Minutes of Council Meeting
September 22, 1994
The regular Council Meeting of the County of Newell No. 4 was held in the County Office at
Brooks, Alberta on Thursday, September 22, 1994 commencing at 10:00 a:m.

Minutes of the September 8, 1994 meeting were presented. Moved by Councillor Fabian that

we approve these minutes as circulated. Carried.

4. Business from Minutes

5-3 Coldwell Bankers -Rolling Hills Lots
After discussion, it was moved by Councillor Daniels that we list the Rolling Hills lots with
Coldwell Bankers, through Connie Hemsing, on a Real Estate Board Listing for aone-year period.
Moved by Councillor Fabian that we amend this motion to read: "that we list all Hamlet lots
available." Vote on the amendment -Lost. Vote on the original motion -Lost.
Moved by Councillor Loewen that we list all Hamlet properties currently for sale, using a general
listing with all agencies within the County of Newell boundaries for aone-year period. Carried.
Moved by Councillor Barg that a committee be set up to draw up the needs required to list these
properties and to finalize the sale of properties when required. Carried.
Councillor Stobbs, Berg, Daniels, Scheuerman and the Administrator were appointed to this
Committee.
Delegation
1. Eastern Irrigation Agricultural Society
Elaine Johnson & Robert Perini were in attendance at the meeting to give Council an update on
the progress of the Eastern Irrigation Agricultural Society. Councillor Baxter commended the
Society on their resources for fund raising. Moved by Councillor Rommens that we support, in
principle, the endeavors of the Eastern Irrigation Agricultural Society. Carried.

Council recessed for lunch from 12:00 - 1:30 p.m.

p~..,, 5-4 New Policy - A.A.M.D. & C. Trade Division
A copy of the revised policy was presented to Council. After study, it was moved by Councillor
Daniels that we approve the new policy for purchasing through the A.A.M.D. & C. Trade Division.
Carried.
6. Correspondence
1. Darryl Daniels -Bill for Water Heater
,~-, The Administrator presented a bill from Darryl Daniels for repairs to a water heater. Council was
advised that, when the Contractors for the Rolling Hills Sewer Extension were digging, they cut
a water line which caused damage to the water heater. After discussion, it was moved by
Councillor Fabian that we submit this bill to UMA for payment. Carried.
2. Alberta Labour -Fees

The current fees from Alberta Labour were presented to Council. Moved by Councillor Fabian
~'l1' that we accept this as information and that it be held on file. Carried.
7. Other Business
1. A.A.M.D. & C. -Convention - Workshops
The Administrator recorded the choices for workshops at the Convention and will forward these
to the A.A.M.D. & C.
2. Contaminated Soil
After discussion on where the contaminated soils, which have been found in areas, are taken and
how it is reclaimed, it was moved by Councillor Daniels that we have a representative from
Alberta Environment attend a future meeting to provide more information on contaminated soil
and the procedures for reclaiming this soil. Carried.

Councillors Berg and Loewen gave this report.

Councillors Rommens &Scheuerman gave this report.
Disaster Services
Councillor Scheuerman and the Administrator gave an up-date.
Council thanked the Administrator and Assistant Administrator for all the work done on the
Municipal Emergency Plan.
Moved 6y Councillor Berg that a member of the Disaster Services Committee be allowed to go
to Ottawa to attend a seminar on Disaster Services. Carried.

Councillor Daniels reported on a hearing to be held September 30, 1994.
Ambulance Advisory Committee
Councillor Rommens gave this report.
Urban Fringe Committee
The Administrator gave this report.

Newell Mini-bus Committee
The Administrator gave an up-date on the purchase of a new mini-bus. Moved by Councillor Berg
that we accept the Newell Mini-bus Transportation Report for August. Carried.
Town of Brooks Environmental Advisory Committee
Councillor Daniels gave this report.
A.A.M.D. & C.
Councillor Fabian gave this report.
Environmental Law Seminar
The Administrator gave a report on the Environmental Law Seminar that she had attended, along
with Larry Seitz, Bob McTavish & Alan Martens, and a brief up-date on the responsibility of the
local authorities on Environmental Law.

9. Post Agenda Items
1. Gate Access on Road Allowance N of NW 32-17-14-4
After discussion, it was moved by Councillor Barg that this item be table far more information.

2. Hutterian Brethren of Springview -Dirt Agreement - SW 27-23-16-4
Moved by Councillor Baxter that we approve this agreement for dirt purchase with the Hutterian
Brethren of Springview. Carried.
3. S.H. 862 Construction
A letter from W. Floyd George, regarding his concerns on the proposed construction of S.H. 862,
was read to Council. Moved by Councillor Loewen that we refer this letter to the P.W.
Supervisor and the engineer on this project. Carried.
