TITLE: ROAD STANDARDS

POLICY PURPOSE:
Sets the standards for construction of arterial, collector, and local roads in the
County.
GENERAL STATEMENTS:
1.When an individual wishes to construct a road, which in the future is
desired to be taken over by the County, they must first submit
engineered plans to the County Municipal Services Department for
approval. No construction will be permitted to take place until the
developer receives the plans back from the County marked as
“Approved for Construction”.
2.The road must be opened by a resolution of the Council.
3.The road classifications listed above will be dictated by the County
based on the following criteria:
a.Arterial Roads
i.Traffic volumes in excess of 100 vehicles per day.
ii.Connection of one urban area to another.
iii.Connection of an urban area to a primary or secondary
highway.
iv.Connection of an urban area to an existing arterial road.
v.Connection of two provincial highways.
b.Collector Roads
i.Traffic volumes in excess of 50 vehicles per day.
ii.Connection of two arterial roads.
iii.Connection of multi lot rural residential areas or hamlets to a
provincial highway or an arterial road.
iv.Connects recreational sites to a provincial highway or an
arterial road.
c.Local Roads
i.Serves a local function and is not generally used for long
distance travel.
ii.Low volume roads that serve only local traffic.

4. The road classifications listed above will be built as per the following
specifications and as per the attached cross sections:
a.Arterial Roads:
i.A 30 metre right-of-way is desirable, and a 20 metre right-of –
way would be required at a minimum.
ii.Surface width of the road top will be 9 metres.
iii.Will be constructed with a 3% crown or cross fall depending on
the design of the road.
iv.Normal side slope should be 4:1 with a maximum side slope of
3:1.
v.Normal back slope should be 3:1 with a maximum back slope
of 2:1
vi.Maximum curve radius of 340 metres.
vii.Maximum super elevation of 0.06 metres/metre.
viii.Ditches shall be 1 metre deep with a 3 metre ditch bottom.
ix.Will be with a design speed of 90km/h and a posted speed of
80km/h.
b.Collector Roads
i.A 30 metre right-of-way is desirable, and a 20 metre right-of –
way would be required at a minimum.
ii.Surface width of the road top will be 8 metres.
iii.Will be constructed with a 3% crown or cross fall depending on
the design of the road.
iv.Normal side slope should be 4:1 with a maximum side slope of
3:1.
v.Normal back slope should be 3:1 with a maximum back slope
of 2:1
vi.Maximum curve radius of 300 metres.
vii.Maximum super elevation of 0.08 metres/metre.
viii.Ditches shall be 1 metre deep with a 3 metre ditch bottom.

c.Local Roads

v.Normal back slope should be 3:1 with a maximum back slope
of 2:1
vi.Maximum curve radius of 300 metres.
vii.Maximum super elevation of 0.08 metres/metre.
viii.Ditches shall be 1 metre deep with a minimum 1 metre ditch
bottom.
ix.Will be with a design speed of 90km/h and a posted speed of
80km/h.
5.Good construction practices will be used to construct all roads within the
County. All topsoil, deleterious materials, and vegetation must be
removed prior to the commencement of any construction. Top soil must
be replaced on backslopes and sideslopes, and be re-seeded with grass
seed that meets The County Agricultural Services Department’s
standard, after road construction is completed. The general road
structure that should be used for design of roads will be as follows:
a.150mm subgrade preparation compacted near optimum moisture
content to 98% Standard Proctor Density
b.200 mm of 40mm sub-base granular material compacted near
optimum moisture content to 98% Standard Proctor Density.
c.50mm of 20mm road crush for surfacing gravel.
6.The road developer will be responsible for all signage to be erected on
roads after construction is complete, and prior to opening the road to
the motoring public.
