HomeMy WebLinkAbout2022-10-20 Municipal Planning Commission (Regular) MinutesCOUNTY OF NEWELL MUNICIPAL PLANNING COMMISSION MEETING October 20, 2022 The regular Municipal Planning Commission Meeting of the County of Newell was held in the County Office at Brooks, AB and livestreamed to the public via Lifesize on Thursday, October 20, 2022 commencing at 10:00 a.m. A notice was posted at the front entrance advising the public of the meeting. CALL TO ORDER The Chief Administrative Officer called the meeting to order at 10:00 a.m. 2. ELECTION OF MPC CHAIR AND VICE CHAIR The Chief Administrative Officer called for nominations for the M. P. C. Chair. Reeve A. Doerksen nominated Councillor K. Christman. The Chief Administrative Officer called a second and third time for nominations for M. P. C. Chair. No further nominations were received. The Chief Administrative Officer declared Councillor Kelly Christman M. P. C. Chair. Municipal Planning Commission October 20, 2022 Councillor K. Christman assumed the chair and called for nominafions for M.P.C. Vice Chair. Councillor E. Unruh nominated Councillor H. Johnson. K. Christman called a second and third time for nominations for M.P.C. Vice Chair. No further nominations were received. K. Christman declared Councillor H. Johnson M.P.C. Vice Chair. 3. EXCUSED FROM MEETING All members were present. 4. MINUTES 4.1 Minutes - Municipal Planning Commission (October 6, 2022) P-59/22 MOVED BY COUNCILLOR LYNETTE KOPP that the minutes of the October 6, 2022 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED 5. CALL FOR POST AGENDA ITEMS Councillor H. Johnson requested that advertising be added. 6. ADOPTION OF AGENDA P-60/22 MOVED BY COUNCILLOR ADENA SKANDERUP that the agenda be adopted as amended. MOTION CARRIED 7. SUBDIVISIONS 7.1 2022-0-006 - SE 06-20-14-W4, To subdivide an approximate 1.66 hectare (4.1 acre) parcel from the 61.79 hectare (152.68 acre) parcel located in the SE 06-20- 14-W4 for residential purposes. The Supervisor of Planning & Development provided background information on the proposed subdivision application. MPC asked if the applicant was aware and agreed to the conditions set out by the Eastern Irrigation District (EID) letter. The Supervisor of Planning & Development responded that fhose are the EID's standard requirements, and it is recommended that the applicant meet with the EID to discuss any requirements that they may have as soon an application is made. MPC inquired on how the department determines the land value for the Municipal Reserve payment. The Supervisor of Planning & Development indicated there is Page 2 of 4 Municipal Planning Commission October 20, 2022 a policy that is referenced . There was a discussion regarding future subdivisions from the remaining corners of the section. The Supervisor of Planning & Development indicated that further subdivisions would require a Land Use Amendment which requires approval from Council as well as MPC would need to approve future subdivisions. The Supervisor of Planning & Development responded to a question from MPC explaining that one dwelling is a permitted use when it is the first dwelling on an agriculture parcel, and since the subdivision was applied for after, a development permit is not required for the dwelling. P-61/22 MOVED BY COUNCILLOR DAN SHORT That the MPC approve the subdivision to create one new parcel approximately 1.66 hectare (4.1 acre) parcel from the 61.79 hectare (152.68 acre) parcel located in the SE 06-20-14-W4 for residential purposes with the following conditions: RESERVE: Municipal Reserve be taken as cash in lieu on the t 1.66 hectare (4.1 acre) proposed parcel for a sum of approximately $1640.00 (10% of $4000/acre x 4.1 acres). CONDITIONS: 1. The proposed subdivision is consistent with the South Saskatchewan Regional Plan and complies with the County of Newell Municipal Development Plan, and the Land Use Bylaw. 2. The Subdivision Authority is satisfied that the proposed subdivision is suitable for the purpose for which the subdivision is intended pursuant to Section 7 of the Subdivision and Development Regulations. MOTION CARRIED 8. POST AGENDA ITEMS 8.1 Circulation advertising MPC requested that the electoral division be added to circulations. 9. IN CAMERA There were no in camera items. 10. QUESTION PERIOD 11.
