HomeMy WebLinkAbout1992-08-20 Council (Regular) MinutesCounty of Newell No. 4 Minutes of the Council Meeting August 20, 1992 The regular Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Thursday, August 20, 1992 commencing at 10:00 a.m. Members Present Reeve Councillors Administrator F. Workes P. Wallace K. Conners L. Nelson (10:10 a.m.) K. Bulger L. Henderson B. Scheuerman M. Douglass W. Wells D. James Larry Seitz, P.W. Supervisor, met with Council and advised that Alberta Transportation has contacted him regarding the hauling of approximately 100,000 cu. yds. of gravel from the Steveville Pit area to be used for the paving of ~~1 Highway from the Rolling Hills corner to Ralston. They indicated that the haul road for this gravel would be ~~876 south to the ~~1 Highway. After discussion, it was moved by Councillor Scheurman that the Municipal Committee Chairman, Division 3 Councillor and P.W. Supervisor arrange to meet with Alberta Transportation at a site meeting to discuss the conditions and requirements for the haul road. Carried. 1. Excused from Meeting Moved by Councillor Wallace that we excuse Councillor Fabian from this meeting. Carried. 9.._.~ 2~,1~ Minutes ~~ Minutes of the August 6, 1992 meeting were presented. Moved by Councillor Henderson that we adopt these minutes as circulated. Carried. 3. Business from Minutes 4-3 Ed Mattheis - Road Allowance - 5-22-14-4 Councillor Scheuerman presented further information on the proposed closing and sale of this road allowance. After discussion, it was moved by Councillor Scheuerman that we recommend approval for the closing and sale of this road allowance in 5-22-14-4. If the closure is approved by Alberta Transportation, Ed Mattheis would be required to provide a 66' road right-of-way for extension of Road Plan 1247 B.M. to Highway ~~36 and also land for a turn- around on the east boundary of the bridge crossing Matziwin Creek. This exchange would be considered for the portion of County road allowance being cancelled. Carried. By-law 1057-92 :~ j Moved by Councillor Wells that By-law 1057-92, being a By-law to close and sell a portion of road allowance in NW 5-22-14-4, receive first reading. Carried. Moved by Councillor Wallace that By-law 1057-92 receive second reading. Carried. Page 83 Aug. 20/92 6-3 Gas Pumps - County Yard An up-date was given on this item by the P.W. Supervisor. More information on costs will be presented back to Council. 4-8 A.A.M.D. & C. - Concessions to Summer Villages The Administrator gave a further report on this item, indicating that the concessions allowed to Summer Villages was a reduction in the School Foundation Fund Program levies. After further discussion, it was moved by Councillor Bulger that we support the recommendation that the concessions to Summer Villages be cancelled. Carried. 4. Treasurer's Report Moved by Councillor Wallace that we accept the Treasurer's Report for the month of July, 1992. Carried. 5. Correspondence 1. A.A.M.D. & C. - Master Automobile Policy Letter from the A.A.M.D. & C. advising of the increased rates and surcharge for our Master Automobile Policy was presented for information. 2. A.A.M.D. & C. - Vehicle Purchases This item was presented to Council and was tabled for further information from the Association. 3. A.A.M.D. & C. - Canadian Heritage Rivers System Program Letter from the A.A.M.D. & C. concerning the Canadian Heritage ~'""'-~ Rivers System Program was presented. Moved by Councillor Wells ,, / that we invite representatives from this Organization to a Council ~ Meeting to discuss this matter further. Carried. . . 4. A.A.M.D. & C. - Councillor's Group Life Insurance Plan Information was presented on this proposed Plan through the Association and it was the direction of Council that this matter be left until after the general election. 5. A.A.M.D. & C. - Fall Convention Information on the Fall Convention was presented to Council. 6. Southeastern Alberta Health Unit - Water Reports Water reports from the various Hamlets were presented to Council for information. 7. Southeastern Alberta Health Unit - Proposed Waste Management Facilities: Town of Brooks Information on the proposed waste management facilities for the Town of Brooks, one in SE 17-18-14-4 and one in the NW corner of Block 7 Plan 7810327, was presented to Council. After dis- cussion, it was moved by Councillor Conners that we approve these applications as presented. Carried. 8. Alberta Environment - Appointment to Bow River Water Quality Control Committee Letter from Alberta Environment advising of the appointment of Mr. Wally Wells to this Committee was presented to Council for information. Page 84 Aug. 20/92 9. Brooks & District Chamber of Commerce - September 2nd Meeting Information was presented to Council regarding this meeting. 10. Alberta Tourism, Parks & Recreation - Volunteer Awards Information and application forms for Volunteer Awards to people participating in recreation programs within the County were pre- sented for information. 11. P.F.R.A. - Organizational Change Letter from the P.F.R.A. advising of their re-organization and office locations in Calgary and Edmonton was presented for information. 6. Subdivision Road - Mr. Knutson Information was presented to Council regarding the subdivision service road and the Knutson property. The Administrator advised that this service road has a caveat against the two adjoining parcels for the completion and construction of this road. It was indicated that this road was never completed to the standard required and, as such, the caveat still remains on the properties. After further discussion, it was moved by Councillor Conners that we leave the caveat on these properties until the service road is completed to County standards. Carried. 2. Clean-un Orders Moved by Councillor Wallace that we issue a clean-up order for the removal of mobile home footings and general clean-up of the lot, being Lot 1 Block 10 Plan 7910924 Patricia. This order is being issued to the Canadian Imperial Bank of Commerce (owners of the property) under Section 161 of the Municipal Government Act R.S.A. 1980. Carried. Moved by Councillor Henderson that we issue a clean-up order for the removal of old buildings and site clean-up of Lot 7 Block 7 Plan 1217 B.A. Patricia. This order is being issued to Mr. Leslie L. Bailly (owner of the property) under Section 161 of the Municipal Government Act R.S.A. 1980. Carried. Post Agenda Items 1. Literacy Week Moved by Councillor Bulger that Council declare September 6-12, 1992 as Literacy Week within the County of Newell. Carried. 2. Rolling Hills Lots Moved by Councillor Wallace that Lots 1-LO Plan 8210258 Rolling Hills be opened up for sale for mobile homes. Carried. Water Systems 1. Patricia a) Water Reservoir - The Administrator advised that the work on the reservoir, being levelling of the banks, has not yet been carried out. b) Lagoon Drainage - The Administrator advised that the lagoon will be drained in the latter part of September subject to approval from Alberta Environment. 2. Scandia No reply to correspondence at this date. 3. Rainier A report was given. '. 4. Rolling Hills a) Report on Advisory Committee Meeting - The Administrator reported on the Advisory Committee Meeting held in Rolling Hills on August 12th. The following item was discussed: - chemical treatment of the sewage system - the Committee did not agree with this proposal and would like a further study carried out on the sewage system. It was suggested that, `, possibly, Bromley & Associates would carry out this chemical treatment on the sewage system, at their own expense, as this is only an experimental type of operation. . . J V~~ 9. b) Request for Equipment - Discussion took place regarding the installation of windmills in the two ponds at Rolling Hills and the installation of a cash box metering system for the sale of water at Rolling Hills. After further discussion on this item, it was moved by Councillor Wallace that we approve the purchase of two windmills and the cash box metering system and that this equipment be paid for out of the Rolling Hills Capital Account. Carried. c) Sewage System - Lagoon - Discussion took place regarding the sewage lagoon and it was the recommendation of the Advisory Committee that the County look into the possibility of a Feasibility Study being carried out for the development of a lagoon at Rolling Hills. After further discussion, it was moved by Councillor Nelson that we investigate this matter with Alberta Environment and the possible funding of this project by Alberta Environment. Carried. i 5. Letter to Alberta Environment r E The Administrator advised that the letter from the Reeve to Alberta Environment has had some response and a meeting is j scheduled for our next Council Meeting on September 10th, with ~ members of Alberta Transportation & Utilities and Alberta Environment to discuss the overall general operation of our Hamlet Water & Sewer Systems. . . 6. CU Water Limited Letter from CU Water Limited, a company that carries out the distribution of water systems within Hamlets, Villages and general municipal operations, was presented and ordered filed at this time. 10. Information Items 1. A.A.M.D. & C. - Newsletters 2. A.A.M.D. & C. - Agricultural Statutes Amendment Act 3. Town of Brooks - Clean-up Notices to County Ratepayers 4. Sprinkling of Public Road Allowances - Policy Review - Discussion took place regarding the present Policy and proposed amendments. Moved by Councillor Conners that we approve the proposed amend- .. ments to this Policy and advertise these changes in the local papers as soon as possible. Carried. 11. In Camera Moved by Councillor Conners that we move into camera. Carried. Moved by Councillor Wells that we move out of camera. Carried. i Jim Baksa - Holida Pa i Moved by Councillor Wells that we allow the 6-days' holiday pay from August 24-31 to Jim Baksa, who is retiring at the end of August. Carried. 12.
