdivided without the
approval of the Subdivision Authority.
Reserve:
Municipal Reserve could be applicable as per MGA 661(b). As this is a boundary line
adjustment, no new lots are being created, and the consolidated parcel is entirely within
the same quarter section of land it is recommended that Municipal Reserve not be taken
at this time.

7.2 2022-0-002 - E 112 36-2015-W4, To subdivide a 0.809 ha. (2.0 acre) parcel from
a parcel in the E'/ 36-20-15-W4 (CoT 221 028 606) for residential use
The Supervisor of Planning & Development provided background information on
the proposed subdivision application.
The Supervisor of Planning & Development clarified a question from MPC and
explained that the area in red on the map indicates the existing easement
agreement right-of-way for water access to the existing subdivision. The
Supervisor of Planning & Development added that the applicant will be required
to have an agreement in place if they wish to access the dugout.
P-16/22 MOVED BY COUNCILLOR GREG SKRIVER That the Country Residential subdivision
to subdivide a 0.809 ha. (2.0 acre) in size parcel from a portion of the E'/2 36-20-15-W4
(CoT 221 028 606), BE APPROVED subject to the following conditions:
Conditions:
1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding
property taxes shall be paid to the County of Newell.
2. That the applicant meets all the requirements of the Eastern Irrigation District in
respect to the conveyance of water and any required easements deemed necessary
by the Eastern Irrigation District.
3. That the applicant supplies copies of any utility right of way plans, easements, and/or
agreements which are to be registered as a requirement for any affected utilities to
the County prior to the subdivision's registration with Alberta Land Titles.
4. That, pursuant to Section 655(1)b of the Municipal Government Act, the applicant or
owner or both enter into a Development Agreement with the County of Newell which
shall be registered concurrently with the final plan against the title(s) being created.
Reserve:
Municipal reserve is not applicable as the municipal reserve requirement was satisfied at
the time of the 1997 subdivision (97 NL 010)

The Supervisor of Planning & Development was available to respond to
questions from the Municipal Planning Commission.

The Supervisor of Planning & Development explained that the application was for
the expansion to allow for a robotic milking system and there would no increase
in the number of animals in the operation.
