COUNTY OF NEWELL MUNICIPAL PLANNING COMMISSION March 20, 2025 The regular Municipal Planning Commission (MPC) Meeting of the County of Newell was held in the County Office at Brooks, AB and livestreamed to the public on Thursday, March 20, 2025 commencing at 10:00 a.m. A notice was posted at the front entrance advising the public of the meeting. P-20/25 CALL TO ORDER The Chair called the meeting to order at 10:00 a.m. EXCUSED FROM MEETING MOVED BY COUNCILLOR AMANDA PHILPOTT that Councillor N. Johnson, Councillor D. Short and Councillor A. Skanderup be excused from the meeting. MOTION CARRIED Municipal Planning Commission March 20, 2025 3. MINUTES P-21/25 MOVED BY COUNCILLOR LYNETTE KOPP that the minutes of the March 6, 2025, Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chair called for post agenda items. There were no post agenda items. 5. ADOPTION OF AGENDA P-22/25 MOVED BY COUNCILLOR GREG SKRIVER that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT PERMITS 6.1 DP 2024062 - Operation of an Industrial Logistics business The Development Officer provided background on this development permit and MPC was given the opportunity to ask questions. Applicant was present to provide further details about his development application. Applicant advised that a maximum of 20 trucks and trailers may be parked at the site. P-23/25 MOVED BY COUNCILLOR GREG SKRIVER that the Municipal Planning Commission APPROVE Development Permit 2024062 for the operation of an Industrial Logistics business on lands legally described as Lot 8, Block 2, Plan 1112649, NW 09-19-14-W4. This development approval is subject to the conditions outlined below. DP 2024062 is Approved for the following reasons: 1. The Development Authority is satisfied that the proposed development is suitable for the purpose for which it is intended under the Rural Business District (Schedule 2) Section 3, General Regulations and Section 4, Specific Municipal Planning Commission March 20, 2025 Uses and Activities, as specified in the County of Newell Land Use Bylaw 2016-21. 2. The proposed development complies with the Municipal Development Plan, specifically section 3.4 to encourage business and industrial development. 3. Any comments or concerns from adjacent landowners and referral agencies should be received by March 14, 2025. Should no concerns be raised administration recommends approval. Conditions of Approval: 1. This approval is effective as of April 9, 2025 (21-day appeal period). 2. The development complies with provisions pertaining to the Rural Business District and all relevant schedules, as outlined in the County of Newell Land Use Bylaw #2016-21. 3. The development must be located as shown on the site plan approved with the application and submitted August 14, 2024. It must be built according to the description provided with this approval. Any changes shall require the written approval of the Development Authority. 4. That the proposed development complies with all Federal, Provincial and Municipal statutes, regulations, codes, and standards. 5. That the applicant mitigate noise and dust. 6. That no structures be located on a right of way or easement on the parcel. 7. Any additional development or intensification shall require prior approval of a separate permit application. 7.
