Excused from Meeting Moved by Councillor Douglass that Councillor Wells be excused from this meeting. Carried. 2. Minutes Minutes of the September 10, 1992 meeting were presented to Council. Moved by Councillor Henderson that we adopt these minutes as circulated. Carried. 3. Business from Minutes 6-3 Gas Pumps - County Yard There was no further report on this item. ~~~~' ~' 4-6 Jubilee Insurance - Trailers The Assistant Administrator gave an up-date on the costs for the auto and heavy duty insurance on County trailers. Moved by Councillor Bulger that we insure these trailers under both auto and heavy duty policies and that the grader fuel tank ', trailers be insured only under the heavy duty policy. Carried. '4-12 A.A.M.D. & C. - Bill 41 After discussion, it was moved by Councillor Conners that we table this item until the next Council Meeting. Carried. 8-2 Road Allowance - N of 8-18-14-4 Councillor Workes gave a report on this road allowance. Moved by Councillor Fabian that we allow the fence to be built as per recommendation of Councillor Workes and the P.W. Supervisor. Sulphur - Dug-out After discussion on this item, it was moved by Councillor Henderson that we reaffirm our County policy and refuse this application as it does not conform to our set-back regulations. Carried. 4. Treasurer's Report The Treasurer's Report is not available due to School year-end. 5. Correspondence 1. S.E.A.R.P.C. - Staff Change Letter from the S.E. Alberta Regional Planning Commission advising that A.J. Muller is retiring and Ajit Atwal will be taking over his position as of September 24, 1992 was read to Council for information. 2. E.I.D. - Landfill Site Leases Letter from the Eas~ern Irrigation District advising that they will not be renewing any of the Landfill Leases that expire on December 31, 1992 was read to Council. Moved by Councillor Fabian that we investigate the possibility of purchasing the County landfill sites from the E.I.D. Carried. 3. Southeastern Alberta Health Unit - Water Reports Water reports from the various Hamlets were presented for information. 4. Alberta Transportation & Utilities - Dinosaur Park Road Letter from Alberta Transportation & Utilities to Parks & Recreation regarding the responsibility of the two texas gate structures along the Provincial Park highway was presented to Council. After discussion on this item, it was referred to Councillor Conners ro investigate further and bring back to a future meeting. 5. UMA - Extension S.H. 535 & 876 '. Letter from UMA advising that South Rock has asked for an extension to October 26, 1992 on the road construction of S.H. 535 & S.H. 876 was presented to Council. By-law 1053-92 - Third & Final Reading By-law 1053-92 has now received approval of the Minister of Transportation & Utilities and was presented for third and final reading. Moved by Councillor Bulger that By-law 1053-92 ~' receive third and final reading. Carried. 2. Tenders - Hi~hwav Line Paintin Tenders for highway line painting from Lefrentz Road Services Ltd. and Petersen Traffic Lines Ltd. were presented to Council. Moved by Councillor Wallace that we accept the tender from Petersen Traffic Lines Ltd. Carried. 3. Form A's The following Form A's were presented to Council: Hamlet Streets - Rolling Hills - $6,000.00; and Central Office Dust Control Division 3 - Cancellation - $23,600.00. Moved by Councillor Wallace that we approve these Form A's. Carried. 4. PanCanadian - Use of Existing Approaches The following applications to use existing approaches were presented to Council: a) SE 3-22-19-4 - Moved by Councillor Bulger that we approve this request. Carried. b) NW 35-21-19-4 - Moved by Councillor Bulger that we approve this request. Carried. c) NE 26-21-19-4 - Moved by Councillor Bulger that we approve this request. Carried. Page 98 Sept. 24/92 ;~ 8. Post Agenda Items 1. Used Culvert Tenders The Assistant Admin9_strator presented tenders for the two used culverts from J.R. Clark, who bid on one culvert, and Doug Gray, who bid on both culverts. Moved by Councillor Bulger that we accept the tender from Doug Gray for these two culverts. Carried. 2. S.H. 876 Discussion took place on a letter received from Alberta Transportation & Utilities on March 24, 1992 regarding S.H. 876. Moved by Councillor Conners that we respond to this letter requesting special funding to complete the S.H. 876 Road Project as per our letter of February 21, 1992. Moved by Councillor Wallace that we amend this motion by adding: "subject to Alberta Transportation & Utilities guaranteeing that funding of this project will not affect our regular Road Work Priorities." Vote on the amendment - Carried. Councillor Conners requested a recorded vote on the amended motion: Div. 1 - against, Div. 2 - against, Div. 3 - for, Div. 4 -for, Div. 5 - for, Div. 6 - for, Div. 7 - for, Div. 8 - against, Div. 9 - against, Div. 10 - absent. Lunch Council recessed for lunch from 12:10 - 1:30 p.m. Excused from Meeting Moved by Councillor Bulger that we excuse Councillor Nelson from this meeting. Carried. 10. Public Hearing Moved by Councillor Fabian that we recess for the Public Hearing at 1:30 p.m. Carried. Moved by Councillor Wallace that we return to the Council Meeting at 1:50 p.m. Carried. By-law 1057-92 - Close & Sell Road Allowance After hearing the objections to this By-law, it was moved by Councillor Douglass that we do not proceed with the closing of this road allowance. Carried. Bowen The Assistant Administrator opened the meeting and presented information regarding proposed By-law 1057-92. Assist. Admin The Assistant Administrator read two letters of objection to this proposed road closing.
