The regular monthly meeting of the Council of the County of Newell No. 4 was held in the County Office in Brooks, Alberta at 10:00 a.m. on Friday May 7th, 1965. Members Present Reeve Councillors Sec .-Treas . Jas. Hajash G. Larsen A. Chrumka A. Eccles F. Mandeville R. Armstrong R. Eastman D. Grosfield H. Scammell The minutes of the previous meeting of April 9th, 1965 were read and adopted. Moved by Councillor Larsen, that his motion on page 3 of the minutes of April 9th relating to the purchase of 2 School Busses, be changed to read Bluebird Bodies instead of Wayne Bodies. 4 Carried. ``~'_ Moved by Councillor Chrumka that his motion on page 3 of the minutes ,. of April 9th relating to the purchase of 2 School Busses, be changed to read Bluebird Bodies instead of Wayne Bodies. Carried. Moved by Councillor Armstrong that the Secretary~s report of Receipts ' and Payments for the month of April be accepted. Carried. Application was received from Mr. V. H. Lawrence, for the position of Permanent assessor for the County. Moved by Councillor Hajash, that V. H. Lawrence be appointed as assessor for the County permanently at a salary of $2400.00 per year and 10¢ per mile car allowance. Carried. Moved by Councillor Mandeville, that Bylaw #282 to donate $50.00 to Canadian Arthritis and Rheumatism Society be given 1st, 2nd, and 3rd readings and finally passed. Carried Unanimously A letter from Wm. B. Gill, with regard to a resolution required in the Gravel Truck Court case of Carlson and Cyr was read and discussed. Moved by Councillor Armstrong, that the resolution with regard to the Carlson-Cyr action, copy of which is attached to and forms part of the minutes of this meeting be passed. Carried. FORM 149-P SPECIAL MUNICIPAL SUPPLIES LTO. ir;~ .: ! > -2- A letter from Alberta Government Telephones, requesting permission to bury a telephone cable in the road allowance from Duchess to Rosemary was read and discussed. Moved by Councillor Eastman that the buried Telephone Cable Duchess to Rosemary be approved providing Clause I of page 3 of the memorandum be excluded. Carried Notice was received from the Department of Highways of the authorization of the Hardsurfacing Grant $75000 and the Natural Resources Grant$7500.00 Notice was received from the Village of Tilley to rescind their previous offer to participate in the cost of the Automatic Crossing Signals at the C.P.R. Crossing. Moved by Councillor Grosfield, that the application of Jas. A. Green, to subdivide N2 & SW 17 and SW 20-20-14-4 be approved, providing all of the boundaries are registered legal boundaries in accordance with the Land Titles Act. ` Carried. ., ,~,;x Moved by Councillor Eastman, that Bylaw No. 283 to authorize the sale of NE 5-18-14-4, 143.32 acres, to the Department of Public Works, Province of Alberta for the sum of $2150,, being $15.00 per acre, under the provisions of the Tax Recovery Act, be given 1st, 2nd, and 3rd readings and finally passed. Carried Unanimously, Notice was received of the acceptance for grants of the Recreational Projects at Rainier, Scandia, Patricia, Bow City, and Gem. Application was received from British American Oil Co. for permission to carry out changes to their Service Station and Restaurant located on the Trans Canada Highway Moved by Councillor Hajash, that the application of the British Ameri- can Oil Co. to make certain changes in their installation on the Trans- Canada Highway north of Brooks be approved, subject to all Provincial Regulations, and the Town of Brooks. Carried. Adjourned for Lunch 1:00 to 2:30 p.m. Reports of Committees Municipal Committee: Moved by Councillor Armstrong, that the report of the Municipal Committee be accepted. Carried. Moved by Councillor Armstrong, that the suggestions contained in the Bridge Branch letter of March 15th, be approved. Carried. FORM 149-P SPECIAL MUNICIPAL SUPPLIES LTD. Moved by Councillor Armstrong, that the County purchase a new gravel truck, with Tag Axel, as indicated in the Municipal Committee minutes. Carried. Moved by Councillor Eccles, that the resolution to remove the road ban on the Brooks-Duchess road, on May 15th, as per copy attached to and forming part of the minutes of this meeting, be passed. Carried. Moved by Councillor Armstrong, that application be made to have Auto- matic Warning Signals installed on the C.P.R. Crossings at Tilley, and the Rolling Hi11s Road. Carried. Moved by Councillor Armstrong, that a committee comprising Councillor Mandeville, N.A. Shuttleworth, and the Secretary, be impowered to purchase a truck for the use of the Agricultural Service Board. Carried. School Committee Moved by Councillor Eastman, that the report of the School Committee be accepted. Carried. Moved by Councillor Eastman, that the pupils in Grades 10 & 11 be dismissed the evening of Tune 25th, 1965. Carried. . . _ Agricultural Service Board. FORM 149_p SPECIAL MUNICIPAL SUPPLIES LTD. ~r~-~r -4- Mr. Pete I`'lakowichuk, of Underwood & McLelland attended the meeting to discuss gravel locations and the Hardsurfacing Program. Moved by Councillor Chrumka, that the Non-Basic Funds standing to the Credit of the County, in the Medicine Hat Health Unit, be diverted to the use of the Medicine Hat Health Unit in constructing a new Health Unit Building in Medicine Hat. Carried. Moved by Councillor Eccles, that R. Lapointe be paid for 4 months sick leave, during January, February March and April in the sum of $1500.00 being $375.00 per month. Carried. Moved by Councillor Mandeville, that Bylaw #281 to sell Pt Sw12-16-16-4 to Dean Murphy, under the provisions of the Tax Recovery Act, for the sum of $181.31 be given 1st, 2nd, and 3rd readings and finally passed. Highway, north to the access road of the Village of Duchess, due to the weather and condition of the road. and whereas due to the improved conditions it would appear that the 50~o Road Ban is no Longer required to protect the road-bed, Therefore be it resolved, that the road ban be removed at 7:00 a.m. on Saturday, May 15th, 1965.
