Municipal Planning Commission March 12, 2026 - 10:00 AM
The regular Municipal Planning Commission (MPC) Meeting of the County of Newell was held
in the County Office at Brooks, AB and livestreamed to the public on Thursday, March 12, 2026
commencing at 10:00 a.m.
A notice was posted at the front entrance advising the public of the meeting.

The Chair called the meeting to order at 10:02 a.m.

All members were in attendance at this meeting.
3. MINUTES
3.1 Minutes - Municipal Planning Commission (February 26, 2026)

2026, Municipal Planning Commission meeting be adopted as presented.

4. CALL FOR POST AGENDA ITEMS
The Chair called for post agenda items.
5. ADOPTION OF AGENDA
P-21126 MOVED BY COUNCILLOR BENJAMIN HOFER that the agenda be adopted as
presented.

6. DEVELOPMENT REPORT (1st MEETING ONLY)
The Development Officer presented the Development Report and responded to
questions from MPC. This item was accepted as information.
DEVELOPMENT PERMITS
7.1 DP 2026011 Installation of a Dwelling (Single Detached)
The Development Officer provided background information on the item and
responded to questions from MPC.
P-22/26 MOVED BY COUNCILLOR LYNETTE KOPP that the Municipal Planning Commission
APPROVE Development Permit 2026011 for the installation of a 162 m2 (1744 ft2)
Dwelling (Single Detached) which includes a 93 m2 (1000 ft2) attached garage on NE 17-
20-13-W4. This development approval is subject to the conditions outlined below.
DP 2026011 is APPROVED for the following reasons:
1. The Development Authority is satisfied that the proposed development is suitable for
the purpose for which it is intended under the Agriculture, General District Section 3,
General Regulations and Section 4, Specific Uses and Activities, as specified in the
County of Newell Land Use Bylaw 2016-21.
2. The proposed development complies with the Municipal Development Plan.
If approved, the following conditions should be considered:
1. This approval is effective as of April 1, 2026 (21-day appeal period).
2. The development must be located as shown on the site plan approved with the
application and submitted February 9, 2026. It must be built according to the
description provided with this approval. Any changes shall require the written
approval of the Development Authority.
3. That the proposed development complies with all Federal, Provincial and Municipal
statutes, regulations, codes and standards.

4. That the applicant obtains approved Safety Codes Permits for the development,
specifically Building, Electrical, Gas, Plumbing and Private Septic Disposal where
applicable.
5. That the following setbacks on all sides are maintained for this development:
From County Road (east): 30 m (100ft)
From other parcels (north): 6 m (20 ft)
6. That no structures be located on a right of way or easement on the parcel.
7. Any additional development or intensification shall require prior approval of a
separate permit application.
8. That the developer must start construction before April 1, 2027, and the construction
must be completed by April 1, 2028. In the event that these dates cannot be met, the
developer must apply for an extension and may be required to apply for a new
Development Permit.

8. OTHER BUSINESS
8.1 Xplore Inc Telecom Tower - Installation of a 45m (148ft) telecommunications
tower to improve the internet services in the area NW 24-20-14 W4M.
The Development Officer provided background information on the item and
responded to questions from MPC.
P-23/26 MOVED BY COUNCILLOR GREG SKRIVER that the Municipal Planning Commission
recommend a letter of concurrence be provided to the applicant.

A question period was held, No County ratepayers were in attendance. The moderator
indicated that there were no questions from the public.
