1 Minutes of the Council Meeting
November 25, 1993
The regular Council Meeting of the County of Newell No. 4 was held in the County
Office at Brooks, Alberta on Thursday, November 25, 1993 commencing at
10:00 a.m.

Moved by Councillor Baxter that Councillor Fabian be excused from this meeting.
Carried.
2. Minutes
%~ ` ~ Minutes of the November 4, 1993 meeting were presented to Council. Moved by
Councillor Barg that we adopt these minutes as circulated subject to questioning.
Carried.

10-I Des James' Retirement -January 22, 1994
The Administrator gave an update on the progress for the retirement party
for Des James.

4. Correspondence
1. Alberta Municipal Affairs -Burial of Indigent Persons
The Administrator read a letter from Municipal Affairs advising us that effective
January I, 1994 the County will be responsible for the burial of indigent and
destitute persons within the County of Newell No. 4.
2. Alberta Historical Resources Foundation
A letter from the Alberta Historical Resources Foundation regarding their publication
of the Corner Stone was read to Council.
Moved by Councillor Baxter that this item be received as information. Carried.
3. Brooks & District Victims' Assistance Program
A letter from the Brooks and District Victims' Assistance Program was read to
Council advising them that they would be willing to make a short presentation to
Council at an upcoming meeting.
After discussion the Administrator was directed to advise Brooks and District
Victims' Assistance Program that we would like them to give us this presentation
at an upcoming Council Meeting.
4. H. Jager Development Inc. -Development Agreement
The Administrator presented the latest update on the Development Agreement for
Jager.
A letter from Jager requesting additional changes to this agreement was also
presented to Council.
Administration was to present these changes to our lawyers, to see whether they
approve of these proposed changes.
5. Southeastern Alberta Health Unit -Water Reports
Water reports for the various Hamlets were presented to Council. Moved by
Councillor Baxter that in future if any reports are satisfactory they be filed.
Only reports that are not satisfactory be brought to Council. Carried.

6. Alberta Forestry, Lands & Wildlife -
Red Deer River Corridor
The Administrator read a letter from the Alberta Forestry, Lands & Wildlife and
presented information on the progress of the Red Deer River Corridor.
Council was not prepared to become a member of this Authority at this time.
Moved by Councillor Berg that we recess for a Public Hearing. Carried.
5. Public Hearing - II:00 a.m.
A Public Hearing was held from II:00 to 11:20 a.m.
6. Other Business
I. Petersen Traffic Lines
Moved by Councillor Loewen that the amount of $5,055.75 for the invoice for the highway
line painting be taken from the Hardsurface Reserve. Carried.
2. By-law to Amend By-law #949-Brooks & District Recreation Area Req.
By-law #1091-93 being By-law to change the Brooks and District Recreation area
requisition.

3. Budget Guidelines
A Municipal Budget meeting has been set for December 14, 1993.

Municipal
Councillor Scheuerman gave this Report.
Moved by Councillor Baxter that the additional funds needed for the completion of
the Crawling Valley road be taken from the Municipal Surplus Fund. Carried.
Board of Education
Councillor Berg reported that the December 7, 1993 meeting would be held at
Rolling Hills at 9:30 a.m.

Report, and that the three members on this Committee rotate giving Reports each
month.

4. Duchess Transfer Station
After a lengthy discussion on the Duchess Transfer Station,
and advisement that the building of this station would not be taking
place until next spring, it was moved by Councillor Loewen that
the Landfill Committee negotiate with the Village of Duchess for use
of their pit until spring, if possible. Carried.
Moved by Councillor Barg that we invite our M.L.A. to our next Council
meeting. Carried.
5. Newell Truckers' Association-Tilley Stockpile
A letter from the Newell Truckers' Association advising that they would
agree to haul gravel from Steveville to stockpile at Tilley, without the
"~~Q loading~l~actor, was presented to Council.
Moved by Councillor Scheuerman that we accept this agreement. Carried.
~~ ~ 6. Brooks Garbage Pit
/ The Public Works Supervisor advised that the Town of Brooks did not require
the digging of a pit until spring.
Moved by Councillor Baxter that this be set up at year end and the digging
of the pit take place in the spring. Carried.
7. Gravel Tenders
The Public Works Supervisor presented the gravel tenders to Council.
After discussion it was moved by Councillor Scheuerman that we accept the
tender from Willow Creek. Carried.

Received a Public Hearing today with no opposition.
Moved by Councillor Baxter that By-law 1090-93 receive third and final
reading. Carried.

Town of Brooks Environmental Advisory Committee
Councillor Daniels gave this report.
Moved by Councillor Daniels that we budget fora $500.00 donation in the
1994 budget. Carried.
9. Treasurer's Report
Treasurer's Report for August, September and October was presented to Council.
Moved by Councillor Baxter that we accept these reports. Carried.
10. Bow River Pipelines
Road Crossing between the N.E. of 21 and the N.W. of 22-17-12-W4M and
between the N.E. of 29 and the N.W. of 28-17-12-W4M.
Mr. Bernie Nelson from Bow River Pipelines met with Council to appeal the
previous decision on these road crossings.
After further discussion, it was moved by Councillor Rommens that we waive
the 90° crossing and approve these two applications. Carried. -,

Minutes of Public Hearing
November 25, 1993
A Public Hearing of the County of Newell No. 4 was held in the County Office at Brooks, Alberta
on Thursday, November 25, 1993 commencing at 11:00 a.m.
All members of Council were in attendance at this Hearing with the exception of Councillor
Fabian.
The Administrator presented information on the advertising that has been carried out and By-law
1090-93. She advised that there has been no opposition to this proposed Land Use Change
By-law and, as such, it is now in order to proceed with presentation to Council for final reading.
The Public Hearing then adjourned at 11:20 a.m.
