HomeMy WebLinkAbout2014-PPW-060 Drainage - County/EID Joint Projects COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: 2014-PPW-060 TITLE: DRAINAGE – COUNTY/EID JOINT PROJECTS ADOPTED: SUPERCEDES NO: 2012-PPW-060 January 23, 2014 (C-36/14) TO BE REVIEWED: PAGE NO: 1 of 2 POLICY PURPOSE: To provide direction on proceedings of work associated with the County / EID partnership on drainage program. The context below is to identify how work is to be carried out to ensure fair and consistent treatment of rate payers. The partnership consists of financial commitments from each of the County of Newell and Eastern Irrigation District. Both parties have agreed to commit one million dollars annually to the improvement of major and minor drainage systems. Major drainage systems are comprised of drainage collection basins and collector drains under the jurisdiction of the Eastern Irrigation District. The minor systems include roadside drainage falling within the jurisdiction of the County of Newell. To facilitate the improvements, funding is as follows:  Irrigation Spillways & Major Drains 100% Eastern Irrigation District  Natural Drains & Road Drains 100% County of Newell not connected to irrigated land  Drains & Road Drains adjacent to or 50/50 Cost Share to each Party draining irrigated land, whether irrigation spill or natural runoff Any required land acquisition and/or working space agreements will be the responsibility of the Party to which the drainage applies, and shall be in accordance with any other policy respective of that Party. POLICY GUIDELINES: For drainage projects that are part of the County/EID Drain Rehabilitation Plan: 1.0When existing drains are not adjacent to the road:  excavation will go down the existing alignment, and the spoil will be leveled on the adjacent land. 2.0When constructing drains adjacent to the road:  an effort will be made to construct the drain 1 m below the road and .6 m below the field as a minimum; COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: 2014-PPW-060 TITLE: DRAINAGE – COUNTY/EID JOINT PROJECTS ADOPTED: SUPERCEDES NO: 2012-PPW-060 January 23, 2014 (C-36/14) TO BE REVIEWED: PAGE NO: 2 of 2  the maximum spoil berm on the field side shall be .6 m above the field and not be above the road elevation, preferably .3 m below the road shoulder; and  where the spoil berm will have a negative impact on the adjacent land: Option 1 – additional right-of-way will be purchased, or o Option 2 – the dirt will be spread in the adjacent field where it can o benefit the landowner, or Option 3 – the material will be used to build up the road, or o Option 4 – the excess material will be hauled away. o 3.0When drains are being relocated from within a parcel to adjacent to the road, or elsewhere in the parcel to benefit the landowner:  this will only be done if the extra cost to relocate the drain is reasonable, and it must be approved by the EID Board;  the excavation cost is to be included in the project cost;  dozing in of the old drain with the banks that exist is to be included in the project cost;  hauling the material from the relocation drain to backfill the old existing drain will be the landowner’s responsibility and cost; and  disposing of the excess material to meet the design standard as outlined in 2.0 shall be the landowner’s responsibility and cost. 4.0When fences need to be taken down to do the work:  they will be replaced with a 4-wire fence to the EID’s specifications, or if the existing fence is of higher quality with the type of fence that was there. For drainage projects that are NOT part of the County / EID Drain Rehabilitation Plan: 1.0When the landowner requests a drain to be relocated on his timeline, and it is not part of the drainage program:  the excavation cost is to be cost-shared 75% EID / 25% landowner;  dozing in of the existing banks of the drain will be the EID’s cost; and  hauling the material away from the relocated drain to fill in the old drain will be the landowner’s responsibility and cost.
