Minutes of the Council Meeting
July 24, 1991
The regular Council Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Wednesday,
July 24, 1991 commencing at 10:00 a.m.

Moved by Councillor Bulger that we excuse Councillor Nelson from
this Council Meeting. Carried.
2. Minutes
Minutes of the July 11, 1991 Council Meeting were presented to
Council. Moved by Councillor Henderson that we adopt these minutes
as circulated and amended. Carried.
3. Business from Minutes
9-8 Rainier Water System

~~,~ 6-11 A.A.M.D. & C. - Environmental Act Review
A further letter from the A.A.M.D. & C. concerning the Alberta
Environmental Protection & Enhancement Act was presented, advising
that Alberta Environment will be sending out more information
on this proposed new Act and, also, that they will be holding
Public Hearings on the Act.
4. Correspondence
1. A.A.M.D. & C. - "Alberta in a New Canada"
Letter from the A.A.M.D. & C. requesting Council's input to a
questionnaire discussing "Alberta in a New Canada", as produced
by the Alberta Constitutional Reform Task Force, was presented
to Council. Copies of this questionnaire were given to Council
and further discussion will take place at the August 8th Council
Meeting.
2. Alberta Transportation & Utilities
Buried Cable - S.H. 550
A copy of a letter from Alberta Transportation & Utilities to
Alberta Government Telephones giving approval for them to cross
S.H. 550, by means of boring, for placing of A.G.T. cable at
two locations on S.H. 550 was presented to Council. After
discussion on this item, it was moved by Councillor Wells that
the County give their approval to A.G.T. to install these two
cable crossings subject to the crossings being bored. Carried.

3. ComAct
The 1990 Financial Statement for the ComAct operation of the
mini bus was presented to Council for information. It was
indicated in the report that the surplus funds for 1990, which
amounted to $2,639.00, would be forwarded to the County in the
near future.
4. Select Special Committee on Constitutional Reform
A letter from the Select Special Committee on Constitutional
Reform advising of further Public Hearings to be held during
the weeks of September 9th & 23rd, in Calgary, Edmonton, Hanna,
Peace River, Rocky Mountain House & Wainwright, was presented
to Council. This item was referred to the August 8th meeting
for further discussion.
5. Alberta Culture & Multiculturalism
Access Road to Brooks Aqueduct Interpretive Site
Letter from Alberta Culture & Multiculturalism concerning placing
additional signage at the Brooks Aqueduct Interpretive Site and
requesting improvements to the access road to this site, was
presented to Council for consideration. After discussion, it
was moved by Councillor Henderson that we post 'Slow' and
'Pedestrian Crossing' signs as requested on the south and north
sides of the road approaching the rise over the canal. Carried.
They are also to be advised that the maintenance on this road
will be carried out under our General Maintenance Program.
6. Southeastern Alberta Health Unit - Water Reports
Water reports from the various Hamlets were presented to Council
~~ for information. .
1 7. Town of Brooks - Summer Games
A letter from the Town of Brooks advising of the results of the
Summer Games was presented to each Council member for their
information.
8. Town of Brooks - Proposed Annexation
Letter from the Town of Brooks advising of their proposed annexation
of lands within the County of Newell; being south of the ~~1 Highway
and north of the Town boundary, and the area south of the C.P.R.
right-of-way owned by the Alberta Wheat Pool, was presented to
Council. After discussion on this item, it was moved by Councillor
Fabian that we send a letter to all of the landowners concerned
to ask for their written reply as to their opinion on this proposed
annexation. Carried.
9. Alberta Treasury - Local Authorities Pension - Reform Proposal
Letter from the Local Authorities Pension Board advising of the
proposed amendments to the pension fund and additional surcharge
to the plan was presented to Council for information.
10. Jake Thomas - Survey Contract
A proposal from Jake Thomas on his contract for August 1, 1991
was presented to Council. After review and discussion on the
contract, it was moved by Councillor Bulger that we increase
his mileage rate to 30~/km. Carried.
Moved by Councillor Scheuerman that we increase his truck rental
rate to $30.00/day. Carried.

Moved by Councillor Fabian that we increase his basic survey
hourly rate to $30.00/hour. Carried.

Moved by Councillor Workes that we approve this application.
Carried.
2. TransAlta - Service to Bill Maloney - SW 4-21-18-4
Moved by Councillor Bulger that we approve this application.
Carried.
3. TransAlta - Service to Merl Fitzpatrick - NW 34-19-14-4
Moved by Councillor Wells that we approve this application.
Carried.
4. Road Approach - Anric Reclaimers - 1-25-18-14-4
Moved by Councillor Wells that he be excused from discussion
and voting on this application. Carried.
Moved by Councillor Fabian that we approve this road approach
application. Carried.
5. Road Approach - Allied Land Services - 6-29-20-18-4

9. Form A's
Moved by Councillor Fabian that we approve the following Form A's:
Div. 1 - Secondary Roads Gravel - $7,500.00; and Div. 1 - Local
Roads Gravel - $5,000.00. Carried.
6. Other Business
1. Rolling Hills Water & Sewer System - Required Repairs
Information was presented to Council in regard to necessary repairs
that are required for the septic field at the Rolling Hills Hamlet
System, with the total estimated cost of repairs being $3,830.00.
After reviewing this information, it was moved by Councillor
Fabian that we approve the repairs to the Rolling Hills Sewage
System. Carried.

2. Kinbrook Parlc Cottage Subdivision Road
Reeve Workes reported on the meeting with Parks personnel in
regard to the Kinbrook Park cottage subdivision road. He pointed
out the need for grading and gravelling of this road. Estimates
on the project were then provided by the Administrator and P.W.
Supervisor and it was then moved by Councillor Wells that we
grade and gravel the Kinbrook Park road within the cabin area.
Carried.
3. Brooks Regional Agrinlex - Feasibility Stud
Copies of this report were provided to each Council member and
the report was then opened for discussion. After discussion
on the report, it was moved by Councillor Conners that County
Council support this proposed project, in principle. Carried.
7. Post Agenda Items
1. G. McKenzie - Irrigation System
A request from Gerald McKenzie, of Gem, to place an irrigation
pipe on County property in NW 9-23-16-4, being the south boundary
of the Stampede Grounds, was presented to Council for approval.
After discussion on this item, it was moved by Councillor Douglass
that we give Mr. McKenzie approval to locate this irrigation
pipe on County property for the purposes of irrigating his property
adjacent to the Stampede Grounds. .Carried.
2. Shell & Imperial Oil Property
Adjacent to ~~1 Highway North of Brooks
A report was given on this property indicating the weed condition,
poor fence and excavation on these properties. Moved by Councillor
Douglass that a letter be sent to the owners to have the weeds
cut and the fence and excavations repaired immediately. Carried.
