TITLE: SNOW PLOWING & SANDING

POLICY PURPOSE:
To establish the level of service for winter road maintenance operations.

POLICY GUIDELINES:
Municipal Services staff monitor weather conditions and prepare for winter road maintenance
response as required. The priority for snow plowing all roads throughout the County is as follows:
Paved Surfaces (Plow Trucks)
1. Paved Roads
2. Hamlets
Gravel Surfaces (Graders)
1. Arterial Roads
2. Collector Roads
3. Local Roads
The County does not plow private roads, fields or driveways.
The County will plow and remove snow from County owned public facilities (arenas, halls, etc.)
when all other priorities are complete and as warranted. Public facility lease holders are however
primarily responsible and should not depend on the County to meet snow removal needs.
Damages on Private Property as a Result of Snow Plowing or Sanding:
Except as noted below, the County agrees to repair structures, fences etc., that are clearly
damaged by its snow removal services. This includes replacement of broken posts hit by
equipment and reattaching wires that became detached.
If a landowner incurs damages as a result of snow removal, they must contact the Municipal
Services Department to log the damage and complete an application for inspection. Claims for

damages will not be accepted beyond May 31 each year. The Municipal Services Department
will inspect the site and prepare a report for the approval of the Director of Municipal Services
who has the authority to approve repair damages under $3,000 per site.
The County is not responsible for damage to, and will not provide compensation for:
1. Personal property or structures in the County’s right-of-way or road allowance,
2. Old, deteriorated fences (rusted wires, posts, Texas gates, etc.),
3. Damage to vegetation caused by snow plowing or the application of sand and salt,
Any exception outside of this policy shall be forwarded to Council for consideration.
