TITLE: OPEN GENERATIVE ARTIFICIAL INTELLIGENCE (AI) USE

POLICY STATEMENT: The County will effectively and ethically leverage Open Generative
Artificial Intelligence (GenAI) technology, prioritizing the protection of privacy rights and data in its
application while ensuring that its use aligns with all applicable standards and legal frameworks,
particularly the Freedom of Information and Protection of Privacy Act (FOIPP) of Alberta.
POLICY PURPOSE: This policy provides direction on the appropriate use of GenAI technology
for enhancing operational efficacy and service delivery while safeguarding privacy and adhering
to established regulatory norms concerning data management and utilization.

DEFINITIONS:
Open Generative AI Technology: A suite of publicly available artificial intelligence (AI) tools
designed to perform tasks such as data analysis, text and image generation, and automated
customer service, such as ChatGPT.
Publicly Available Information: Data that is accessible to the public which is not subjected to
restrictions regarding its distribution and use.
FOIPP: The Freedom of Information and Protection of Privacy Act of Alberta, governing the
access to public records and protection of personal information held by public bodies.
POLICY GUIDELINES:
1. Allowable Use Cases include:
a. Data Analysis: Employing GenAI to analyze and interpret data that is openly
accessible and free from privacy constraints.
b. Text and Image Creation: Leveraging GenAI to automate and optimize the generation
of documents and communications.
c. Customer Service: Utilizing GenAI-driven chatbots or virtual assistants to facilitate
public inquiries using non-sensitive, publicly accessible information.
d. Research and Planning.
e. Language translation.

2. Transparency and Accountability
Implement mechanisms to maintain and demonstrate transparency and accountability in the
deployment of AI technologies.
3. Data Security and Integrity
Deploy data protection frameworks and ensure the accuracy and reliability of information
processed and produced by the AI.
4. Public Engagement and Awareness
Engage the public through various channels, and disclose information regarding AI utilization,
ensuring its alignment with community expectations and norms.
5. Continuous Learning and Adaptation
Periodically review and revise policy to accommodate technological evolution, regulatory
amendments, and changing public needs and expectations.
ROLES & RESPONSIBILITIES:
Employees that use Open Generative AI technology will:
1. Receive training on its appropriate and ethical use.
2. Always maintain oversight by reviewing, and approving, the content created with the
assistance of Open Generative AI.
3. Ensure the use of Open Generative AI technology applications are compliant with the
FOIPP Act, maintaining strict privacy protection and information accessibility.
