Plett, Applicant CALL TO ORDER The ChiefAdministrative Officer called the meeting to order at 10:25 a.m. 2. ELECTION OF MPC CHAIR AND VICE CHAIR NOMINATIONNOLUNTEER & ELECTION CHAIR OF MPC The Chief Administrative Officer opened the floor for nominations/volunteers for the position of Chair of MPC. Councillor A. Doerksen nominated Councillor K. Christman. The Chief Administrative Officer called two more times for nominations for Chair of MPC. No further nominations were received. The Chief Administrative Officer declared nominations cease. The ChiefAdministrative O�cer declared Councilior K. Christman Chair of MPC. Councilior K. [� P-83/25 4.1 Minutes - Municipal Planning Commission (September 25, 2025) MOVED BY COUNCILLOR LYNETTE KOPP that the minutes of the September 25, 2025 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED CALL FOR POST AGENDA ITEMS The Chair called for post agenda items. ADOPTION OF AGENDA MOVED BY COUNCILLOR ADENA SKANDERUP that the agenda be adopted as presented. MOTION CARRIED 7. DEVELOPMENT REPORT The Development Officer presented the Development Report and responded to questions from CounciL This item was accepted as information. 8. SUBDIVISIONS 9.1 Subdivision 2025-0-017 To subdivide a±3-acre parcel from the NW 5-19-15W4M for residential purposes. The Planning & Development Supervisor provided background information on this item and responded to puestions from MPC. P-84/25 MOVED BY COUNCILLOR LYNETTE KOPP that the MPC approve, with conditions, the subdivision of one lot, 1.21 ha (3.0 acre) in size, from the NW 5-19-15W4M for residential purposes, for the following reasons: The proposed subdivision is consistent with the SSRP and complies with the County of Newell MDP, and the Land Use Bylaw. 2. The Subdivision Authority is satisfied that the proposed subdivision is suitable for the purpose for which the subdivision is intended pursuant to Section 7 of the Subdivision and Development Regulations. Conditions to be Considered: That, pursuant to Section 654(1)(d) of the MGA, all outstanding property taxes shall be paid to the County of NewelL 2. That the applicant supplies copies of any utility right of way plans, easements, and/or agreements which are to be registered as a requirement for any affected utilities to the County prior to the subdivision's registration with Alberta Land Titles. 3. That, pursuant to Section 655(1)b of the MGA, the applicant enters into a Development Agreement with the County which shall be registered concurrently with the final plan against the title(s) being created. Reserve: Municipal reserve will be applicable as the proposed subdivision does not meet the provisions of section 663 of the MGA. Policy POL-010-23 will apply. Money in place of land should be required in the amount of approximately $1,113.20 (10% of 1.21 ha x $9,200), with the final amount to be determined at the time of finalization. 9.2 Subdivision 2025-0-012 To subdivide two parcels from the NE 6-22-16W4M. One 27.745-hectare (68.56 acres) parcel for agricultural use, and another 1.729-hectare (4.27 acre) parcel for residential use. The Supervisor of Planning and Development provided background information on this item and responded to questions from MPC. MPC asked the applicant the reasoning regarding the proposed lot lines. The applicant provided background information and stated these were the best options for them. The Supervisor of Planning and Development responded to further questions from MPC and clarified what is included in the subdivision. Page 3 of 5 �" Municipal Planning Commission October 30, 2025 P-85/25 MOVED BY COUNCILLOR NEIL JOHNSON that the MPC approve, with conditions, the subdivision of two lots, One 27.745-hectare (68.56 acres) parcei for agricultural use, and another 1.729-hectare (4.27 acre) parcel for residential use, from the NE 6-22- 16W4M, for the following reasons: The Subdivision Authority is satisfied that the proposed subdivisions are suitable for the purpose for which the subdivision is intended pursuant to Section 7 of the Subdivision and Development Regulations. Conditions to be Considered: 1. That, pursuant to Section 654(1)(d) of the MGA, all outstanding property taxes shall be paid to the County of Newell. 2. That the applicant provide proof that the current PSDS system meets the Alberta Private Sewage Systems Standard prior to the finalization of the subdivision. 5. That the boundary line of the proposed agriculture parcel be amended to include the northeast corner of the quarter section. Reserve: Municipal reserve will be applicable as the proposed residential subdivision does not meet the provisions of section 663 of the MGA. Policy POL-010-23 will apply. Money in place of land should be required in the amount of approximately $4,483.50 (10% of 4.27 ha x $10,500), with the final amount to be determined at the time of finalization. MOTION CARRIED 10.
