Municipal Planning Commission November 27, 2025
The regular Municipal Planning Commission (MPC) Meeting of the County of Newell was held in
the County Office at Brooks, AB and livestreamed to the public on Thursday, November 27, 2025
commencing at 10:00 a.m.
A notice was posted at the front entrance advising the public of the meeting

3.1 Minutes - Municipal Planning Commission (October 30, 2025)
P-86/25 MOVED BY COUNCILLOR ADENA SKANDERUP that the minutes of the October 30,
2025 Municipal Planning Commission meeting be adopted as presented.

5. ADOPTION OF AGENDA
P-87/25 MOVED BY COUNCILLOR HOLLY JOHNSON that the agenda be adopted as presented.

6. DEVELOPMENT REPORT
The Development Officer presented the Development Report and responded to questions
from MPC. This item was accepted as information,
7. DEVELOPMENT PERMITS
7.1 DP 2025069 Approval of a change in use of a shop to a live/work unit.
The Development Officer provided background information on this item and
responded to question from MPC.
P-88/25 MOVED BY COUNCILLOR HOLLY JOHNSON that the Municipal Planning Commission
APPROVE Development Permit 2025069 for the approval of a change in use of a shop to
a live/work unit on lands legally described as Lot 1, Block 11, Plan 2010868,
SW 9-19-14-W4. This development approval is subject to the conditions outlined below.
DP 2025069 is Approved for the following reasons:
1. The Development Authority is satisfied that the proposed development is suitable for
the purpose for which it is intended under the Business Rural District (Schedule 2)
Section 3, General Regulations and Section 4, Specific Uses and Activities. as
specified in the County of Newell Land Use Bylaw 2016-21.
2. The proposed development complies with the Municipal Development Plan.
3. Any comments or concerns from adjacent landowners and referral agencies should
be received by November 21, 2025. Should no concerns be raised administration
recommends approval.
If approved, the following conditions should be considered:
1. This approval is effective as of December 17, 2025 (21-day appeal period).
2. The development complies with provisions pertaining to the Business Rural District
and all relevant schedules, as outlined in the County of Newell Land Use Bylaw #2016-
21.
3. That the proposed development complies with all Federal, Provincial and Municipal
statutes, regulations, codes and standards.
4. That no structures be located on a right of way or easement on the parcel.
5. Any additional development or intensification shall require prior approval of a separate
permit application.

The Development Officer provided background information on the item and
responded to questions from MPC.
P-89/25 MOVED BY COUNCILLOR LYNETTE KOPP that the Municipal Planning Commission
APPROVE Development Permit 2025089 for the operation of a Home -Based Business
Type 2, specifically a dog and cat grooming business on lands legally described as Lot 2,
Block 1, Plan 8910771, NW 33-19-14-W4. This development approval is subject to the
conditions outlined below.
DP 2025089 is Approved for the following reasons:
1. The proposed development complies with the Municipal Development Plan.
2. The Development Authority is satisfied that the proposed development is suitable for
the purpose for which it is intended under the Residential Rural District (Schedule 2)
Section 3, General Regulations and Section 4, Specific Uses and Activities. as
specified in the County of Newell Land Use Bylaw 2016-21.
3. Adjacent landowners and referral agencies have been notified and have the
opportunity to comments. Any comments or concerns should be received by the
County administration by November 21, 2025
Conditions of the approval:
1. This approval is effective as of December 17, 2025 (21-day appeal period).
2. The development must be located as shown on the site plan approved with the
application and submitted October 27, 2025. It must be built according to the
description provided with this approval. Any changes shall require the written approval
of the Development Authority.
3. The applicant/owner must obtain all construction permits applicable to development
and is responsible to ensure all permits are closed with work complying to the building
code.
4. That the proposed development complies with all Federal, Provincial and Municipal
statutes, regulations, codes and standards.
5. Any additional development shall require prior approval of a separate permit
application.

8. SUBDIVISIONS
8.1 Subdivision 2025-0-014 To subdivide a 1.79-hectare (4.43 acres) parcel from
the SE 23-15-14W4M for residential purposes.
The Planning and Development Supervisor provided background information on
the item and responded to questions from MPC.
P-90/25 MOVED BY COUNCILLOR ADENA SKANDERUP that the MPC approve, with
conditions, the subdivision of one lot, 1.79-hectare (4.43 acres) in size, from the
SE 23-15-14W4M for residential purposes, for the following reasons:

1. The proposed subdivision is consistent with the SSRP and complies with the County
of Newell MDP, and the Land Use Bylaw.
2. The Subdivision Authority is satisfied that the proposed subdivision is suitable for the
purpose for which the subdivision is intended pursuant to Section 7 of the Subdivision
and Development Regulations.
Conditions to be Considered:
1. That, pursuant to Section 654(1)(d) of the MGA, all outstanding property taxes shall
be paid to the County of Newell.
2. That the applicant supplies copies of any utility right of way plans, easements, and/or
agreements which are to be registered as a requirement for any affected utilities to
the County prior to the subdivision's registration with Alberta Land Titles.
3. That, pursuant to Section 655(1)b of the MGA, the applicant enters into a
Development Agreement with the County which shall be registered concurrently with
the final plan against the title(s) being created.
4. That the applicant provide proof that the current PSDS system meets the Alberta
Private Sewage Systems Standard prior to the finalization of the subdivision.
Reserve:
Municipal reserve will not be applicable as per Section 663(a) of the MGA, that one lot is
to be created from a quarter section of land.
