MINUTES 3.1 Minutes - Municipal Planning Commission (June 25, 2026) P-60126 MOVED BY COUNCILLOR LYNETTE KOPP that the minutes of the June 25, 2026 Municipal Planning Commission meeting be adopted as presented. 4. CALL FOR POST AGENDA ITEMS The Chair called for post agenda items. MOTION CARRIED IVA Municipal Planning Commission July 9, 2026 5. ADOPTION OF AGENDA P-61126 MOVED BY COUNCILLOR NEIL JOHNSON that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT REPORT (1st MEETING ONLY) This item was accepted as information. DEVELOPMENT PERMITS 7.1 DP 2026048 Operation of an Industrial (Heavy) business, specifically an auto wreckage and salvage business with two Accessory Buildings. The Development Officer provided background information on this item and responded to questions from MPC. The applicant was present and responded to questions from MPC. The Manager of Planning, Development & Engineering Services provided information on the 5m purchase of 1.2 acres in the frontage of the parcel 35 meters from the property line, administration is working with the applicant on this matter. P-62/26 MOVED BY COUNCILLOR HOLLY JOHNSON that the Municipal Planning Commission APPROVE Development Permit 2026048 for the Operation of an Industrial (Heavy) Business, specifically an Auto Wreckage and Salvage Business and the installation of a 36 m2(384 ft2) self-contained building to be used as an office and a 297 m2(3200 ft2) Soft -Shelled Building to be used as a mechanics shop on Lot 2 S, Block 2, Plan 8011608, NW 7-19-14-W4. This development approval is subject to the conditions outlined below. DP 2026048 is APPROVED for the following reasons: 1. The proposed development complies with the Municipal Development Plan and the Intermunicipal Development Plan. 2. The Development Authority is satisfied that the proposed development is suitable for the purpose for which it is intended under the Industrial, General District (Section 5), in the County of Newell Land Use Bylaw #2016-21. Approved, with the following conditions: 1. This approval is effective as of July 30, 2026 (21-day appeal period). 2. The development must be located as shown on the site plan approved with the application and submitted May 25, 2026. Revised site plan to amend 35-meter setback from the property line. It must be built according to the description provided with this approval. Any changes shall require the written approval of the Development Authority. That the proposed development complies with all Federal, Provincial and Municipal statutes, regulations, codes and standards. 4. That the applicant obtains approved Safety Codes Permits for the development, specifically Building, Electrical, Gas, Plumbing and Private Septic Disposal where applicable. Development can start after the required Construction Permits have been issued. 5. All waste fluids shall be removed from the site and disposed of through a licensed waste management contractor or delivered to an approved recycling or disposal facility in accordance with applicable provincial legislation. 6. That the applicant must hold a valid AMVIC (Alberta Motor Vehicle Industry Council) license. 7. That three sides of the perimeter of the parcel have a 2.4 metre fence with the fourth side to follow in conjunction with the road improvement. 8. That the following setbacks on all sides are maintained for this development: From County Road (west): 30 m (100 ft) from the revised property line From other parcels: 6 m (20 ft) 9. That no structures be located on a right of way or easement on the parcel. 10. Any additional development or intensification shall require prior approval of a separate permit application.
