The regular monthly meeting of the Council of the County of Newell No.4 was held in the County Office in Brooks, Albetta at 10:00 a.m. on Friday, March 12th, 1965. Members present, Deputy Reeve ~.'OLll1C1110YS Sec.-Treas. A. Chrumka Geo. Larsen A. Eccles F. Mandeville R. Eastman D. Grosfield G. Douglass H. Sc~mmell In the absence of the Reeve, the Chair was taken by Deputy Reeve A. Chrumka The minutes of the previous meeting of February 12th, 1965 and the Adjourned meeting of March 6th, 1965 were read and adopted. Moved by Councillor Larsen, that the Secretary's Monthly Report of Receipts and Payments for the month of February be accepted. Carried. A letter from the A.A.M.D., re the Annual General Meeting in Edmonton on March 30th, 1965 was read. The opinion was expressed that the Reeve, the Secretary, and the Agricultural Service Board Supervisor should attend. Moved by Councillor Larsen, that Bylaw 277, to donate $50.00 to the Canadian Red Cross Society be given 1st, 2nd, and 3rd readings and finally passed. Carried Unanimously A letter from the Department of Eduction, refusing to include unorgan- ized lands into School Districts was read discussed and ordered filed. A letter from the Town of Brooks advising of a proposed annexation was read and discussed. Moved by Councillor Mandeville, that the County register an objection to the proposed annexation of County lands by the Town of Brooks. Carried. Several letters from Underwood and McLellan, and Canadian Pacific Oil & Gas pertaining to Gravel locations in the County were read discussed and ordered filed. 'SPECIAL irNUr-s ern. ~~ _2_ Moved by Councillor Grosfield, that the application of Texaco Canada Ltd. to subdivid Pt. N2 8-19-14-4 for a service station and restaurant be approved subject to Provincial regulations and the Town of Brooks. Carried. Moved by Councillor Eccles, that the application of Jess Ford, to sub- divide NE 9-20-13-4 be approved, subject to Provincial regulations. Carried. Moved by Councillor Mandeville, that the application of Messrs Brocklesby and Son to subdivide NE 8-15-15-4 be approved subject to Provincial regul- ations. Carried. Moved by Councillor Chrumka, that the proposed extension by Calgary Power Ltd., to the Tilley and Bantry systems be approved. Carried. Moved by Councillor Chrumka, that the plan of extension by Farm Electric Services to the One Tree R.E.A, be approved. Carried. Moved by Councillor Eastman, that the lease to the Medicine Hat Health Unit, for accomodation be renewed with them for a period of 1 year at $90.00 per month. Carried. Correspondence from the Board of Transport Commissioners, re Guide Fences at Railroad Crossings was read discussed and ordered filed. A lettea from Messrs. Brownlee, Brownlee, Fryett and Geddes, solicitors for the County in the Hygaard case re Cattle Guards was read discussed and ordered filed. Carried. A letter from B. W. Tibbitt re the application of S & W Farm Machinery Co. to establish a Farm Machinery Sales & Service Centre on Pt. NE 5-19-14-4 was read and discussed. Moved by Councillor Douglass, that the application of S.&W. Farm Machinery Co. to establish a Farm Machinery Sales & Service Centre on Pt NE 5-19-14-4 be approved subject to Provincial regulations and Town or Brooks approval. Carried. Copy of the minutes of the Nursing Home Committee meeting with the Town of Brooks etc. was read, and discussed. Moved by Councillor Chrumka, that the resolution to establish a Nursing Home District copy of which is attached to and forms part of the minutes of this meeting be approved and passed. Carried Unanimously Adjourned for Lunch. 12:30 to 2:00 p.m. ~ SPECIAL IPPLIFS LTD. ~ ~ ~~ -3- Copy of a letter from the Minister of Highways to the Eastern Irrigation District and a letter from the Eastern Irrigation to the County re bridge 76078 SSE 2-22-18-4 were read and discussed Moved by Councillor Mandeville, that the County undertake to pay the balance of $2281.57 on Bridge 76078 SSE 2-22-18_4 to the Provincial Government. Motion Lost. Reports of Committees _Municipal Committee Moved by Councillor Larsen, that the report of the Municipal Committee be accepted. Carried. Moved by Councillor Chrumka that tenders be called for two 54 passenger school busses. Carried. School_Com_mittee_ Moved by Councillor Eastman, that the report of the School Committee be accepted. Carried. Moved by Councillor Eastman, that the sum of $100.00 be paid to the Rosemary Students Union to participate in the expense of the team in Provincial Basketball Play-offs. Carried. Agricultural Service Board - - - - - - - - - - - - - - Moved by Councillor Mandeville, that the report of the Agricultural Service Board be accepted. Carried. Moved by Councillor Mandeville, that the proposed agreement of the Agricultural Service Board with the Provincial Department of Agriculture be approved. Carried. Moved by Councillor Eastman, that the County purchase a new weed sprayer at an approximate cost of $7000.00 Carried. Mr. N. A. Shuttleworth attended the meeting to discuss the proposal of the County to engage him as the County Works Superintendent. Moved by Councillor Douglass, that N. A. Shuttleworth be engaged as County Works Superintendent at a salary of $475.00 per month, duties to commence March 15th, 1965. Carried. Reports of Committees (Continued) Hospital_Com_mittee Moved by Councillors Eastman and Mandeville, that the reports of the Hospital Committee be accepted. Carried. New Business Moved by Councillor Eccles, that the bid of C. D. Beck of $100.00 for the Sam Howe School Site be accepted. Carried. Moved by Councillor Mandeville, that the tender of Pheasant Sales, $1061,96 net, for a new G.M.C. 2 Ton to include the trade in of the used G.M.C. unit be accepted. Carried. Moved by Councillor Mandeville, that the resolutions to cover the Rainier, Scandia, Bow City and Gem Recreational Grants copies of which are attached to and form part of the minutes of this meeting be passed. Carried. Moved by Councillor Eastman, that the Secretary proceed to obtain the necessary funds for the purpose of constructing a new office building. Carried. A statement of the disposition of Insurance monies available on account of Chris Friemuth was presented by the Eastern Irrigation District. Moved by Councillor Larsen, that the Secretary be directed to reconcile the Friemuth account with the Eastern Irrigation District and the Insurance ' Co. to allow Friemuth sufficient funds with which to rehabilitate himself. A resolution of the County of Newell No. 4 to provide for the establishment and incorporation of Auxillary Hospital District No. 10, as a Nursing Home District. Whereas, the Council of the County of Newell No. 4 is of the opinion that there is great need in the County, for the services provided by Nursing Homes, And Whereas,in order to supply this necessary service, the present Auxillary Hospital District No. 10 (of which the County is a participating unit) must be incorporated as a Nursing Home District. Therefore be it resolved, that this County does hereby apply to have the Auxillary Hospital District No. 10 established, and incorporated as a Nursing Home District, Done and passed this 12th day of March, 1965. a L ~ ,~ 7 RE SE E _ R. There be it resolved, that the application by the Scandia Community Centre for the maximum grant allowable under ;the Recreational Facilities Grant be approved. Dated this 12th day of March 1965.
