HomeMy WebLinkAboutPOL-012-23 Emerson Bridge Park COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: POL-012-23 TITLE: EMERSON BRIDGE PARK ADOPTED: February 9, 2023 (C-43/23) SUPERCEDES NO: 2016-PAG-031 PAGE NO: 1 of 4 POLICY PURPOSE: Emerson Bridge Park is a campground within the County of Newell. This policy will establish guidelines for the daily operations of Emerson Bridge Park. POLICY GUIDELINES: Collecting Registration Fees 1. The Emerson Bridge Park Supervisor will ensure that all camping fees have been paid prior to a camping unit being able to stay in the Park. If fees are refused to be paid by patrons, the Emerson Bridge Park Supervisor will call proper authorities to remove the camping unit. 2. The Emerson Bridge Park Supervisor will collect the following information at the time the camping unit is registered: o Name o Address o Phone number o Vehicle information o Duration of stay o number of people in the camping unit o site number being occupied 3. If the Emerson Bridge Park Supervisor is not at the registration building and Patrons have filled out their information on the self registration envelopes, the Emerson Bridge Supervisor will ensure all the information is collected, accurate and recorded in the registration spreadsheet. 4. The Emerson Bridge Park Supervisor will maintain the registration spreadsheet and will have it available for review by the Director of Agricultural Services (or designate) at all times. 5. The Emerson Bridge Park Supervisor will tally the money from the camping registrations and will record the values on the appropriate form (Schedule A). 6. The Emerson Bridge Park Supervisor will make arrangements for the money and forms to be dropped off at the County of Newell Administration building in person or by another Agricultural Services staff member. 7. The money obtained shall be stored in the County vault until deposited. POL-012-23 EMERSON BRIDGE PARK Page 2 of 4 Money Obtained from Firewood Sales 1. The Emerson Bridge Park Supervisor will only accept cash or etransfer for firewood purchases. 2. The Emerson Bridge Park Supervisor will maintain a float of $400.00 in order to sell firewood and provide change for registration if needed. The Float will be returned to the County of Newell upon expiration of the Emerson Bridge Park Supervisor’s employment. 3. Money collected from registrations and money collected from firewood sales will be recorded separately. 4. The Controller or designate will verify the money received and the appropriate form (Schedule A) must be completed. 5. The original form is to be retained by the Finance Department. Fees 1. Camping fees and firewood sales will be set in accordance with rates listed in the Schedule of Fees bylaw. Reservations 1. Agricultural Services staff are only able to offer first come first serve camping for all sites with the exception of groups in the Overflow area. Powers of the Supervisor 1. The Director of Agricultural Services will assume all authority for the park. 2. The Emerson Bridge Park supervisor will monitor for compliance of County Bylaws and Policy, maintain the property within the scope of their employment obligations, sell firewood and collect registration money. 3. All purchases, if any, must be verified by the Director of Agricultural Services (or designate) prior to purchase. Check out time 1. The Emerson Bridge Park Supervisor will ensure that all units have vacated their sites by 2:00 pm on the last day of their stay. POL-012-23 EMERSON BRIDGE PARK Page 3 of 4 Generators 1. The Emerson Bridge Park Supervisor will ensure that generator noise is not excessive. Quiet time hours of 11:00 p.m. to 7:00 a.m shall include generator use and patrons may need to turn generators off during that time. Water Testing 1. It is the responsibility of the Director of Agricultural Services to ensure that all potable water sources are tested prior to the opening of the park. 2. Subsequent testing will be carried out by Newell Regional Services Corporation and the results of the testing will be reported to the Director of Agricultural Services (or designate). Overflow Area 1. With approval of the Director of Agricultural Services (or designate) the overflow area may be reserved.
