HomeMy WebLinkAbout2026-03-25 Municipal Planning Commission (Regular) MinutesCounty of Newell Meeting Minutes Municipal Planning Commission March 25, 2026 - 10:00 AM The regular Municipal Planning Commission (MPC) Meeting of the County of Newell was held in the County Office at Brooks, AB and livestreamed to the public on Wednesday, March 25, 2026 commencing at 10:00 a.m. A notice was posted at the front entrance advising the public of the meeting. MEMBERS PRESENT: K. Christman, Councillor, MPC Chair A. Doerksen, Reeve N. Johnson, Councillor L. Kopp, Councillor D. Baumgarten, Councillor H. Johnson, Councillor G. Skriver, Councillor B. Hofer, Councillor ABSENT: A. Skanderup, Councillor, MPC Vice Chair STAFF: M. Fenske, Chief Administrative Officer M. Jackson, Planning and Development Supervisor S. Simpson, Development Officer A. Davidson, Applicant (DP 2026016) The Chair called the meeting to order at 10:01 a.m. EXCUSED FROM MEETING MOVED BY COUNCILLOR LYNETTE KOPP that Councillor Adena Skanderup be excused from the meeting. MOTION CARRIED MINUTES 3.1 Minutes - Municipal Planning Commission (March 12, 2026) Municipal Planning Commission March 25, 2026 P-25126 MOVED BY COUNCILLOR BENJAMIN HOFER that the minutes of the March 12, 2026 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chair called for post agenda items. 5. ADOPTION OF AGENDA P-26/26 MOVED BY COUNCILLOR HOLLY JOHNSON that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT PERMITS 6.1 DP 2026016 Construction of an Accessory Building, specifically a Shop, with a Secondary Suite (External). The Development Officer provided background information on the item and responded to questions from MPC. P-27126 MOVED BY COUNCILLOR DAN BAUMGARTEN that the Municipal Planning Commission APPROVE Development Permit 2026016 for the construction of a 669 m2 (7200 ft2) Accessory Building, specifically a Shop, with a Secondary Suite (External) on NE 3-17-16-W4. This development approval is subject to the conditions outlined below. DP 2026016 is APPROVED for the following reasons: 1. The Development Authority is satisfied that the proposed development is suitable for the purpose for which it is intended under the Agriculture, General District, Section 3, General Regulations and Section 4, Specific Uses and Activities, as specified in the County of Newell Land Use Bylaw 2016-21. 2. The proposed development complies with the Municipal Development Plan. If approved, the following conditions should be considered: 1. This approval is effective as of April 7, 2026 (21-day appeal period). 2. The development must be located as shown on the site plan approved with the application and submitted February 24, 2026. It must be built according to the description provided with this approval. Any changes shall require the written approval of the Development Authority. 3. That the proposed development complies with all Federal, Provincial and Municipal statutes, regulations, codes and standards. 4. That the applicant obtains approved Safety Codes Permits for the development, specifically Building, Electrical, Gas, Plumbing and Private Septic Disposal where applicable. V Page 2 of 4 Municipal Planning Commission March 25, 2026 5. That the following setbacks on all sides are maintained for this development: From County Road (east): 30 m (100 ft) 6. That no structures be located on a right of way or easement on the parcel. 7. Any additional development or intensification shall require prior approval of a separate permit application. 8. That the developer must start construction before April 7, 2027, and the construction must be completed by April 7, 2028. In the event that these dates cannot be met, the developer must apply for an extension and may be required to apply for a new Development Permit.
