Philpott be excused from the meeting. MOTION CARRIED 3. C-272/22 ADOPTION OF MINUTES 3.1 Minutes - Council (September 8, 2022) MOVED BY COUNCILLOR NEIL JOHNSON that the September 8, 2022 Council Meeting minutes be adopted as presented. MOTION CARRIED Regular Council September 22, 2022 4. CALL FOR POST AGENDA ITEMS Deputy Reeve K. Christman called for post agenda items. 5. ADOPTION OF AGENDA C-273/22 MOVED BY COUNCILLOR HOLLY JOHNSON that the agenda be adopted as amended. 6. QUESTION PERIOD/NOTICE OF MOTION MOTION CARRIED A question period and notice of motion was held. No County Ratepayers were in attendance. The moderator indicated that there were no questions from the public. 7. BYLAWS 7.1 Bylaw 2038-22 22 LUA 008 (Plan 8811163 Block 1 in SW 30-22-16-W4 - A-GEN to R-RUR) The Manager of Planning, Development & Engineering provided background information on this item and responded to questions from Council regarding the minimum size requirement for Agriculture, General District parcels. He indicated that only one residence per parcel is permitted under the Residential, Rural District. C-274/22 MOVED BY COUNCILLOR GREG SKRIVER that Bylaw 2038-22, being a bylaw to amend Land Use Bylaw 2016-21 by redesignating Plan 8811163 Block 1 in SW 30-22-16-W4 from A-GEN Agriculture, General District to R-RUR Residential, Rural District, be given FIRST reading. MOTION CARRIED 7.2 Bylaw 2039-22 22 LUA 009 Text Amendment (A-GEN Agriculture, General District) The Manager of Planning, Development & Engineering provided background information on this item. ARRIVED AT MEETING T. Green arrived at 10:40 a.m. The Manager of Planning, Development & Engineering provided an overview of the proposed amendments. Village of Duchess Council has reviewed and made a motion in support of the proposed amendment. Further, they have indicated that they will withdraw their Notice of Appeal to the Land & Property Rights Tribunal after Bylaw 2039-22 has received third and final reading. The Manager of Planning, Development & Engineering responded to further questions from Council. C-275/22 MOVED BY COUNCILLOR DAN SHORT that Bylaw 2039-22, being a bylaw to amend Land Use Bylaw 2016-21 by further defining special uses in the plan area of the Page 2 of 8 Regular Council September 22, 2022 Intermunicipal Development Plan with the Village of Duchess and to add clarity as indicated in Schedule A, be given FIRST reading. MOTION CARRIED LEFT THE MEETING G. Tiffin and Z. Forest left the meeting at 10:45 a.m. 7.3 Bylaw 2040-22 Weed Bylaw The Director of Agricultural Services provided background information on this item and responded to questions from Council. He also explained how weeds are elevated to Noxious and Prohibited Noxious status under the Weed Control Act. ARRIVED AT MEETING A. Champlone arrived at 10:49 a.m. The Director of Agricultural Services provided information regarding Scentless Chamomile and Leafy Spurge in the County, indicating that sites are monitored regularly. He responded to further questions from Council regarding the enforcement process. C-276/22 MOVED BY COUNCILLOR ELLEN UNRUH that Bylaw 2040-22, being a bylaw for the purpose of regulating and designating certain plants as "Prohibited noxious" or "Noxious, be given FIRST reading with the following amendment: Remove Article 2 designating Showy Milkweed Asclepias speciosa as noxious weeds. MOTION CARRIED C-277/22 MOVED BY COUNCILLOR HOLLY JOHNSON that Bylaw 2040-22 be given SECOND reading. MOTION CARRIED LEFT THE MEETING T. Green left the meeting at 10:57 a.m. 8. DELEGATIONS 8.1 Update - Brooks & District Food Bank A. Champlone provided information regarding the Brooks & District Food Bank and the various food supply programs that they offer. She gave an overview of the hamper program and the application process, indicating that clients must show income and expenses in order to qualify. She provided employment statistics, indicating that over half of the clients rely on socia/ assistance for income. A. Champlone expressed appreciation for the community support over the past few years, noting that need for the service has increased significantly. She provided an overview of fundraising and food donation collection efforts, indicating that the Brooks & District Food Bank does not receive annual funding from the provincial government. Page 3 of 8 Regular Council September 22, 2022 Council was given the opportunity to ask questions. A. Champlone responded to questions regarding employment and usage statistics, the catering program that was discontinued during the COVID-19 pandemic, and grant funding opportunities. She indicated that rice, beans, dry goods, and boxed/canned ready- to-eat mea/s are the most useful donated items. Deputy Reeve K. Christman thanked A. Champlone for the presentation and the service provided by the Brooks & District Food Bank. LEFT THE MEETING A. Champlone left the meeting at 11:15 a.m. ARRIVED AT MEETING L. Johnson and T. Green arrived at 11:15 a.m. 9. AGRICULTURAL SERVICES BUSINESS 9.1 Agricultural Fieldman's Report (September 2022) The Director of Agricultural Services presented the Agricultural Fieldman's Report to Council. Council was given the opportunity to ask questions. The Director of Agricultural Services responded to questions regarding the South Region Agricultural Services Board Conference and the County barbecue. C-278/22 MOVED BY COUNCILLOR ADENA SKANDERUP that the Agricultural Fieldman's Report for September 2022 be accepted as presented. MOTION CARRIED LEFT THE MEETING T. Green left the meeting at 11:25 a.m. 10. ADMINISTRATIVE BUSINESS 10.1 Preparation of a Regional Emergency Response Plan The Director of Corporate Services provided background information on this item, indicating that each municipal member of the Newell Regional Emergency Partnership (NREP) has an Emergency Response Plan that needs to be updated. He requested Council support applying for collaboration grant funding to update and consolidate these individual plans into a Regiona/ Emergency Response Plan. Council was given the opportunity to ask questions. The Director of Corporate Services indicated that the plans must be updated regardless of whether grant funding is received. Council inquired about revisiting conversations with the City of Brooks regarding including them in the NREP. The Director of Corporate Services provided additional information, indicating that the plan recognizes service providers across the region that will be engaged during an event. Mutual Aid agreements with neighbouring municipalities are also recognized within the plan. The Director of Corporate Services provided a history of the establishment of the NREP. The Chief Administrative Officer indicated that Page 4 of 8 Regular Councii September 22, 2022 the Regional Emergency Management Partnership Agreement can be added to the next Joint Services Committee meeting agenda for further discussion with all partners and the City of Brooks. C-279/22 MOVED BY COUNCILLOR GREG SKRIVER that Council supports a Regional Collaboration Grant application submitted by the Town of Bassano on behalf of the County of Newell, the Town of Bassano, and the Villages of Duchess and Rosemary for the purpose of preparing a Regional Emergency Response Plan and developing processes for future updates of that document. MOTION CARRIED 10.2 Policy Review - 2022-PIN-001 Policy Development, Approval 8� Updates Thereto The Director of Corporate Services provided background information on this item and responded to questions from Council. C-280/22 MOVED BY COUNCILLOR HOLLY JOHNSON that Policy 2022-PIN-001 (Policy Development, Approval & Updates Thereto) be adopted as presented/amended. MOTION CARRIED LEFT THE MEETING L. Johnson left the meeting at 11:51 a.m. 10.3 Proposal -"Know Your Food" Trailer The Chief Administrative Officer provided background information on this item and responded to questions from Council. The Chief Administrative Officer indicated that he would follow up with Alcoma Schoo/ for clarification on the numbers. Discussion followed regarding expanding the event to include students from more schools. The Chief Administrative Officer responded to further questions from Council, indicating that specific details will be worked out between now and the event in May 2023. C-281/22 MOVED BY COUNCILLOR DAN SHORT that Council APPROVES providing support to Alcoma School to host the Ag for Life "Know Your Food Mobile Trailer" at County Facilities, including the provision of space and electricity for the trailer, a sponsorship of up to $1,300 for bussing costs, and administrative support to help coordinate the event. MOTION CARRIED LUNCH Council RECESSED for lunch at 11:59 a.m. and RECONVENED at 1:03 p.m. 10.4 Funding Allocation - Rosemary Recreation Board The Chief Administrative Officer provided background information on this item and responded to questions from Council. Page 5 of 8 Regular Council September 22, 2022 C-282/22 MOVED BY COUNCILLOR GREG SKRIVER that Council APPROVES a payment of up to $2,500 for the Rosemary Recreation Board, contingent on a matching allocation being approved by the Village of Rosemary. MOTION CARRIED 10.5 Newell Regional Solid Waste Management Authority Funding Model The Chief Administrative Officer provided background information on this item, indicating that the Chief Administrative Officer of the Village of Rosemary had made a presentation to the Newell Regional Solid Waste Management Authority (NRSWMA) and the Joint Services Committee proposing changing from a per capita funding model to one based on the amount of solid waste delivered by each of the partners. Discussion followed and the Chief Administrative Officer responded to questions from Council, indicating that most of the landfill revenue is generated by industry within the County and this must be taken into consideration when discussing changes to the funding model. C-283/22 MOVED BY COUNCILLOR ADENA SKANDERUP that Council directs Administration to notify the Newell Regional Solid Waste Management Authority that the County of Newell does not support amending the funding provisions of the NRSWMA agreement. 10.6 Councillor Payment Sheets (July 2022) MOTION CARRIED C-284/22 MOVED BY COUNCILLOR DAN SHORT that the July 2022 Councillor Payment Sheets be accepted with the amendments recommended by the Councillor Compensation Review Committee. 10.7 Requests for Functions of Council 10.7.1 Rural Municipalities of Alberta - Online Meetings MOTION CARRIED Deputy Reeve K. Christman provided background information on this item. C-285/22 MOVED BY COUNCILLOR KELLY CHRISTMAN that any Councillor be permitted to attend online meetings with Rural Municipalities of Alberta as a function of Council. MOTION CARRIED 10.7.2 Regional Emergency Management Exercise (October 18, 2022) The Chief Administrative Officer responded to questions, indicating that elected officials were invited for lunch and participation is optional. 11. COMMITTEE REPORTS 11.1 "National Perspective on Policing" &"Rural Economic Development" Online Meetings (Councillor K. Christman) Deputy Reeve K. Christman provided a written report and responded to questions from Council. Page 6 of 8 Regular Council September 22, 2022 11.2 Bassano Sewage Lagoon Ribbon Cutting, Brooks Newell Region - Joint Services, & Fire Committees (Bassano & Rosemary) Deputy Reeve K. Christman provided a written report. 11.3 Newell Recycling Association Councillor N. Johnson reported that business continues as usual. 11.4 Newell Regional Solid Waste Management Authority Councillor N. Johnson provided an update. 11.5 Southern Alberta Energy from Waste Association Councillor N. Johnson reported that Council should continue to advocate for the Energy from Waste Facility project. 11.6 City of Brooks Parks 8� Recreation Board Councillor N. Johnson indicated the two main topics discussed were the skateboard park and the Alberta 55+ Summer Games. 11.7 Palliser Economic Partnership Councillor H. Johnson reported the County of Newell hosted the Palliser Economic Partnership meeting last month and there was a tour of the Carbon Capture Facility. The board is working to hire a new Executive Director. 12. POST AGENDA ITEMS 12.1 Farm Credit Canada (FCC) Outstanding in the Field (October 26, 2022) Councillor H. Johnson provided background information on this item and suggested providing funding in the amount of up to $500.00 to expand the event to include some high schoo/ students to build partnerships and generate interest in agricultural education. Discussion followed. The Chief Administrative Officer responded to questions from Council. C-286/22 MOVED BY COUNCILLOR HOLLY JOHNSON that Council directs Administration to support Farm Credit Canada (FCC) Outstanding in the Field event on October 26, 2022.
