HomeMy WebLinkAbout1992-08-06 Council (Regular) MinutesCounty of Newell No. 4 Minutes of the Council Meeting August 6, 1992 The regular Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Thursday, August 6, 1992 commencing at 10:00 a.m. Members Present Reeve Councillors Administrator F. Workes P. Wallace V. Fabian K. Conners L. Nelson K. Bulger L. Henderson B. Scheuerman M. Douglass W. Wells D. James 1. Excused from Meeting All members were in attendance at this meeting. 2. Minutes Minutes of the July 13, 1992 meeting were presented to Council. Moved by Councillor Douglass that we adopt these minutes as circulated and corrected. Carried. 3. Business from Minutes 4-3 Ed Mattheis - Road Allowance - 5-22-14-4 ~; ~~~// Councillor Scheuerman presented more information on this matter. ~. `After discussion, it was moved by Councillor Scheuerman that we table this item until the next Council Meeting. Carried. 6-3 Gas Pumps - County Yard No report. 7-3 By-law 1055-92 The Administrator advised that the six lots will now be registered as previously discussed and, as such, Motion ~~7-3 of the July 23, 1992 Council Meeting should be rescinded. Moved by Councillor Wells that we rescind Motion ~~7-3 of the July 23, 1992 Council Meeting. Carried. 8-6 Tourism Grant - Report The Administrator advised that the surplus funds in this Grant '..Program would have to be applied for by application. This information is to be referred to the Tourism Committee. f !I :~ 4. 'Correspondence 1 1. Alberta Transportation - Membership T.A.C. I'ILetter from Alberta 'Transportation, with a request for membership 'to the Transportation Association of Canada, was presented and lordered filed. Page 78 Aug. 6/92 2. Alberta Safety Council - Membership Letter from the Alberta Safety Council requesting County membership to their Association was presented to Council and ordered filed. 3. Alberta Familv Services - Familv Violence Prevention Month Correspondence from Alberta Family & Social Services regarding Family Violence Frevention Month was presented. After discussion, it was moved by Councillor Conners that we declare the month of November as "Family Violence Prevention Month" within the County of Newell No. 4. Carried. 4. Southern Alberta Recreation Association - 1994 Winter Games Information and a request for sponsorship of the 1994 Winter Games was presented and ordered filed. 5. Division 3 Recreation Board - 200 Yards Gravel Request for 200 yards of gravel from the Community Allotment was presented. Moved by Councillor Conners that we approve this request. Carried. 6. Village of Tilley - Landfill Site Letter from the Village of Tilley advising that their landfill site will be under supervision and controlled hours effective September 1st was presented for information. 7. A.A.M.D. & C. - Seed Cleaning Plants Survey from the A.A.M.D. & C. concerning Alberta Agricultural Grants to Co-op Seed Cleaning Plants and the proposed cut-back ~,,, of these grants was presented. The survey was completed by ~~ Council and will be returned to the Association. i 8. A.A.M.D. & C. - Concession to Summer Villages More information is to be obtained on this matter. 9. Southeastern Alberta Health Unit - Water Reports Water reports from the various Hamlets were presented for information. 5. Cheques for Payment Moved by Councillor Wallace that we approve Cheques ~~3912-4348, less Cheque #4055, for a net amount of $2,121,527.61, for payment. Carried. Moved by Councillor Workes that he be excused from discussion and voting on Cheque ~~4055. Carried. Moved by Councillor Henderson that we approve Cheque ~~4055, in the amount of $2,036.11, for payment. Carried. 6. Committee Reports M.P.C. The following subdivision applications were presented: 1. 92 SE 65 - A. Hullman - Moved by Councillor Wells that we approve this application. Carried. Page 79 Aug. 6/92 2. 92 SE 68 - A. Irwin - Moved by Councillor Conners that we approve this application. Carried. Municipal The following applications were presented for approval: 1. Licence to Cross County Road Allowance a) PanCanadian - Twps. 21 & 22 Rges. 18 & 19 - Moved by Councillor ', Bulger that we approve these applications. Carried. 2. Road Approach a) PanCanadian - 24-16-15-4 - 100 metre set-back - Moved by Councillor Nelson that we approve this application. Carried. 3. Wellsite & Access Roads a) PanCanadian - 15-15 & 16-15 - Moved by Councillor Nelson that we approve these applications. Carried. b) PanCanadian - 28-19-18-4, 21-19-15-4 - Moved by Councillor Bulger that we approve these applications, Carried. 4. Road & Road A~~roach a) PanCanadian - 27-15-15-4 - Moved by Councillor Nelson that we approve this application. Carried. b) PanCanadian - 15-14-11-4 - Moved by Councillor Wallace that we approve this application. Carried. c) PanCanadian - 3-16-15-4 - Moved by Councillor Nelson that 1 we approve this application. Carried. d) PanCanadian - 28-19-18-4 - Moved by Councillor Bulger that we approve this application. Carried. ~~ ~ Municipal Policy Committee ~ ~ The following policy amendments were presented to Council for final approval: ~ 1. Road Use Maintenance Agreement - New Clause 6.5 - Moved by Councillor Conners that we approve this policy amendment. Carried. 2. Anti-Nepotism Policy - Moved by Councillor Fabian that we approve this policy. Carried. i Newell Mini Bus The Newell Mini Bus reports for June & July were presented to Council for information. . . 7. Other Business 1. Election Report The Administrator requested that the lists of polling places and D.R.O.'s be turned in as soon as possible. 2. Municipal Affairs - Constitutional Referendum Letter from Alberta Municipal Affairs requesting possible assistance from the County in carrying out the referendum vote at this year's general election was presented. After discussion on this item, it was moved by Councillor Fabian that we approve this request and provide assistance for this ! vote if required, subject to being reimbursed from the Depart- ment for this service. D.R.O.'s Rate of Pa Moved by Councillor Fabian that this rate remain the same as the last general election, being $100.00 for the Returning Officer and $90.00 for the Deputy Returning Officers. Carried. 4. Advanced Poll Moved by Councillor Nelson that we have an Advanced Poll and that it be held on October 7th from 10:00 a.m. - 12:OU noon at the County Office in BrOOKS. Carried. 5. Kinsmen Club - Purchase of Tickets for Program Information was presented to Council regarding this item with a request to purchase tickets from the Kinsmen. After discussion, it was moved by Councillor Conners that we decline this request. Carried. 6. September Meeting Dates A review of the September meeting dates was made by Council. 7. Clearview Hutterite Road A request from the Clearview Hutterite Colony to remove gravel within the road allowance and restore the road, after removal of the gravel, was presented. Moved by Councillor Douglass that we approve this request on the road allowance located in the NE corner of 24 and the SE corner of 25-23-18-4. Carried. _ ~ A second request was presented regarding the grading and gravelling ~~~/ of the two miles of road lying east of 25 & 36-23-18-4. This ~~ 444 matter was referred to Councillor Douglass for further action. 8. Water & Sewer System Reports Discussion took place regarding the following systems: 1. Patricia - The Administrator was instructed to send a letter to Alberta Environment advising that Patricia residents are unable to expend the amount of money on the proposed renovations to this system and. a request to have the present system up-graded at a lesser cost. 2. Rainier - The Administrator advised that they are still waiting for information on this system. 3. Scandia - The Administrator advised that the Advisory Committee has not reported as of this date. 4. Rolling Hills - The Administrator advised that a meeting may be held next week. .4 9. Post Agenda Items 1. Brooks Landfill Site The matter of the Brooks Landfill Site and hours of operation were discussed. Moved by Councillor Nelson that we recommend to the Town of Brooks that the opening hour be 9:00 a.m. rather than 10:00 a.m. It is felt this would relieve the problem of trucks parking along the road at that time of day. Vote on the motion - Lost. Page 81 Aug. 6/92 2. Village of Tilley/County of Newell Public Reserve Area The Administrator was instructed to obtain more information on this item and report back to Council. 10. Information Items The following information items were presented to Council: 1. A.A.M.D. & C. - Newsletter 2. A.A.M.D. & C. - Tech Topics 'I 11. In Camera Moved by Councillor Bulger that we move into camera. Carried. I Moved by Councillor Bulger that we move out of camera. Carried. . . I Moved by Councillor Conners that we increase the number of S.T.E.P. students, as previously approved, from 3 to 4. Carried. . . i 12. Adjourn `.
