MINUTES OF REGULAR COUNCIL
September 8, 2022
The regular Council Meeting of the County of Newell was held in the County Office and
livestreamed to the public via Lifesize on Thursday, September 8, 2022 commencing at
10:35 a.m.
Notice was posted at the front entrance advising the public of the meeting.

A question period and notice of motion was held. No County Ratepayers were in
attendance. The moderator indicated that there were no questions from the public.
ADMINISTRATIVE BUSINESS
10.1 Foothills Little Bow Municipal Association Meeting Agenda
(September 16, 2022)
The Chief Administrative Officer provided background information on this item,
indicating that the agenda package will be distributed via e-mail. He responded to
questions from Council.

9. AGRICULTURAL SERVICES BUSINESS
9.1 ASB Update
The Director of Agricultural Services presented an update on the recent activities
of the Agricultural Services Department.

Council was given the opportunity to ask questions. The Director of Agricultural
Services responded to questions regarding herbicide application and mowing in
hamlets. He provided information regarding after season camping at Emerson
Bridge Park.
9.2 South Region Agricultural Services Board Conference (October 25, 2022)
The Director of Agricultural Services provided background information on this item
and responded to questions from Council. Councillors interested in attending will
contact the Director of Agricultural Services.

11. MUNICIPAL SERVICES BUSINESS
11.1 Utilities - NRSC Report
K Steinley presented The Utilities - NRSC Report to Council, giving an overview
of the highlights. Council was given the opportunity to ask questions. K. Steinley
responded to questions regarding regular valve servicing practices and the water
line breaks that occurred during ElDnet fiberoptic construction.

11.2 Director of Municipal Services Report
The Director of Municipal Services presented his report to Council, giving an
overview of the highlights. Council was given the opportunity to ask
questions. The Director of Municipal Services responded to questions regarding
the status of graders that have been ordered, the annual line painting program,
and watercraft inspections.

11.3 Tender Award - 2022 Road & Drainage Improvements - RR143 from TR192

The Manager of Operations provided background information on this item and
responded to questions from Council.

Drainage Improvements for RR143 from TR192 to TR200 construction tender to Brooks
Asphalt & Aggregate for the amount of $526,041.21.

C-257/22 MOVED BY COUNCILLOR LYNETTE KOPP that Council awards the Pre -Order &
Purchase of a Plow/Gravel Truck tender to Viking Cives Ltd for the tendered price of
$467,920.00 for delivery in 2023.

10.2 Rural Municipalities of Alberta Fall 2022 Convention (November 7-10, 2022)
The Executive Assistant provided background information on this item and
responded to questions from Council. Discussion followed regarding meetings
with Ministers during the Fall 2022 RMA Convention. Further discussion was
postponed until later during this meeting.

7. PUBLIC HEARINGS
7.1 Bylaw 2037-22 22 LUA 007 (SE 6-20-14-W4 - A-GEN to R-RUR)
Reeve A. Doerksen called the Public Hearing to order at 11:29 a.m.
Reeve A. Doerksen reviewed the procedures that would be followed for the
hearing.
The Supervisor of Planning & Development stated that the intent of the Public
Hearing is to hear representations on Bylaw 2037-22. The intent of this bylaw is to
amend Land Use Bylaw 2016-21 by redesignating a portion of SE 6-20-14-W4
from A-GEN Agricultural, General District to R-RUR Residential, Rural District for
a future residential development.
The Supervisor of Planning & Development provided background information on
this item indicating that a copy of the document had been circulated to adjacent
landowners and to a list of affected agencies. No responses have been received

from adjacent landowners. None of the affected agencies have indicated any
objections.
There were no persons in attendance speaking either in favor of or in opposition
to the proposed bylaw. The Applicant was present to respond to questions from
Council.
Council was given the opportunity to ask questions. The Supervisor of Planning &
Development responded to questions from Council.
C-259/22 MOVED BY COUNCILLOR KELLY CHRISTMAN that we move out of Public Hearings at
11:36 a.m.

8. BYLAWS
8.1 Bylaw 2037-22 22 LUA 007 (SE 6-20-14-W4 - A-GEN to R-RUR)
C-260/22 MOVED BY COUNCILLOR NEIL JOHNSON that Bylaw 2037-22, being a bylaw to amend
Land Use Bylaw 2016-21 by redesignating a portion of SE 6-20-14-W4 as shown in
Schedule A from Agricultural, General District to Residential, Rural District, be given
SECOND reading.

FINAL reading.

10.2 Rural Municipalities of Alberta Fall 2022 Convention (November 7-10, 2022)

Discussion continued. The Executive Assistant was directed to initiate contact with
the following Ministers:
• Health - funding for Brooks Maternity Clinic, Bassano Health Project,
Brooks and area nursing shortage
• Agriculture, Forestry & Rural Economic Development - Crop Diversification
Centre South
• Environment & Parks - update on timelines for environmental approvals,
grants for improving and promoting recreation and wellness
• Seniors & Housing - Bassano Health Project
The Executive Assistant responded to questions from Council. This item will be
brought back to the October 6, 2022 Council meeting for further discussion.

All Councillors present indicated they would attend the RMA Fall 2022 Convention
and will advise the Executive Assistant whether they would like to attend one of
the Elected Officials Education Program courses offered.
10.3 Organizational Meeting - Set Date
The Executive Assistant provided background information on this item and
responded to questions from Council.

on Thursday, October 20, 2022 starting at 9:00 a.m.

10.4 Cancel/Reschedule Upcoming Meetings — November 2022
The Executive Assistant provided background information on this item and
responded to questions from Council. Discussion followed.
C-263/22 MOVED BY COUNCILLOR HOLLY JOHNSON that the Municipal Planning Commission
(MPC) and Council meetings scheduled for November 10, 2022 be CANCELLED.

rescheduled to November 14, 2022.

10.5 Requests for Functions of Council
10.5.1 Municipal Engagement Opportunity - Ministry of Justice & Solicitor
General (Provincial Policing)
Council was provided with background information on this item. Discussion
followed.

attend one of the Alberta Police Service Municipal Engagement Sessions in September
2022 as a function of Council.

The Chief Administrative Officer provided background information on this
item.

Councillor K. Christman provided information regarding two electronic
meetings she attended in August, indicating that a report will be included
in the September 22, 2022 Council Agenda package.

participation in "The National Perspective on Policing" on August 22, 2022 and "Rural
Economic Development" on August 31, 2022 be permitted as a function of Council.

10.5.4 Mental Health First Aid Training (September 22-23, 2022)
Councillor K. Christman provided background information on a Mental
Health First Aid Training session to be held in Bow Island, AB on
September 22-23, 2022. Contact Forty Mile FCSS to register.
10.5.5 Stakeholder Engagement - Community Justice Centre
Discussion followed regarding upcoming stakeholder engagement
sessions on Community Justice Centres. Sessions are scheduled in
Lethbridge on October 18 and in Medicine Hat on October 19, 2022.

one of the Community Justice Centres Stakeholder Engagement Sessions in October
2022 as a function of Council.
