Minutes of Council Meeting
May 23, 1996
The regular Council Meeting of the County of Newell No. 4 was held in the County 0#fice at
Brooks, Alberta on Thursday, May 23, 1996 commencing at 10:00 a.m.

All members were present at this meeting.
2. Minutes
Minutes of the May 9, 1996 meeting were presented. Moved by Councillor Loewen that we
adopt these minutes as circulated. Carried.

Minutes of the May 9, 1996 Public Hearings (3 sets) were presented. Moved by Councillor
Fabian that we adopt these minutes as circulated. Carried.
Minutes of the May 14, 1996 Assessment Review Board were presented. Moved by Councillor
Stobbs that we adopt these minutes as circulated. Carried.

The Reeve called for post agenda items.

Adoption of Agenda
Moved by Councillor Fabian that we adopt the agenda as amended. Carried.
Business from Minutes
11-1 Music Fest -Police Service .
Administration presented information on the break-down of costs for the policing service and
information received from the A.A.M.D. & C. Moved by Councillor Baxter that the organizers
from Westwinds be asked to pay the County 520,000.00 up front before the Fest begins.
Moved by Councillor Loewen that we table this item. Carried.
Administration will 6e requesting the R.C.M.P. and Westwinds to draw up a joint proposal for the
next Council Meeting.
Delegation
1. Robert Perini • An. Society Buildino
Robert Perini was in attendance to give Council information regarding the new Silver Sage
Agricultural Community Building. Mr. Perini had questions on the status of this building and
whether or not it would be exempt from taxation. The Assessor, John Dell, was in attendance
and provided information regarding the exempt status of such a building. Moved by Councillor
Loewen that a letter be sent to Robert Perini and the Agricultural Society regarding the
assessment status. Carried.
7. Delegation
1. Art Eckert -Steering Committee on Regulated Assessment
Art Eckert & Arno Doerksen were in attendance regarding the Steering Committee on Regulated
Assessment. A letter is to be sent to the A.A.M.D. & C. advising them of Council's position on
the Regulated Assessment. Council feels there should be no assessment on farm buildings and
prefer the status quo.

19.1 Alberta Cattle Feeders' Association - Rurai Taxation
Moved by Councillor Baksa that we lift this item from the table. Carried.
Vote on the motion from the April 11, 1.996 meeting, which reads: "Moved by Councillor Berg
that we send a letter to the Honourable Tom Thurber requesting him to do a comprehensive study
on the issues of rural taxation in Alberta." -Lost.
Moved by Councillor Loewen that we send a letter to the Honourable Tom Thurber advising him
that we support the status quo for assessment but, if changes are to be made, we would uphold
the Cattle Feeders' request for a comprehensive study on the rural taxation. Carried.
8. Correspondence
1. Alberta Municipal Affairs -Unconditional Municipal Grant
Information was presented to Council regarding the letter we sent to Alberta Municipal Affairs
concerning the Municipal Grant Program.

2. Town of Brooks -Recreation Agreement
A letter from the Town of Brooks, including acounter-proposal for the Divs. 5 & 10 Recreation
Agreement, was presented. Moved by Councillor Baksa that we advise the Town that we are
prepared to pay 542,000.00 for 1996 and 1997 as a payment towards operating costs, provided
the residents of Divs. 5 & 10 are not charged a different user fee than the residents of Brooks;
and that the County will not be responsible for any of their capital costs. Carried.
3. Town of Brooks -PetroCanada -Connection to Town Sewage
A letter from the Town requesting the County of Newell's consent for PetroCanada to hook onto
the Town of Brooks sewer service was presented. Moved by Councillor Baxter that we give our
consent to the Town to provide services to PetroCanada for sewage disposal. Carried.

4. Town of Bow Island -Summer Games -Donation
A letter from the Bow Island Summer Games Committee advising of a silent auction being held
to help defray costs of hosting the Games, and requesting items to be donated by each
CommunitylRegion, was presented. Moved by Councillor Stobbs that we donate a jacket with
the County of Newell logo to the silent auction for the Summer Games at Bow Island. Carried.
5. Alberta Environmental Protection • Meeting Questionnaire
A letter and questionnaire from Alberta Environmental Protection requesting feedback as to
meeting with the Environmental Resource Committees, was presented. Moved by Councillor
Stobbs that we advise Alberta Environmental Protection that we would prefer to have one
meeting in Brooks as the central location. Carried.
Agenda suggestions were: Regional Landfill, road oil, impacts of calcium chloride, and The Water
Act.
9. Other Business
1. Reciprocal Insurance Exchange Agreement
~' Phil Martin was in attendance and presented changes to the Reciprocal Insurance Exchange
,~ Agreement. Moved by Councillor Berg that we accept these changes and sign the new
Agreement. Carried.
2. Gravel Tentlers
Gravel tenders from Hopkins Construction (Lacombe} Ltd., Royal Sand & Gravel Ltd., Alberta
Aggregates Ltd. Willow Creek Sand & Gravel Co. Ltd., Arjon Construction Ltd., and Richardson
Bros. (Olds} Ltd. were presented. Moved by Councillor Fabian that we accept the tender from
Willow Creek Sand & Gravel Co. Ltd. for the crushing at both Steveville and Bow City Pits.
Carried.
10. Treasurer's Report
The Treasurer's Report for April was presented to Council. Moved by Councillor Daniels that we
approve this report. Carried.

2. Letter -Village of Duchess Garbage
Discussion took place on the letter that was sent to the Village of Duchess regarding the County
discontinuing the use of the Village of Duchess landfill site.
3. Budget
Discussion took place on the loss of revenue from the Pheasant Hatchery and Horticultural
Station.
