The Committee of the Whole Meeting of the County of Newell was held in the County Office in
Council Chambers on Monday, July 15, 2024 commencing at 11:47 a.m.
Notice was posted at the front entrance advising the public of the meeting.

Councillor E. Unruh called the meeting to order at 11:47 a. m.

3.1 Minutes - Committee of the Whole (April 15, 2024)
W-13/24 MOVED BY COUNCILLOR ADENA SKANDERUP that the April 15, 2024 Committee of
the Whole Meeting minutes be adopted as presented.

5. BUSINESS FROM MINUTES
5.1 Strategic Priorities Update
The Chief Administrative Officer provided an update on Strategic Priorities.
• County energy production
• Crop Diversification Centre South - hope to have all the agreements for
the revitalization committee to review in the near future, and then present
to Council
6. NEW BUSINESS
6.1 Draft Policy - County Involvement in Communal Irrigation Systems
The Director of Corporate Services provided background information on this item,
indicating that the proposed policy is intended to provide a framework for the
County's involvement in communal irrigation systems. He provided details
regarding the irrigation systems currently operating in the hamlets of Rolling Hills,
Scandia, and Lake Newell Resort as well as in other locations.
Council was given the opportunity to ask questions. The Chief Administrative
Officer responded to questions, indicating that irrigation systems are included in
development agreements with varying levels of detail. The proposed policy will
outline what the County is willing to do to facilitate a raw water irrigation system
for subdivisions while minimizing the potential for conflict. The Director of
Corporate Services will present the draft policy at an upcoming Council meeting.
