HomeMy WebLinkAbout2041-22 Designated Officer PositionsCOUNTY OF NEWELL IN THE PROVINCE OF ALBERTA BYLAW NO. 2041-22 A BYLAW OF THE COUNTY OF NEWELL, IN THE PROVINCE OF ALBERTA, TO ESTABLISH CERTAIN DESIGNATED OFFICER POSITIONS, TO ASSIGN POWERS, DUTIES AND FUNCTIONS TO THOSE POSITIONS, AND TO ESTABLISH A FRAME WORK FOR DELEGATION OF ADMINISTRATIVE FUNCTIONS. Definitions: "Agricultural Fieldman" means a person qualified for appointment as an Agricultural Fieldman and meets the requirements of such appointment as outlined within the Agricultural Service Board Act. "Assessor" means a person or company qualified for appointment as Assessor and meets the requirements of such appointment as outlined within the Municipal Government Act and related regulations. "Chief Administrative Officer" means the Chief Administrative Officer for the municipality and whatever subsequent title may be conferred on that officer by Council or Statute. "Council" shall mean the Council of the County of Newell. "Municipality" shall mean the County of Newell. "Designated Officer" shall mean a Designated Officer within the meaning of the Municipal Government Act. "Municipal Government Act" shall mean the Municipal Government Act, Statutes of Alberta, 1994, c.M-26.1. "Senior Community Peace Officer" means a person appointed as a Senior Community Peace Officer for the municipality to enforce measures under Sections 420(2), 436(11), 439(2), 542, 545 and 546 of the Municipal Government Act. Designated Officer The following Designated Officer positions are established and the persons appointed to these positions will have the following titles: CHIEF ADMINISTRATIVE OFFICER -(CAO), to carry out the powers, duties and functions of a CAO for the municipality, under the Municipal Government Act or any other Act and all duties outlined within the job description for this position. AGRICULTURAL FIELDMAN, to carry out the powers, duties and functions of an Agricultural Fieldman under the Agricultural Service Board Act and all duties outlined within the job description for this position. ASSESSOR, to carry out the powers, duties and functions of an Assessor for the municipality under the Municipal Government Act, or any other Act, and all duties outlined within the job description for this position. Bylaw 2041-22 Page 2 SENIOR COMMUNITY PEACE OFFICER, (Senior CPO) to carry out the powers, duties and functions of a Designated Officer under Sections 420(2), 436(11), 439(2), 542, 545 and 546 of the Municipal Government Act. Council will, by resolution, appoint specific named individuals to the Designated Officer positions of CAO and Assessor. Other designated officers will serve in their respective capacity upon the commencement of their employment within their identified role. The Chief Administrative Officer may delegate the responsibility for reviewing those aspects of other Designated Officers responsibilities which fall within the scope of their respective appointments.
