Minutes of Council Meeting
January 20, 1994
The regular Council Meeting of the County of Newell #4 was held in the County Office at
Brooks, Alberta on Thursday, January 20, 1994 commencing at 10:00 a.m.

Moved by Councillor Fabian that Councillor Scheuerman be excused from the meeting. Carried.
Moved by Councillor Berg that Councillor Rommens be excused from a portion of this meeting
as he is attending a meeting with the M.L.A. on behalf of Council. Carried.
Minutes
Minutes of the January 6, 1994 meeting were presented. Moved by Councillor Fabian that we
approve these minutes subject to questioning. Carried.

Councillor Loewen reported on the discussion with the Village of Rosemary.
4. Delegation
1. F.C.S.S.
Leza Sewall and Gordon Wallsmith were in attendance to provide information to Council on the -,
F.C.S.S. Program.
5. Emerson Bridge Park Renort
The Acting Agricultural Fieldman, Bob McTavish, reported on information regarding privatizing
Emerson Park and costs related to this. After discussion, it was moved by Councillor Berg that
r'~ we investigate the possibility of organizations or service clubs maintaining the park and that this
1 ~~ information be brought back to Council. Carried.
6. Correspondence
1. Mobile Home Quarterly Payments -Marjorie Woods
A request from Marjorie Woods for quarterly payments on her mobile home was presented to
Council. Moved by Councillor Barg that we approve this request. Carried.
Moved by Councillor Burton that any straight forward requests for quarterly payments on mobile
homes be approved by Administration and be kept on file. Any requests that Administration feels
could 6e a problem are to be brought to Council. Carried.
2. P.A.C. -PARE Corporation -Waste Treatment Operation
A letter from P.A.C. -PARE Corporation regarding their Waste Treatment Operation was read to
Council for in#ormation.

~-. 3. STARS -Letter of Thanks
A letter from STARS thanking the County of Newell for their 1993 donation was read to Council
for information.

Council recessed for lunch from 12:00 - 1:30 p.m.
Arrived at Meeting
Councillor Rommens arrived at the meeting at 1:30 p.m. and gave Council a report on his morning
meeting with our local M.L.A.
4. Duchess Waste Transfer Station
The Administrator presented information on the Duchess Waste Transfer Station and advised on
the information required in applying for a waiver.

~" 1 ~~ Moved by Councillor Loewen that we recess for the Public Hearing. Carried.
The Council Meeting reconvened at 2:10 p.m.

Moved by Councillor Burton that By-law 1089-93, being a. By-law for the closing and leasing of
a public highway, N of 32.14-15-4, be forwarded to the Minister for approval. Carried.
8. Other Business
1. Annual Meeting
Moved by Councillor Fabian that the Annual Meeting be held on April 13, 1994. Carried.

Moved by Councillor Baxter that we use the same format as last year for our Financial \ -,
Statement. Carried.
2. Charitable Donations
The Administrator presented a list of 1993 charitable donations and 1994 requests to Council
for information.
3. Hamlet Water Agreements with the E.I.D.
The Administrator presented a draft copy of the Hamlet Water Agreements with the E.I.D. for -
Council's perusal. These will be brought back at a future meeting.
4. Alberta Municipal Health & Safety Courses
A request from Bob McTavish, Albin Janko & Barrie Long to attend a seminar on Health &
Safety was presented to Council. Moved by Councillor Fabian that we approve the attendance
of these individuals at a Health & Safety seminar. Carried.

Councillor Berg advised of a Labour Relations Meeting, in Lethbridge, on Monday, January 24th.

Councillor Loewen that we approve these reports. Carried.

Council approved the attendance of Councillors Fabian, Daniels and Burton to this workshop.

2. Road Closure
A letter requesting a road closure on the west side of W'/z 36-20-15-4 and the north side of NW
36-20-15-4 was presented to Council. After discussion, the Administrator was advised to obtain

Moved by Councillor Loewen that we move into camera. Carried.
Moved by Councillor Baxter that we move out of camera. Carried.
Alan Martens, the Assistant Administrator, was in attendance to present information on 8y-law
Enforcement Officers and Special Constables. After discussion, it was moved by Councillor
Daniels that we hire a Special Constable for the 1994 road ban season. Moved by Councillor
Fabian that we table this motion. Carried.

Moved by Councillor Daniels that we approve Cheques #1144.1558, 1560-1657 & 1685.1759,
in the amount of 52,866,064.33, for payment. Carried.

Moved by Councillor Loewen that the meeting adjourn at 5:10 p.m. Carried.
