HomeMy WebLinkAbout2024-07-25 Council (Regular) MinutesCOUNTY OF NEWELL MINUTES OF REGULAR COUNCIL July 25, 2024 The regular Council Meeting of the County of Newell was held in the County Office and livestreamed to the public on Thursday, July 25, 2024 commencing at 10:20 a.m. Notice was posted at the front entrance advising the public of the meeting. Doerksen called the meeting to order at 10:20 a.m. EXCUSED FROM MEETING All members were in attendance at this meeting. ADOPTION OF MINUTES 3.1 Minutes - Council (July 11, 2024) MOVED BY COUNCILLOR LYNETTE KOPP that the July 11, 2024 Council Meeting minutes be adopted as presented. MOTION CARRIED Regular Council July 25, 2024 4. CALL FOR POST AGENDA ITEMS Reeve A. Doerksen called for post agenda items. 5. ADOPTION OF AGENDA C-240/24 MOVED BY COUNCILLOR GREG SKRIVER that the agenda be adopted as amended. MOTION CARRIED 6. QUESTION PERIOD/NOTICE OF MOTION A question period and notice of motion was held. No County Ratepayers were in attendance. The moderator indicated that there were no questions from the public. 12. POST AGENDA ITEMS 12.1 Alberta Emergency Management Agency (AEMA) Request for Allocation of Firefighting Resources to Jasper National Park The Newell Regional Fire Chief provided background information on this item and responded to questions from Council. C-241/24 MOVED BY COUNCILLOR KELLY CHRISTMAN that Council approves sending two (2) Fire Apparatus one (1) tender and one (1) engine and up to seven (7) firefighters to respond to the wildfire near Jasper, Alberta, as the province requests it; further, that Council appreciates the efforts of all firefighters and wishes them success in the efforts. BYLAWS 7.1 Bylaw 2068-24 Road Closure & LEASE (NW 4-20-13-W4) The Planning & Development Supervisor provided background information on this item. ARRIVED AT MEETING T. Green arrived at 10:31 a.m. Council was given the opportunity to ask questions. The Planning & Development Supervisor indicated that the irrigation infrastructure itself does not encroach past the road allowance onto the adjacent parcel, and issues with water encroachment can be dealt with in an agreement between the adjacent landowners. She indicated that adjacent landowners are included in the Public Hearing circulation Page 2 of 7 Regular Council July25, 2024 and given the opportunity to oppose the proposed road closure. The Planning & Development Supervisor responded to questions regarding road allowance lease rates. C-242/24 MOVED BY COUNCILLOR HOLLY JOHNSON that Bylaw 2068-24, being a bylaw for the purpose of closing to public travel and LEASING all those portions of government road allowance adjacent to the north west of the north westerly limit of spillway right of way on Plan IRR1078 containing 38.5 hectares (95.3 acres) more or less, be given SECOND reading. MOTION CARRIED C-243/24 MOVED BY COUNCILLOR ADENA SKANDERUP that Bylaw 2068-24 be given THIRD and FINAL reading. MOTION CARRIED 7.2 Bylaw 2073-24 Electoral Division Boundaries The Chief Administrative Officer provided background information on this item, indicating that no petition against the bylaw has been submitted. Council was given the opportunity to ask questions. C-244/24 MOVED BY COUNCILLOR LYNETTE KOPP that Bylaw 2073-24, being a bylaw for the purpose of establishing electoral division boundaries and the number of Councillors to serve on County of Newell Council, be given THIRD and FINAL reading. MOTION CARRIED 9. AGRICULTURAL SERVICES BUSINESS 9.1 Agricultural Fieldman's Report (July 2024) The Director of Agricultural Services presented the Agricultural Fieldman's Report to Council. Council was given the opportunity to ask questions. The Director of Agricultural Services responded to questions regarding the criteria for having fire suppression follow mowers, equipment rental statistics, magpie traps, and grasshopper control. C-245/24 MOVED BY COUNCILLOR HOLLY JOHNSON that the Agricultural Fieldman's Report for July 2024 be accepted as presented. MOTION CARRIED LEFT THE MEETING T. Green left the meeting at 10:46 a.m. 10. ADMINISTRATIVE BUSINESS 10.1 Planning & Development Report (January - June 2024) The Planning & Development Supervisor presented an update on the recent activities of the Planning & Development Department. The Planning & Development Supervisor responded to questions regarding future changes to agricultural building usage and encouraging multi -family and multi -unit dwellings in hamlets. C-246/24 MOVED BY COUNCILLOR AMANDA PHILPOTT that the Planning & Development Report for January - June 2024 be accepted as presented. MOTION CARRIED LEFT THE MEETING M. Jackson left the meeting at 10:54 a.m. 10.2 2024 Tax Sale by Public Auction The Director of Corporate Services provided background information on this item and responded to questions from Council. C-247/24 MOVED BY COUNCILLOR ADENA SKANDERUP that the 2024 Tax Sale by Public Auction be held on Thursday, November 14, 2024 at 10:00 a.m. in the County of Newell Building with cash or certified cheque only terms, and that the reserve bids for the 2024 Tax Sale properties be set as recommended by Administration. MOTION CARRIED LEFT THE MEETING L. Johnson left the meeting at 10:55 a.m. 10.3 Foothills Little Bow Municipal Association Meeting (September 20, 2024) Discussion followed regarding submitting a resolution similar to the one presented during the Saskatchewan Association of Rural Municipalities Spring 2024 Convention that declares CO2 is not a pollutant. C-248/24 MOVED BY COUNCILLOR KELLY CHRISTMAN that Administration be directed to prepare information on Resolution 5-24A Carbon Dioxide (CO2) that was passed during the Saskatchewan Association of Rural Municipalities (SARM) Spring 2024 Convention. MOTION CARRIED ARRIVED AT MEETING Sgt. D. Searle, Cst. S. Peters, and Cpl. J. Schmidt arrived at 11:00 a.m. Page 4 of 7 Regular Council July 25, 2024 8. DELEGATIONS 8.1 RCMP Brooks - Quarterly Report Sgt. D. Searle presented the Brooks RCMP Quarterly Report to Council, including an overview of statistics and significant events. Council was given the opportunity to ask questions. Cst. S. Peters provided information regarding the Crime Prevention Through Environmental Design (CPTED) program. Business and rural property owners can contact the Brooks RCMP Detachment for an assessment of their property and recommendations for how to prevent theft from occurring. Sgt. D. Searle and Cst. S. Peters responded to further questions regarding public safety during the heat wave and preventing the spread of misinformation. 8.2 RCMP Bassano - Quarterly Report Cpl. J. Schmidt presented the Bassano RCMP Quarterly Report to Council, including an overview of statistics and significant events. Council was given the opportunity to ask questions. Cpl. J. Schmidt provided additional information on the benefits of security cameras with video recording capability. Council expressed appreciation to the RCMP members for their participation in community events. LEFT THE MEETING Sgt. D. Searle, Cst. S. Peters, and Cpl. J. Schmidt left the meeting at 11:27 a.m. 10. ADMINISTRATIVE BUSINESS — continued 10.4 Councillor Payment Sheets (June 2024) C-249/24 MOVED BY COUNCILLOR HOLLY JOHNSON that the June 2024 Councillor Payment Sheets be accepted with the amendments recommended by the Councillor Compensation Review Committee. MOTION CARRIED 10.5 Requests for Functions of Council 10.5.1 Group Discussion - Mental Health & Addiction (August 8, 2024) The Chief Administrative Officer provided background information on this item, indicating that two sessions will be held in the morning and afternoon of August 8, 2024. Discussion followed. Councillor A. Philpott and Councillor H. Johnson will forward the information to Grasslands Regional FCSS. Page 5 of 7 Regular Council July 25, 2024 10.5.2 Call for Volunteers - HALO Fundraiser & First Responders Appreciation Event (August 1, 2024) Discussion followed. Councillor A. Skanderup, Councillor L. Kopp, Councillor K. Christman, and Councillor N. Johnson indicated that they could help with the event. C-250/24 MOVED BY COUNCILLOR HOLLY JOHNSON that any Councillor be permitted to attend the HALO Fundraiser & First Responders Appreciation Event in Brooks, AB on August 1, 2024 as a function of Council. MOTION CARRIED 11. COMMITTEE REPORTS 11.1 Grasslands Regional FCSS Councillor H. Johnson reported that Grasslands Regional FCSS awarded grant funding to Girls Who Lead, the SPEC Association, and the Brooks Composite High School. 11.2 Intermunicipal Development Plan Committee (Brooks) Councillor K. Christman reported that discussions regarding updating the Recreation Services agreement between the City of Brooks and the County of Newell have started. The committee also met the new City of Brooks Chief Administrative Officer, Chris Parker. 11.3 Southern Alberta Energy from Waste Association Councillor N. Johnson provided an update on the vendor interview process, indicating that four finalists have been chosen to continue. The SAEWA board will meet tomorrow, and one vendor should be selected by August. 11.4 Crop Diversification Centre South Revitalization Committee The Chief Administrative Officer provided an update on lease negotiations, indicating that draft agreements are being reviewed by the Minister of Justice. Detailed financial information is required from Alberta Infrastructure to determine the lease rate. Discussion followed. 13.
