TITLE: CAPS AND HATS IN COUNCIL CHAMBERS

POLICY STATEMENT:
It is expected that members of Council and Committees along with members of the public that
attend meetings of Council should respect the members and the institution.
POLICY PURPOSE:
The purpose of this policy is to establish decorum within the Council Chamber or other location
that has been specified for Council or Committee meetings.

POLICY GUIDELINES:
All persons entering the Council Chamber or other location that has been specified for holding a
Council or Committee meeting are expected to remove their caps or hats.
Signage may be placed at the doorway of Council Chambers or the specified meeting room to
advise the public that wearing caps and hats is not acceptable during the meeting. In the absence
of a sign posted at the entrance to the room, the Chairman is authorized to review this “no hat”
requirement at the beginning of a Council or Committee meeting.
The Chairman of the meeting that is proceeding may request anyone who does not remove their
cap or hat to do so to respect the decorum of the meeting, or alternatively to leave the room.
This “no hat” requirement does not apply to head coverings normally worn as an article of religious
or cultural / ethnic attire by attendees at Council or Committee meetings.
