MPC asked the applicants how long the greenhouse had been in place. The applicants advised that the greenhouse had been in p/ace for approximately one year The Development Officer clarified that the current required setback from the property line is 6 metres, while the neighbouring landowner has requested a 30- metre setback due to potential impacts associated with agricultural spraying. MPC discussed whether there are specific safety guidelines or requirements relating to agricultural spraying in proximity to a greenhouse and whether responsibility or liability could arise for the landowner or applicant. The Supervisor of Planning and Development advised that a greenhouse and market garden are considered a discretionary use within an Agricultural District. As a discretionary use, MPC has the authority to impose additional conditions where necessary to ensure the proposed development is suitable for its location. MPC may also consider the surrounding land uses and conditions when evaluating the application. MPC emphasized that the landowner needs to be aware that they are developing in an Agriculture area where spraying and the use of leaf cutter bees will happen.
