HomeMy WebLinkAbout1977-03-16 Annual General Meeting (Annual General) MinutesCounty of Newell No. 4 24th Annual Meeting March 16, 1977 The 24th Annual County Meeting was held in the Elks Ha11 at Brooks, Alberta on Wednesday, March 16, 1977. There were nine Councillors, three School Committee Members, the County Administrator and Assistant, Superintendent and Assistant, and the Agricultural Fieldman in attendance, plus fifty-five ratepayers. . . The meeting was opened by the Administrator and nominations were .called for the position of Chairman for this meeting. Ben Plumer was nominated by Jim Hajash. There being no further nominations, Mr. Plumer was declared Chairman of this meeting, Nominations were opened for Secretary for this meeting. D. James was nominated by Doug Jacobsen. Moved by T. DeJong that nominations cease. Carried. Agenda Moved by J. Ignatius, seconded by Don Grosfield, that we approve the proposed agenda as presented. Carried. F Minutes ' Minutes of the March 16, 1976 Annual Meeting were read. Moved by G. Tomlinson, seconded by Jim Hajash, that we approve these minutes as read. Carried. Inspector's Report E The Municipal Affairs Inspection Report for 1976 was read to the E meeting. Reeve's Report T. Musgrove gave his report on the County Operation for 1976. Moved by T. Musgrove, seconded by G.Tomlinson,that we accept this report. Carried. School Report The Superintendent of Schools gave his report to the meeting for the 's school year 1976 and Chairman Bartlett gave his report on the School Operations for 1976. Moved by Councillor Bartlett, seconded by B. Trimmer, that we accept these reports. Carried. . . Municipal Committee s ,~ Councillor Janzen gave his report on the Municipal Committee for 1976. Moved by Councillor Janzen, seconded by J. Ignatius, that we accept this report. Carried. 9 ~( s ! Mr. R. Peltier, Chairman of the E.I.D., presented a Brief to the Council and Annual Meeting concerning Road Bans in the County of k '~ Newell. Livingston, that ~~_149P we accept this report. Carried. ;a dE it Discussion took place on tumbleweeds, coyote control in the Antelope ''„I Creek-Cassils area and roadside spraying. Mr. T. DeJong presented a Resolution to the Council and Annual Meeting in regard to aircraft spraying. Moved by T. DeJong, seconded by R. Peltzer, that the County study this Resolution and advertise this in the local newspaper. Carried. . . Bassano Hospital Councillor Janzen gave a report on the Bassano Hospital for 1976. -Moved by Councillor Janzen, seconded by G.Tomlinson., that we accept this report. Carried. Brooks Hospital & Nursing Home Councillor Bartlett gave his reports on the Brooks Hospital & Nursing Home for 1976. Moved by Councillor Bartlett, seconded by D. Grosfield, that we accept these reports. It was suggested by the Meeting that these reports should be contained in the Financial Statement each year. ''~ Senior Citizens Councillor Musgrove reported on the Newbrook Lodge Operation for 1976. Moved by Councillor Musgrove, seconded by B. Trimmer, that we accept this report. Carried. ~ New Business Discussion took place on the proposed Census and the possibility of establishing a list of resident and non-resident farmers. Resolution Mr. D. Jacobson presented a Resolution to be presented to the Provincial Government concerning the Heritage Trust Fund and the construction of the proposed Eyermor Dam. Moved by D. Jacobson, seconded by T. Livingston, that the Council present this Resolution to the Provincial Government. Carried. ~€ '~ Discussion took place on the proposed detour road and over-pass road at the aqueduct site. Council advised that this road was still under study by them. .. Zoning By-law '~ Moved by B. Plumer that this meeting request County Council to `~ delay the proposed Zoning By-law until the new Planning Act is put into force. Vote on the motion - Carried. BRIEF ~ TO THE COUNCIL OF THE COUNTY OF NEWELL CONCERNING ROAD BANS PRESENTED TO THE COUNTY ANNUAL MEETING MARCH 16 .1977 BY THE BOARD OF DIRECTORS OF THE EASTERN IRRIGATION DISTRICT During the last few weeks, there have been several examples of lack of co-operation and non-acceptance of basic principles by County officials in refusing to per- . mit District owned construction equipment to be moved even, for extremely short distances on oiled roads within the County. In previous years, County Councillors and Staff have recognized the need for moving District owned equipment for the instal}ation of important irrigation structures during periods of road bans, and the District, in return, has taken due care not to deliberately abuse this privi- lege. In 1977, it now appears that when .District equipment cannot be transported by alternate routes, the County has taken the attitude that exceptions cannot be made to any- one, thus making it impossible to carry out certain con- . struction projects. We wish to remind the County officials that work done by the Eastern Irrigation District is solely for the good of the irrigation farmer and others who depend on the irrigation system and is not in the same category as work done by oil companies and other commerical haulers who normally carry loads far in excess of anything the District has to move. We wish to emphasize that the ma- jority of County Councillors are also irrigation farmers and surely must recognize the fact that the livelihood of farmers in this area is dependant on irrigation and work- ability of the irrigation system. ...2~ -2- A recent example of the type of problem being encountered by the District occurred-last week when a machine had to be rerouted many miles along a canal. bank to avoid using approximately a half mile of oiled road in the Lathom area. This impeded construction at~d added to the cost, but in other cases, construction has had to be delayed until road ~ bans are lifted. Tfiese delays could result in late de- ' livery of irrigation water in some instances. It is apparent that since ill-informed officials of the Provincial Government have advised the County to impose road bans and load limits and to inforce these without exception on oiled roads, this was accepted without a~uestion by County officials. Surely it is not the intention of the County Council to prevent or to impede. work on the irrigation;- system by going along with this impractical decree in this' area. By taking this stand and making no exceptions, it could be implied that the Council is completely overlooking the needs of irrigated agriculture and of the taxpaying farmers. It is the intention of the Board of Directors of the Eastern Irrigation District to transmit copies of this brief to the Department of Agriculture, firansport and Municipal .Affairs with the hope that all those involved including the County of Newell will recognize the seriousness of this problem within the irrigated areas.
