Municipal Planning Commission May 21, 2026 -10:00 AM
The regular Municipal Planning Commission (MPC) Meeting of the County of Newell was held
in the County Office at Brooks, AB and livestreamed to the public on Thursday, May 21st, 2026
commencing at 10:00 a.m.
A notice was posted at the front entrance advising the public of the meeting.

Municipal Planning Commission meeting be adopted as presented.

6. DEVELOPMENT PERMITS
6.1 DP 2026029 Development of on -site camping, adjacent to the to existing
Inn.
The Planning and Development Officer provided background information on this
item and responded to questions from MPC. The applicant was present to
respond to questions from MPC.
MPC asked questions regarding the 2 proposed lots on the west side.
The applicant explained that the 2 sites on the west side have trees between
them and the road. These sites will be used as overflow nightly sites, whereas
the other twelve sites would be long-term rentals.
MPC had questions regarding how permits would be issued for the yearly use
and whether there are regulations for winterization.
The Planning & Development Supervisor provided additional information,
explaining that this application is for on -site camping as an accessory to the
Prairie Schooner Inn rather than a typical campground. MPC could consider
year-round use provided that RVs are not used as a permanent dwelling.
The Development Officer responded to questions regarding the septic field,
which must meet the Alberta Septic standards.
The Development Officer responded to adjacent landowner concerns regarding
the shared driveway access and traffic, noting a condition of the development is
that dust must be controlled.
MPC asked the applicant if they had any concerns with including the fencing of
the east side of the property with chain link fence.
The applicant had indicated that he did not plan to fence, but he would construct
a fence if it was a condition of the Development Permit.
P-45/26 MOVED BY COUNCILLOR GREG SKRIVER that the Municipal Planning Commission
APPROVE Development Permit 2026029 for the development of on -site camping to
operate in conjunction with the existing inn, specifically 14 campsites on Lot 1, Block 1,
Plan 9110717, SW 33-19-14 W4. This development approval is subject to the conditions
outlined below.
DP 2026029 is APPROVED for the following reasons:

1. The Development Authority is satisfied that the proposed development is suitable for
the purpose for which it is intended under the Business, Rural District, Section 3 -
General Regulations and Section 4 - Specific Uses and Activities, as specified in the
County of Newell Land Use Bylaw 2016-21.
2. The proposed development complies with the Municipal Development Plan.
If approved, the following conditions should be considered:
This approval is effective as of June 10, 2026 (21-day appeal period).
2. The development must be located as shown on the site plan approved with the
application and submitted April 7, 2026. It must be built according to the description
provided with this approval. Any changes shall require the written approval of the
Development Authority.
3. That the proposed development complies with all Federal, Provincial and Municipal
statutes, regulations, codes and standards.
4. That the applicant obtains approved Safety Codes Permits for the development,
specifically Building, Electrical, Gas, Plumbing and Private Septic Disposal where
applicable. That the applicant obtain a report from a licensed installer stating that the
existing Private Septic Disposal system can manage the existing 6 sites, including
the location of the field and size of septic tank.
5. That the following setbacks on all sides are maintained for this development:
From Road (west): as per Alberta Transportation
From other parcels (north, south and east): 3 m (10 ft)
6. That no more than 14 Recreational Vehicles be on the parcel at any time.
7. That the interior road is maintained and dust is managed.
8. That garbage will be regularly collected and disposed of in a clean sanitary manner.
9. Fires must be in designated fire pits.
10. That no structures be located on a right of way or easement on the parcel.
11. That no additions, attachments, or structural modifications shall be made to any
recreational vehicle located on the subject property. Recreational vehicles shall
remain in a readily movable condition at all times.
12. That the applicant construct a privacy fence on the north boundary of the parcel and
a chain link fence on the east boundary of the parcel.
13. Any additional development or intensification shall require prior approval of a
separate permit application.

SUBDIVISIONS
7.1 Subdivision 2026-0-005 To subdivide a 16.2-ha. (40 acres) portion of the SW
21-22-17W4M to be consolidated with the NW 21-22-17W4M.
The Planning & Development Supervisor provided background information on the
2item and responded to questions from MPC.
P-46/26 MOVED BY COUNCILLOR LYNETTE KOPP that the MPC approve, with conditions,
the subdivision of a 16.2-hectare (40 acre) parcel from the SW 21-22-17W4M for
agriculture purposes, for the following reasons:
The proposed subdivision is consistent with the SSRP and complies with the County
of Newell MDP, and the Land Use Bylaw.
2. The Subdivision Authority is satisfied that the proposed subdivision is suitable for the
purpose for which the subdivision is intended pursuant to Section 7 of the
Subdivision and Development Regulations.
Conditions:
1. That, pursuant to Section 654(1)(d) of the MGA, all outstanding property taxes shall
be paid to the County of Newell.
2. That the applicant supplies copies of any utility right of way plans, easements, and/or
agreements which are to be registered as a requirement for any affected utilities to
the County prior to the subdivision's registration with Alberta Land Titles.
3. That, pursuant to Section 655(1)b of the MGA, the applicant enters into a
Development Agreement with the County which shall be registered concurrently with
the final plan against the title(s) being created.
4. That the 16.2-ha. parcel from the SW 21-22-17W4M be consolidated with the NW
21-22-17W4M and that no new lots are being created.
