Minutes Minutes of the December 7, 1973 Meeting as amended were read and adopted. 2. Business from Minutes - Pheasant Population Letter from the Department of Highways & Transport re: Pheasant Signs on No. 1 Highway, was read and ordered filed. ,3. Line Extension - Calgary Power Letter from Calgary Power Ltd. re: line extension in SW 5-18-14-4, was read. Moved by Councillor Fabian that we refuse this request as this area is not yet developed and no formal development application has been received by the County. Carried. ,,`~ ~ 4. Cal ar Power - Line Extension in 18-15-4 .~~ g y ' Letter from Calgary Power Ltd. re: line extension in Sec. 18-18-15-4, ,, was read. Moved by Councillor Hajash that we approve this application subject to all other regulations being met and County By-law. Carried 5. Provincial Planning Board - J. Endersby Letter from Provincial Planning Board regarding appeal of subdivision by J. Endersby, of Duchess, was read and ordered filed. 6. Provincial Planning Board - T.R. Baxter Letter from the Provincial Planning Board re: appeal of subdivision by T.R. Baxter was read and ordered filed. 7. Department of Highways & Transport - Speed Limit County Roads Letter from the Department of Highways & Transport concerning the increase of speeds on certain County Roads, was read. Moved by Councillor Musgrove that we increase the speed limit to 60 m.p.h. day and 50 m.p.h, at night on the following roads: Secondary Road 544 from the intersection of the John Ware Trail, Highway 8'73 east to Princess, and the Rosemary district road from the intersection of No. 1 Highway north to intersection of No. 550. Carried. Page 1 Moved by Councillor Tautfest that By-law 506 to increase speed limi~ on the Patricia-Princess Road and the Rosemary Road, receive first reading. Carried Unanimously. Moved by Councillor Andrews that By-law 506 receive second reading. Carried Unanimously. Moved by Councillor Janzen that By-law 506 receive consent of Counci~ for third and final reading. Carried Unanimously. Moved by Councillor Vogel that By-law 506 receive third and final reading. Carried Unanimously. 8. Insurance Letter from Jubilee Insurance Agencies Ltd. setting out their proposed Insurance Coverage Program, was read. The Secretary was instructed to write Jubilee Insurance Agencies and point out to them that it is Council's opinion that it is Jubilee's job to keep insurance competitive and not try to operate a monopoly on all Insurance. 9. Insurance Letter from Jubilee Insurance Agencies Ltd, re: Councillor Insurance and Coverage, was read and ordered filed. 10. A.A.M.D. & Counties - Co-op Trade Meetings Letter from the Alberta Association of Municipal Districts & Counties regarding the proposed Co-op Trade Meetings for 1974, was read. ~, Moved by Councillor Janzen that no Co-op Trade Meeting be held at ~~. the County this year. Carried. ~. `~ 11. Spring Meeting - A .A .M .D . ,;R Letter from the Alberta Association of Municipal Districts & Counties re: 197q. Spring Meeting, was read. Moved by Councillor Fabian that the Reeve, Municipal Chairman and Administrator attend this Spring Meeting. Carried. 12. School Bus Accident - Insurance Claim Letter from Kernaghan Adjusters offering X4.500.00 as pay-out on a 1970 bus, Ford q.2 passenger, was read. Moved by Councillor Tautfest that we recommend to the Insurance Co. that a settlement be made at x$000.00. Carried. 13. Lunch Adjourn for lunch 12:30 - 2:00 p.m. 14. - Donations Letter from the Muscular Dystrophy Association of Canada requesting donation for 1974. was read. Moved by Councillor Tautfest that we donate X100.00 to the Muscular Dystrophy Association of Canada. Carried. Page 2 Moved by Councillor Tautfest that By-law 507 donating X100.00 to the Muscular Dystrophy Association of Canada receive first reading. Carried Unanimously. Moved by Councillor Bartlett that By-law 507 receive second reading. Carried Unanimously. Moved by Councillor Andrews that consent of Council be given for third and final reading, of By-law 507. Carried Unanimously. Moved by Councillor Vogel that By-1a;a 507 receive third and final reading. Carried Unanimously. 15. Annual Meeting of Electors Letter from the County of MountainView and questionnaire as to Annual Meetings, was read. Moved by Councillor Tautfest that the County hold an Annual Meeting for 1874. Carried. 16. Project - History of the E.I.D. Letter from Mr. S. Turner of Brooks who is working with the Alberta Educational Communications Corporation in filming the History of the E.T.D. and a request for support in principle from the County, was read. The Secretary was instructed to obtain costs from Mr. Turner before .this matter is considered. 17. Foothills Little Bow Association Letter was received from the President of the Foothills Little Bow Association and a questionnaire on the Association's Proposed ~ Amendments to By-laws. This questionnaire was answered by Council k,'~, and was to be returned to Mr. Christofferson. ~. 18. ~ Bridges 1 Letter from PanCanadian Petroleums Ltd. re: Bridge in Sec. 25 & 26 Twp. 18-16-4, was read. The Secretary was instructed to obtain more information on their request and what use they plan to make of this Bridge. 19. Cheques for Payment Moved by Councillor Tautfest that cheques 7630 to 8115 as per attached list, be approved for payment. Carried. 20. Forage Management A discussion took by the Department a letter of repri~ Forage Management Carried. 21. Committee Reports 22. School Committee: Program - Department of Agriculture place on the Forage Management Program as set out of Agriculture. Moved by Councillor Bartlett that nand be sent to the Minister of Agriculture re; the Program and other such ill-advised programs. Moved by Councillor Bartlett that we accept this report. Carried. Carlson met with Council to discuss the purchase of 10017 yds. of gravel off-the-belt at Steveville Pit. Moved by Councillor Hajash that we sell Mr. Carlson 1000 yds. of gravel off-the-belt at Steveville Pit at X2.00 per yard plus checker. Motion Lost. 29. Moved by Councillor Musgrove that we approve the sale of gravel off-the-belt from the Steveville Pit to the Dinosaur Park at Government rates. Carried. 30. Carried. . . 40. Hamlet Water Supplies Moved by Councillor Andrews that we apply to the Government for Capital Grant Assistance uxulet' Part 3 for the Rainier & Patricia Water Supply Systems. Carried. . . 41. Excused from Meeting Councillor Andrews requested that he be excused from the meeting at 7:1$ p.m. Permission granted. . . 42. New Shop Addition Discussion took place on the new shop addition as to the building and financing. Moved by Councillor Janzen that we proceed with the investigation of the financing of this new building by debenture, loan or current revenue. Carried. 43. Busi The Secretary presented the proposed regulations to be used by Bus Drivers incase of accident or other mishap. It was ggreed that this be distributed to all County Bus Drivers. A review was made of the Department of Education pupil transportation study. The Councils answer® and recommendations to this study were to be forwarded to the Alberta School Trustees Association, as requested in their letter of December 11, 1973. 44. Medicine Hat Planning Commission Application 74 M 2 for Hans Rasmusson subdivision in NW 12-19-14-4 was read. Moved by Councillor Hajash that we approve this application subject to the 17t road widening, cash in-lieu-of Public Reserve and that a Country Residence Caveat be placed on this parcel.
