POLICY PURPOSE:
The purpose of this policy is to ensure data integrity of the County of Newell GIS
data, to meet the business requirements of the County of Newell, and to maintain
and sustain GIS integrations.
POLICY GUIDELINES:
This policy applies only to data stored in the County of Newell Geodatabase and
related instances. Any GIS data not contained within the existing structure is the
responsibility of the end user who created it.
Prior to install and usage of GIS software, the end user is required to complete GIS
training as determined by Human Resources or have demonstrated competency
through previous training and/or experience.
Changes to the existing structure will be determined by a committee or group
approved by the organization. Any requests must be submitted to this group
through a completed Feature Class change request form which is available in the
County’s document management system and/or the IT Department.
RESPONSIBILITIES:
GIS responsibilities include, but are not limited to:
Updating, records management and circulation of all GIS related
documentation including, but not limited to:
The Data Dictionary (Feature Class Specifications)
o
Arc Catalog
o
GIS processes and procedures
o
Installation of the County selected version of ArcGIS Desktop on approved
workstations
Setup, configuration and support of all collection methods and devices
Loading data collected through collection devices into the GIS structure
Providing the requested data in the required formats for the devices used for
data collection
Maintenance and updating of GIS instances including and not limited to:
Load/migration scripts

Quality Assurance and Quality Control methodology related to data
o
integrity (not data accuracy)
Modifications to the existing GIS structure as directed by the County of
o
Newell
Server/Database Administration (ex: dataset privileges, GIS server
o
software updates and troubleshooting)
Conversion of data to feature classes
Ensure that both the internal and external web map are updated according
the data dictionary schedule for each feature class
Update the County Website with the most current maps in a “non-
extractable” format
Publishing County maps and map books for both internal and external use
An End User is defined as an individual or department who works with GIS data.
The End Users responsibilities include, but are not limited to:
Being competent in the usage of the software and hardware related to GIS

usage
Adhere to and follow the GIS policy, processes, and procedures
o
Collection of GIS data they are responsible for
o
Submission of GIS data to GIS
o
Complete Quality Assurance and Quality Control related to data accuracy
o
Edit/modify the feature classes they have been identified as the owner on the
o
feature class sheets
Edit/modify only the feature classes where they have been identified as the
o
owner in the data dictionary (feature class sheets)
